The content defines the goal of bringing the country into a new era, an era of national growth.
About goals and directions.
After nearly 40 years of implementing the renovation process under the leadership of the Party, Vietnam has accumulated enough position and strength for breakthrough development in the next stage, in the face of the world situation from now until 2030 in a period of epochal change, to establish a new world order. This is also the final stage of the Vietnamese revolution to successfully achieve two 100-year goals: 100 years of the Party's founding in 2030 and 100 years of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam in 2045. The epochal change brings new opportunities and advantages, but also new difficulties and challenges, of which the latter are more prominent and may appear amid unpredictable fluctuations in the world situation.
General Secretary To Lam clearly affirmed: after nearly 95 years under the leadership of the Party, the Vietnamese people have gone through the era of fighting for national independence and building socialism (1930 - 1975); the era of national unification and renovation (1975 - 2025); and now, entering a new era, the era of national growth. This is an era of breakthrough and accelerated development to successfully build a socialist Vietnam, “rich, strong, democratic, fair, civilized, prosperous, happy; catching up, advancing together, standing shoulder to shoulder with the world powers. The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam becomes a developing country with modern industry and high average income; by 2045 it becomes a developed socialist country with high income; all people are comprehensively developed, have a prosperous, free, happy, civilized life” (1) .
The above goals and directions are consistent with the orientation of the 13th National Party Congress: “By 2030: To be a developing country with modern industry and high average income. By 2045: To become a developed country with high income” (2) . Former General Secretary Nguyen Phu Trong pointed out that “determining the goals and directions by 2030 (the 100th anniversary of the founding of the Party) and the vision for national development by 2045 (the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam). These will be important milestones in the development process of our Party, our people, our country, with strategic significance for the orientation and vision for national development in the new period” (3) . General Secretary To Lam continued to affirm: “The destination of the era of self-improvement is a rich people, a strong country, a socialist society, standing shoulder to shoulder with the great powers of the five continents. Strongly arousing national spirit, the spirit of self-reliance, self-confidence, self-reliance, national pride, the aspiration to develop the country; closely combining national strength with the strength of the times” (4) .
Development characteristics of the new era.
“The era of national development is an era of breakthroughs and accelerated development in all areas of social life to closely connect the promotion of modernization of social production (material, spiritual, human) with development in the direction of socialist progress (advanced, imbued with national identity) to honor, develop, and promote human dignity and Vietnamese culture to a new height, advancing with the times” (5) . The new era must have a breakthrough in thinking and awareness, aiming to create a breakthrough in mobilizing and optimally using the country's resources. Therefore, it is necessary to optimally promote the driving forces for national development, especially the spirit of mastery, ownership, patriotism, great solidarity and national pride, the will of self-reliance, self-reliance, and the desire for creativity and dedication of all Vietnamese people; Enhance the Party's leadership and governing capacity on the basis of building a Party that is truly ethical and civilized, truly representing the intelligence, honor and conscience of the nation and of the times.
Some key issues to note in the new era.
The era of the Vietnamese nation's rise is developed on the basis of advanced and modern achievements of the Fourth Industrial Revolution, especially the digital transformation revolution. The new era needs to continue to be clarified in specific content about economy, society, culture, national solidarity, national defense, security, foreign affairs, and the organization of the political system.

About the view
The 10-year socio-economic development strategy (2021 - 2030) affirms the viewpoint of rapid, sustainable development associated with inclusion, to promote industrialization and modernization in a developing country like Vietnam. The basis for ensuring rapid, sustainable development associated with inclusion is the human factor. The strategy affirms: Maximizing the human factor, considering people as the center, subject, most important resource and goal of development. Previously, Article 3 of the 2013 Constitution affirmed: "The State ensures and promotes the people's right to mastery; recognizes, respects, protects and ensures human rights and civil rights; realizes the goal of a prosperous people, a strong country, democracy, fairness, civilization, everyone has a prosperous, free, happy life, and has conditions for comprehensive development" (6) .
In planning and implementing guidelines, policies, laws, strategies, and development programs in all areas of social life, respecting, protecting, and exercising the people's right to be masters and owners must closely follow the direction mentioned by the Prime Minister at the National Conference on Human Rights Education: Making the principle of a human rights-based approach a requirement and mandatory evaluation criterion in the activities of building and implementing policies and laws at all levels.
About the solution
First, strongly innovate leadership methods and improve the Party's leadership and governing capacity: According to General Secretary To Lam: “i- Strictly implement the Party's leadership and governance methods, absolutely do not allow any excuses, substitutes or loosen the Party's leadership. ii- Focus on streamlining the apparatus and organization of Party agencies, truly being the intellectual core, the "general staff", the vanguard leading state agencies. Ensure that the Party's leadership tasks do not overlap with management tasks; distinguish and clearly define the specific tasks of leaders at all levels in different types of Party organizations, avoid the situation of excuses, substitutes, or duplication and formality. iii- Strongly innovate the promulgation, dissemination and implementation of Party resolutions; create excitement, trust, expectations and motivation to urge the actions of cadres, Party members, economic sectors, enterprises and people in implementing Party resolutions. Build strong grassroots Party cells with high combativeness, capable of putting Party resolutions into practice; innovate and improve the quality of Party organizations. quality of grassroots party cell activities, ensuring effective and substantive party cell activities. iv- Innovate inspection and supervision work; promote the application of information technology and digital transformation in Party activities. Issue regulations on decentralization of inspection and supervision authority in conjunction with the detection and strict handling of all acts of taking advantage of inspection and supervision for corruption and negativity" (7) . Carry out the revolution in streamlining the organizational apparatus of the political system and hold party congresses at all levels towards the 14th National Party Congress; at the same time, prepare and consolidate fundamental factors, creating a premise for our country to confidently enter a new era - the era of striving for strong, prosperous development of the nation.
Second, breakthrough development in socio-economy. On February 5, 2025, the Government issued Resolution No. 25/NQ-CP, "On the growth target of industries, fields and localities to ensure the national growth target of 8% or more in 2025", creating a solid foundation to achieve double-digit growth in the period of 2026 - 2030, towards successfully implementing the goals of the 10-year Socio-Economic Development Strategy 2021 - 2030 (8) . Accordingly, it is necessary to resolutely implement Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo, "On breakthroughs in science, technology, innovation and national digital transformation", on the basis of focusing on building a legal corridor for digital development, creating a foundation for Vietnam to seize opportunities from the Fourth Industrial Revolution; Thanks to that, the creative startup ecosystem is strongly developed, in which enterprises are the center, research institutes and universities are strong research subjects,...
Third, continue to build a clean and economical socialist rule-of-law state. General Secretary To Lam clearly stated the view that “the law in the socialist rule of law state needs to be continuously improved to institutionalize the Party’s guidelines and policies, promote democracy, serve the people, recognize, respect, ensure, and protect human rights and civil rights” (9) . Accordingly, it is necessary to implement the following key solutions:
1- Strongly innovate legislative work: “i- Transform the thinking of law-making towards both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, and unleashing all resources for development. ii- The provisions of the law must be stable and have long-term value; the law only regulates framework issues and issues of principle; it does not need to be too long. Practical issues that fluctuate frequently are assigned to the Government and localities to regulate to ensure flexibility in management. Absolutely do not administrativeize the activities of the National Assembly; legalize the provisions of decrees and circulars. iii- Innovate the process of building and organizing the implementation of laws. Closely follow reality, stand on the ground of Vietnamese reality to build appropriate legal regulations; take people and businesses as the center and subject; regularly evaluate the effectiveness and quality of policies after promulgation to promptly adjust inadequacies and conflicts, minimize loss and waste of resources; proactively detect and quickly remove "bottlenecks" caused by legal regulations. iv- Promote decentralization and delegation of power with the motto "locality decides, locality does, locality takes responsibility"; thoroughly reform administrative procedures, reduce compliance costs, create the most favorable conditions for people and businesses. v- Focus on controlling power in law-making, tighten discipline, promote responsibility, especially the responsibility of leaders, resolutely fight against negativity and "group interests". vi- Proactively, actively, and urgently build a legal corridor for new issues and new trends (especially issues related to the Fourth Industrial Revolution, artificial intelligence, digital transformation, green transformation...) to create a legal framework to successfully implement the digital transformation revolution, creating a breakthrough for the country's development in the following years" (10) .
2- Continue to build and perfect the rule of law institution in judicial activities. “Judicial activities must have the responsibility to protect justice, protect human rights, citizens' rights, protect the socialist regime, protect the interests of the State, and the legitimate and legal rights and interests of organizations and individuals” (11) and effectively combat all types of crimes and violations of the law to ensure social order, safety, human security, social security and national security.
3- Implement the strategy to prevent and combat waste. General Secretary To Lam noted that the strategic solutions for the coming years are: “i- Strengthening the prevention and combat of waste equivalent to the prevention and combat of corruption and negativity; strictly handling individuals and groups with behaviors and actions that cause loss and waste of public assets in the spirit of “handling one case to warn the whole region and the whole field”. ii- Reviewing and supplementing regulations on management mechanisms and economic and technical norms that are no longer suitable to the country's development practices. Perfecting regulations on handling wasteful behavior; regulations on management and use of public assets; institutions in the application of information technology, digital transformation, creating synchronization in transformation to minimize waste. iii- Building a culture of preventing and combating waste; making the practice of thrift and combating waste “voluntary”, “voluntary”, “daily food, water, clothes” (12) .
4- Building a team of dedicated, devoted, and devoted cadres: i- Strongly innovate the work of recruiting, training, promoting, appointing, rotating, transferring, and evaluating cadres in a practical direction, for the purpose of finding people, based on specific, measurable products; ii- Strengthen self-training and self-development, especially for the requirements of digital transformation; iii- Build a mechanism to encourage and protect cadres with innovative thinking, who dare to think, dare to do, dare to break through, dare to take responsibility for the common good, on the basis of clearly distinguishing those who dare to think, dare to do, dare to innovate, innovate creatively for the common good from those who are adventurous, reckless, fanciful, and unrealistic; protect cases of risk and error early, as soon as there is a plan, not to be discouraged; iv- Screen and remove from work those who do not have enough qualities, capacity, and prestige; v- Focus on training, fostering, and testing comrades who are planned to participate in Party committees and standing committees of Party committees at all levels, ensuring the selection of Party committees, especially leaders with leadership capacity, high fighting spirit, daring to think, daring to do, daring to take responsibility, daring to innovate for the common cause, having the capacity to lead the successful implementation of Party policies, and bringing Party resolutions into practice in each field and locality (13) .
Fourth, continue to build institutions that respect, protect, implement and promote socialist democracy.
1- Strengthening the implementation of the Law on Grassroots Democracy in 2022. President Ho Chi Minh emphasized: "There is no regime that respects people, pays attention to considering the right personal interests and ensures their satisfaction like the socialist and communist regimes" (14) . In the context of building and perfecting the socialist-oriented market economic institution and the socialist rule-of-law state, representative (indirect) and direct democratic institutions need to continue to be built and perfected to practice socialist democracy and people's mastery, first of all at the grassroots level of communes, agencies and enterprises, according to the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" (15) as determined at the 13th National Party Congress. With a larger and more comprehensive legal framework and motto, in the coming time, it is necessary to strengthen the implementation of the Law on Grassroots Democracy Implementation in 2022, especially in agencies and enterprises.
2- Strengthening the responsive capacity of authorities at all levels and enterprises in the process of promoting direct democracy in order to implement direct democracy synchronously at the commune level and in agencies and enterprises. Currently, there is still a phenomenon that the issue of improving direct democracy is only the responsibility of the lowest level of government (commune level), while agencies and enterprises are hardly directly involved. In fact, a number of state agencies and enterprises have not paid due attention to implementing the Law on Implementing Democracy at Grassroots Levels in 2022. This is very regrettable, because many policy areas will benefit if agencies and enterprises meet the basic requirements of this law to have more people's participation through strict implementation of that law. Therefore, it is necessary to implement direct democracy synchronously at the commune level, and in agencies and enterprises.
Fifth, promote the development of Vietnamese culture and people in the new period.
One of the core points of the new era, according to General Secretary To Lam, is to aim for the goal of “everyone having a prosperous and happy life, having the opportunity to develop and get rich; contributing more and more to world peace, stability, development, human happiness and global civilization” (16) , in order to ensure rapid, sustainable development associated with inclusion. Therefore, it is necessary to:
1- Deploy the development of the "National Strategy on Sustainable Human Development in the New Era" in conjunction with the development and implementation of the "National Strategy on Building Vietnamese Families" and the "National Strategy on Gender Equality and Women's Advancement".
2- Promote the development of culture associated with people. On the basis of "focusing on researching, identifying and implementing the construction of a national value system, a cultural value system and Vietnamese human standards associated with preserving and developing the Vietnamese family value system in the new period" (17) . Thereby ensuring cultural development on par with economic and social fields and becoming a driving force for social development in general. The construction of a national value system, a cultural value system and a family value system is to build universal standards to guide the attitudes and behaviors of each individual and each community, in order to contribute to arousing "the people's right to do and the right to speak" (18) .
3- Regulate factors that negatively impact the era of national development, such as violence, deviation, indifference, apathy, degradation, degeneration, etc. and the unwanted impacts in the development process of intelligence, digital technology, market economy, international integration, including new factors that have arisen over nearly 40 years of implementing the renovation process. The problem is how to guide the Party and State's guidelines, policies, and laws to "filter out the muddy and bring out the clear" of these objective and inevitable factors in order to promote rapid, sustainable and inclusive development in the era of national development.
4- Building and developing individuals who are able to understand and interact effectively in a diverse and interconnected world. This is not only a person with knowledge of many cultures, but also a person with knowledge of global issues, from politics, economics to culture and environment. Promoting the implementation of "diversification and multilateralization of foreign relations" (19) ; at the same time, "proactively and actively integrating internationally... promoting comprehensive international integration" (20) . Thereby contributing to combining national strength with the strength of the times, according to the motto: "Vietnamese culture is the mutual influence of Eastern and Western cultures combined... Whatever is good in the West or the East, we learn to create a Vietnamese culture. That means taking the good experiences of ancient and modern cultures, cultivating Vietnamese culture to have a purely Vietnamese spirit, to match the democratic spirit" and "developing all the good and beautiful things of the nation, that is, we go together to humanity" (21) ./.
