The VILG Project, funded by a concessional loan from the World Bank (WB), was implemented from March 2017 with the aim of improving the efficiency and transparency of land management services in the project provinces through the development and implementation of a national multi-purpose land information system. The project was implemented in 28 provinces and cities and concluded at the end of June 2023.

The project aims to build a multi-purpose national land information system based on a unified system architecture, infrastructure, and software nationwide. It will complete and operate the national land database (including cadastral data, land use planning data, land price data, land statistics, and land inventory data) to serve land management, provide public land-related services, and share land information with relevant sectors such as taxation, notarization, and banking.
Reporting on the project's implementation status, Mr. Chu An Truong, Deputy Director of the Department of Land Planning and Development, and Director of the VILG Central Project Management Board, stated that the project has basically completed all three components (Enhancing the quality of land service provision; Building a land database and operating it on the multi-purpose national land information system (MPLIS); and Project management support).
Specifically, regarding the component of building the land database and operating it on the multi-purpose national land information system (MPLIS), 231 out of 231 districts have signed contracts for the construction of the land database (reaching 100%); 210 out of 231 districts (90%) have completed the land database with all four components; 21 districts in 6 provinces are currently implementing the land database construction work, expected to be completed by June 20, 2023.
In addition, regarding the connection to the National Land Database NLIS (https://nlis.vilg.gov.vn/), the connection has been completed and is operational in 223 out of 231 districts in all 28 provinces and cities participating in the project. Of these, 24 provinces have completed the connection of all participating districts; the National Land Database is connected to the National Population Database; 27 out of 28 provinces and cities have connected to the electronic tax system, while Cao Bang province is currently implementing the connection.
In addition, 24 out of 28 provinces have connected to the electronic one-stop system, while the remaining 4 provinces (Cao Bang, Son La, Quang Tri , and Vinh Long) are in the process of implementing the connection; all 28 provinces have connected to the national public service portal for land-related financial obligation payment services at level 4.
According to Mr. Truong, regarding the overall implementation plan of the project, by June 30, 2023 (the project completion date), the bidding packages using IDA loan funds will be completed; by October 30, 2023, the provinces must complete the withdrawal and disbursement of IDA funds for the project; by December 31, 2023, the central government and the provinces will complete the final project settlement report and the project completion report; compile and inventory project assets, propose asset disposal after project completion; and prepare a consolidated financial management (FM) report for the entire project to be submitted to the World Bank from July 1 to October 31, 2023. Independent audits for the provinces completed in 2023 will begin in December 2023.
The VILG Project Management Board at the central level will compile and finalize the Final Report and the Final Account Report for the entire project, and submit them to the Department of Land Registration and Data Information (the project owner). Simultaneously, they will complete the independent audit report for the entire project and submit it to the World Bank. The Department of Land Registration and Data Information (the project owner) will then submit the Final Report and the Final Account Report for the entire project to the Ministry of Natural Resources and Environment for approval, and complete the handover of project assets.
At the meeting, the delegates affirmed their commitment to actively cooperate with the Project Management Board in implementing the Project and its completion activities in accordance with the Agreement and relevant legal regulations.
Speaking at the meeting, Deputy Minister Le Minh Ngan acknowledged the efforts of the Central VILG Project Management Board in implementing the Project at the central level and advising the Ministry's leadership to issue documents urging localities to accelerate the Project's progress in the past period.
The Deputy Minister requested the Project Management Board to continue urging localities to implement the project to ensure its completion by June 30th, the project completion date as stipulated, and to ensure the set objectives are met. At the same time, the Board should advise the Ministry to send a letter to the localities implementing the Project to guide the remaining tasks until December 30th, 2023, and to require the maintenance and development of the Project's land database to be "accurate, complete, clean, and active" as directed by the Government; and to coordinate with the World Bank to carry out the project completion tasks.
