In his opening remarks at the Plenary Session, Prime Minister Pham Minh Chinh stated that our world is currently witnessing political polarization, economic separation, institutional fragmentation and development differentiation; slowing world growth, rising global government debt; declining world trade; broken supply chains; stagnant production and business; declining jobs and people's livelihoods...
This situation poses increasingly complex difficulties and challenges, but also brings about increasingly open opportunities and advantages; requiring us to unite to gain strength, cooperate to create resources, share to consolidate and enhance trust; together build a common future of wealth, prosperity and sustainable development; in which "green transformation in the digital age" is an inevitable trend, an objective requirement, a strategic choice and a top priority of all countries in the process of rapid and sustainable development.
At this event, the Prime Minister wanted to emphasize Vietnam's awareness that: All countries around the world are converging in the same flat world, where no country can decide the world's mission alone, nor can it alone solve the challenges of the century and humanity - challenges that are global, all-people, comprehensive, requiring a global, all-people, comprehensive approach and cooperation; a spirit of international solidarity and upholding multilateralism.
On this occasion, the Prime Minister would like to affirm Vietnam's three consistent and continuous viewpoints in the process of "green transformation in the digital age":
First: all development must take people, the people, and businesses as the center, subject, goal, driving force, and resource; not trade off environmental protection and social security to pursue mere economic growth. The green transformation process in the digital age must aim to help people become more prosperous, safer, and happier.
Second: Vietnam is a good friend, a reliable partner and a responsible member of the international community. Persistently pursuing an independent and autonomous foreign policy for peace, friendship, cooperation and development, multilateralization and diversification; always ready to be a friend and reliable partner of all countries in the world to maintain a peaceful and stable environment, create favorable conditions and mobilize the support of countries in the world to develop together quickly and sustainably, bringing strength and prosperity to each country, bringing warmth and happiness to every person in the world.
Vietnam is committed to seriously implementing the millennium goals and committing to net zero emissions by 2050. Vietnam is ready to open its market and create a legal corridor to receive green capital flows and green technology from international partners.
Third: resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from people and businesses; and must combine national strength with the strength of the times, domestic strength with international strength.
To realize the above goals and viewpoints, Vietnam focuses on implementing solutions in the spirit of "open institutions, transparent infrastructure, smart governance and human resources, and common practices"; and working together.
The State creates institutions with the spirit of "going early, going ahead to pave the way for development"; "The State creates, enterprises are pioneers, public and private sectors go hand in hand, the country is rich and strong, the people are happy, and entrepreneurs benefit"; through building a legal corridor, encouraging the development of projects in the fields of green transformation and digital transformation; at the same time, cutting and simplifying administrative procedures and business regulations, creating maximum convenience for enterprises and foreign investors.
There are preferential mechanisms, mobilizing and effectively using resources with the spirit of "internal strength is fundamental, strategic, long-term and decisive; external strength is important and breakthrough"; harmoniously, reasonably, closely and effectively combining internal and external resources, thereby having appropriate mechanisms and policies to approach with modern institutions; combining national strength with the strength of the times; promoting public-private cooperation.
Promote the development of high-quality human resources to meet the requirements of green transformation and digital transformation; build a system of schools; perfect mechanisms and policies to promote linkages between schools and businesses, meeting the requirements of the high-quality labor market.
Promote cooperation and transfer of science and technology, in which the help and support of international friends and the world's leading enterprises are needed, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy, etc.
Innovate smart management thinking in the direction of "both tight management and development creation, maximizing resource mobilization for development"; research, transfer, and apply advanced management experiences in the world suitable to Vietnam's conditions and circumstances.
Vietnam pledges to cooperate with all countries, partners and businesses in the world in the spirit of harmonious benefits and shared risks.
The Prime Minister stated that the Autumn Economic Forum 2025 is a solemn event that clearly demonstrates the convergence of intelligence, vision of action, sharing and action to spread benefits and motivation of Vietnam with the international community.
The presence of Government representatives, businesses, scholars and domestic and international organizations demonstrates the will and spirit of active cooperation, aspiration and motivation for us to together create new values, build a sustainable, inclusive and humane environment for all countries.
The Forum's selection to be held in Ho Chi Minh City also demonstrates the City's commitment to striving to become a pioneering model in Vietnam in digital transformation, green transformation (dual transformation), and circular economy, to create momentum for breakthrough growth and rapid but sustainable development.
With the theme “Green Transformation in the Digital Age”, the discussion and dialogue sessions within the framework of this year’s Forum aim at a common goal: to seek breakthrough solutions to promote green growth, promote innovation, while ensuring rapid, sustainable and inclusive development, “leaving no one behind in the green transformation of the digital age”.
The Prime Minister expressed that Vietnam believes that the ideas, initiatives and commitments shared at the Autumn Economic Forum 2025 will not stop at the speeches, but will continue to create momentum, spread inspiration and be realized through practical actions - sparking new cooperation prospects and concrete actions to jointly create a green, digital and humane future for all humanity.

Vietnam hopes that the Autumn Economic Forum 2025 will not only be a place to exchange ideas and share initiatives, but also a space to connect dialogue, enhance trust, consolidate cooperation, promote multilateralism and respect international law, in the spirit of valuing intelligence, saving time and making timely decisions, sharing benefits in the spirit of "giving is forever".
Let's promote the spirit of "3 together: listening and understanding together; sharing vision and action together; developing and enjoying together".
With the valuable support and assistance of all delegates, the Prime Minister believes that the Autumn Economic Forum 2025 will be a great success, contributing to building a more prosperous, united, harmoniously developed, inclusive and sustainable world for all of us, for humanity and for each person.
