Speaking before the National Assembly on the morning of June 13, delegate Sung A Lenh (National Assembly Delegation of Lao Cai Province) said that regarding investment management, the draft Resolution empowers the City People's Committee to approve and adjust investment policies for port and port area projects with capital of VND2,300 billion or more. This helps shorten the implementation time of large projects, increase autonomy, and consolidate Hai Phong 's position as a regional logistics center.
Regarding finance and budget, Hai Phong is entitled to 100% of the increased revenue from the revenues due to the adjustment of the fee and charge policy stipulated in Point a of this Clause (Point b, Clause 3, Article 5). In particular (Clause 2, Article 5), the addition of 70% of the increased central budget revenue from import-export activities will create abundant financial resources for investment in the infrastructure of economic zones, industrial parks and Bach Long Vi island, meeting the requirements of sustainable development.
The resolution opens up great opportunities for innovation and high technology. Preferential policies on corporate and individual income tax in the fields of creative startups, semiconductors, and artificial intelligence will attract talents and technology businesses. The establishment of a venture capital fund and support for controlled testing of new technologies will create a favorable environment for Hai Phong to become a leading innovation center, promoting the digital economy and green economy.
Regarding land management and planning, specific mechanisms such as land acquisition for logistics projects, large-scale industrial parks, or conversion of rice fields and forest lands on a reasonable scale will help optimize land funds, creating conditions for strategic projects. The establishment of the Free Trade Zone will be a big boost, helping Hai Phong attract international investment, promote exports and develop high-quality services.
"We can see that the 4.0 industrial revolution has begun to change the entire outlook for warehousing and distribution services worldwide. The logistics industry is increasingly asserting its role as an essential component of the supply chain and a driving force for sustainable economic development, so the construction of modern, large-scale and highly integrated logistics centers is an inevitable trend. Hai Phong has a strategic advantage as an international seaport center, a multimodal transport connection hub and a key import-export gateway in the North, which has been identified in the Politburo's resolutions as the driving force for regional and national development, playing a leading role in the development of the logistics sector," said delegate Sung A Lenh.
The majority of National Assembly deputies believe that the issuance of a pilot mechanism and policy for land recovery to develop a logistics center in Hai Phong city is absolutely necessary and urgent. This is not only consistent with the orientation of the Government's decisions such as Decision 1012/QD-TTg or Decision 221/QD-TTg but also a prerequisite for realizing the goals of logistics development according to the Strategy to 2030, vision 2050. In particular, this is also a concrete action to institutionalize the Party's major policies on developing Hai Phong into a modern logistics and industrial center of regional and international stature.
According to Minister of Finance Nguyen Van Thang, Clause 1, Article 6 of the draft Resolution stipulates that Hai Phong City will be allowed to pilot a simplified procedure in the process of establishing, appraising, and approving detailed planning. Clause 2, Article 6 of the draft Resolution stipulates that the City People's Committee is allowed to sell public apartment buildings built by the city from the state budget or under the form of BT contracts formed after 1994 until before January 1, 2025.
Regarding the establishment of a Free Trade Zone in Hai Phong, Chairman of the Economic and Financial Committee Phan Van Mai said that the pilot establishment of a Free Trade Zone is necessary, a political determination of Hai Phong city and the Government; there is sufficient political basis and legal basis. However, this is a big issue, not only economic in nature but also related to national defense, security, order and social safety. Therefore, it is necessary to assess the impact on economic growth, budget, society; regional spread...; risk management mechanism, monitoring mechanism to ensure openness while maintaining financial safety, economic security, social order; responsibility in implementation of related individuals and organizations.
