Opening of the 32nd Session (Special Session) of the Provincial People's Council, term XV, 2021 - 2026

(laichau.gov.vn) This morning (November 4), at the Provincial Conference and Cultural Center, the People's Council of Lai Chau province, term XV, 2021 - 2026, opened its thirty-second session (Special session). Comrades: Chu Le Chinh - Vice Chairman of the Provincial People's Council; Nguyen Sy Canh - Vice Chairman of the Provincial People's Council co-chaired the session.

Speaking at the opening of the session, comrade Chu Le Chinh - Vice Chairman of the Provincial People's Council emphasized: In this thematic session, the Provincial People's Council will consider, discuss and decide on 9 draft resolutions submitted by the Provincial People's Committee. These contents have been seriously, responsibly and urgently prepared by the Provincial People's Committee and advisory agencies, ensuring progress; and have been thoroughly examined and highly criticized by the Provincial People's Council Committees.

In order for the Resolutions to be passed in a practical and effective manner, meeting the trust and expectations of voters, the Vice Chairman of the Provincial People's Council requested that the Provincial People's Council delegates focus on researching, discussing, and clearly expressing their views on each content, especially issues with different opinions between the draft Resolution submitted by the Provincial People's Committee and the review opinions of the Provincial People's Council Committees; the Provincial People's Committee and the departments and branches assigned to develop the draft Resolutions are responsible for explaining and clarifying the contents proposed by the Provincial People's Council delegates, contributing to the success of the Session.

Also at this session, the Provincial People's Council will consider and elect the Head of the Economic - Budget Committee of the Provincial People's Council. On that basis, the Vice Chairman of the Provincial People's Council requested the delegates to discuss thoroughly so that the decision on personnel work is strictly ensured, in accordance with the Party's regulations and the State's laws, achieving high consensus and unanimity.

Comrade Giang A Tinh - Vice Chairman of the Provincial People's Committee presented the draft report at the meeting.

At the Session, delegates listened to presentations and reports on the review of the draft Resolution on: Allocation and supplement of funds to implement regimes, policies, arising tasks and National Target Programs in 2025; Regulations on decentralization of revenue sources, local budget expenditure tasks and the percentage (%) divided between the provincial budget and commune budget in Lai Chau province; detailed allocation and adjustment of the 2025 investment capital plan from local budget sources; adjustment of provincial budget expenditure estimates; revenue and expenditure of commune and ward budgets in 2025 assigned in Resolution No. 51/NQHDND dated July 23, 2025 of the Provincial People's Council.

Leaders of the Economic - Budget Committee, Provincial People's Council presented the audit report at the Session.

After listening to the submissions and review reports, the delegates also discussed and gave their opinions before voting to approve the draft Resolutions to be presented at the Session. Lai Chau Provincial Electronic Information Portal continues to inform about the Session.
