The VILG Project is a project using concessional loans from the World Bank (WB), implemented from March 2017, aiming to improve the efficiency and transparency of land management services in the project provinces through the development and implementation of the National Multi-Purpose Land Information System. The project is implemented in 28 provinces and cities and will end at the end of June 2023.
The project aims to build a multi-purpose national land information system based on a system architecture, synchronous infrastructure, and unified software nationwide. Complete and operate the national land database (including cadastral data, planning data, land use plans, land price data, statistical data, land inventory) to serve land management, provide public services on land, and share land information with related sectors such as tax, notary, and banking.
Reporting on the project implementation status, Mr. Chu An Truong, Deputy Director of the Department of Land Resources Planning and Development, Director of the Central VILG Project Management Board, said that up to now, the project has basically completed all 3 components (Enhancing the quality of land service provision; Building land database and operating on the multi-purpose national land information system (MPLIS); Supporting project management).
In particular, regarding the component of building land database and operating on the national multi-purpose land information system (MPLIS), 231/231 districts have signed contracts to build land database (100%); Completing land database with all 4 components of 210/231 districts (90%); 21 districts of 6 provinces are implementing the work of building land database, expected to be completed by June 20, 2023.
In addition, the connection of the national land database NLIS (https://nlis.vilg.gov.vn/) has completed the connection and operation of 223/231 districts in 28/28 provinces and cities participating in the project. Of which, 24 provinces have completed the connection of all districts participating in the project; Connecting the national land database with the national population database; 27/28 provinces and cities have connected electronic tax, the remaining province Cao Bang is organizing the connection implementation.
In addition, 24/28 provinces have connected to the electronic one-stop system, the remaining 4 provinces (Cao Bang, Son La, Quang Tri, Vinh Long) are organizing the connection; 28/28 provinces have connected to the national public service portal on level 4 land financial obligation payment services.
According to Mr. Truong, regarding the general implementation plan of the project until June 30, 2023 (the end date of the project), the bidding packages using IDA loans of the project will be completed; By October 30, 2023, the provinces must complete the capital withdrawal and disbursement activities of the project; By December 31, 2023, the Central Government and the provinces will complete the Project Completion Finalization Report, Project Completion Report; summarize the inventory of project assets, propose the handling of assets after the project ends; prepare a consolidated financial management (FM) report for the entire project to submit to the WB for the period from July 1 to October 31, 2023. In December 2023, independent audits will begin for the provinces to be completed in 2023.
The Central VILG Project Management Board will compile and complete the Final Report and Final Settlement Report for the entire project, and submit them to the Department of Land Registration and Information Data (Project Investor). At the same time, complete the Independent Audit Report for the entire project and send it to the World Bank. The Department of Land Registration and Information Data (Project Owner) will submit it to the Ministry of Natural Resources and Environment for approval of the Final Report and Final Settlement Report for the entire project, and complete the handover of project assets.
At the meeting, delegates affirmed that they will actively coordinate with the Project Management Board in implementing the Project and project completion activities in accordance with the Agreement and legal regulations.
Speaking at the working session, Deputy Minister Le Minh Ngan acknowledged the efforts of the Central VILG Project Management Board in implementing the Project at the Central level and advised the Ministry's leaders to issue documents urging localities to implement to speed up the progress of the Project in the past time.
The Deputy Minister requested the Project Management Board to continue to urge localities to implement to ensure the completion of the project on June 30, the project completion date according to regulations, ensuring the set goals. At the same time, the Ministry's staff sent an Official Dispatch to localities implementing the Project to guide the remaining work until December 30, 2023 and requested to maintain and promote the Project's land database to be "correct, sufficient, clean, and alive" in accordance with the Government's direction; coordinate with the WB to carry out the work to complete the project.
