In order to ensure that the disbursement progress of projects and works is not affected by the administrative unit arrangement, the Chairman of the Provincial People's Committee assigned the People's Committees of districts, towns and cities to review and propose a list of projects and works managed by the district level that will be transferred to the province from July 1, 2025 and a list of projects that will be transferred to the commune level (after the merger). The proposals will be sent to the Department of Finance before April 13, 2025 for synthesis.
To accelerate the progress of investment preparation, investment implementation, site clearance progress, and ensure the disbursement rate of public investment capital according to Plan No. 165/KH-UBND dated January 10, 2025 of the Provincial People's Committee, the Chairman of the Hai Duong Provincial People's Committee assigned the People's Committees of districts, towns, and cities to report on the progress and readjust the site clearance plan for public investment projects in the direction of shortening the time to complete the site clearance work to achieve and exceed the disbursement rate of the site clearance items compared to Plan No. 165/KH-UBND with the time frames before July 1, 2025 and after July 1, 2025. Report clearly the plan and progress of resolving difficulties in site clearance work at public investment projects of the province and district level, send to the Department of Finance before April 13, 2025 for synthesis.
The Chairman of the Provincial People's Committee assigned the Provincial Construction Investment Project Management Board, the People's Committees of districts, towns, cities, and investors to report on progress and adjust the plan in the direction of shortening the investment preparation time and investment implementation to ensure and exceed the disbursement rate according to Plan No. 165/KH-UBND with the time frames before July 1, 2025 and after July 1, 2025, and send it to the Department of Finance before April 13, 2025 for synthesis.
The Department of Finance synthesizes reports, advises on plans and schemes to ensure and exceed the disbursement rate of public investment capital according to Plan No. 165/KH-UBND, and submits it to the Provincial People's Committee before April 14, 2025.
In 2025, Hai Duong province will implement 801 public investment projects and works at the district and commune levels. The total planned capital for these projects and works in 2025 is more than VND 4,440 billion.
