The basis for ethnic policy planning

In order to have more basis for planning major policies for national development in the coming years, the Ethnic Committee coordinated with the General Statistics Office to conduct a survey to collect information on the socio -economic situation of 53 ethnic minorities in 2024. The survey helps to depict the socio-economic "picture" of ethnic minority areas and is the basis for the Party and State to plan ethnic policies in the following years.

The basis for ethnic policy planning There are currently over 3,000 Cao Lan ethnic people living in the communes of Ngoc Quan, Hung Long, Yen Kien, Tay Coc and Van Don of Doan Hung district.

Ensure human resources to conduct investigation

The survey to collect socio-economic information of 53 ethnic minorities is conducted by the General Statistics Office in coordination with the Ethnic Minorities Committee every 5 years, nationwide. The first time was in 2015, the second time in 2019. This year, the survey was conducted from July 1, 2024 and ended on August 15, 2024. The new point of this survey is that the criteria for determining the survey area have changed compared to previous surveys. Accordingly, the survey area is regulated to have the number of ethnic minorities living at 15% or more compared to the total population in the area, instead of 30% as in previous surveys. With this innovation, the total number of districts selected for the survey in Phu Tho has increased, from 5 districts in 2019 to 6 districts in 2024; The total number of sampled survey areas increased from 235 in 2019 to 237 in 2024.

In addition, in addition to ethnic minority households, the People's Committees of communes in ethnic minority and mountainous areas in the 2021-2025 period and communes/towns with survey areas will be the survey units to collect information. Thus, the survey will be implemented in 64 communes and towns across the province, of which many districts have almost all of the communes selected for survey samples such as Yen Lap (17/17 communes and towns); Tan Son (17/17 communes and towns); Thanh Son (22/23 communes and towns).

Mr. Le Dang Hung - Chairman of the People's Committee of Hien Luong Commune, Ha Hoa District said: "Although the commune is the locality with the smallest number of survey samples in the whole province, the information and propaganda work and ensuring conditions for the survey are not neglected. People are aware of their rights and responsibilities in providing complete, accurate and timely information to the surveyors. Because the purpose of the survey is for the increasingly developed life of ethnic minorities in the future."

To effectively carry out the survey, the Provincial Statistics Office organized training conferences to collect information on the socio-economic situation of 53 ethnic minorities in 2024 in the province with the participation of 30 supervisors at all levels, 64 investigation team leaders and 129 investigators from districts with survey areas.

Identifying this as the force that directly approaches ethnic minority households and commune People's Committee officials to collect input information - an important factor determining the accuracy of the survey results, the Provincial Statistics Office has selected people with a high sense of responsibility, good grasp of survey techniques, proficient in using tablets and smartphones to conduct electronic survey forms (CAPI) and online surveys on Webform. In particular, they are also people who understand the culture of ethnic minorities and the areas assigned to conduct the survey.

At the training conference, trainees were introduced and fully communicated with the content of the Investigation Plan, information collection; the professional content of the investigation form, information collection, tabulation and instructions on installation and use of information collection software... Trainees were also able to discuss, exchange and resolve any problems that arose to be ready to conduct the investigation well, ensuring objective, complete and accurate information collection results.

The basis for correct and accurate decisions

Looking back at the 2015 and 2019 surveys, the statistics from these two surveys have been an important basis for building, promulgating and implementing a system of investment policies to support socio-economic development in ethnic minority and mountainous areas, with a new perspective and vision compared to the previous period. Most notably, the Government designed and built, and the 14th National Assembly approved the Master Plan and the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030.

This is also an important source of information and data to help the Government manage and plan socio-economic development policies for ethnic minority areas, especially policies directly related to ethnic minorities. By the end of 2023, there were 188 policies implemented in ethnic minority and mountainous areas that were still in effect issued by the Government and the Prime Minister, including 136 ethnic policies (programs and policies specifically for ethnic minorities, ethnic minority and mountainous areas or programs and policies applied to the whole country but with priority content to support ethnic minorities, ethnic minority and mountainous areas).

It is necessary to conduct a survey and collect information on the socio-economic situation of 53 ethnic minorities in 2024. The survey results will reflect the impact of investment policies and support for socio-economic development in ethnic minority and mountainous areas from 2021 to present, focusing on the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period according to Decision No. 1719/QD-TTg.

With 17.4% of the population being ethnic minorities, Phu Tho conducted a survey and collected the socio-economic situation of 53 ethnic minorities in 237 localities in 64 communes and towns in 6 districts: Doan Hung, Ha Hoa, Yen Lap, Thanh Son, Thanh Thuy, Tan Son with 7,195 households selected for survey sampling.

According to Mr. Nguyen Hien Minh - Director of the Department of Statistics of Phu Tho province, the survey on the socio-economic situation of 53 ethnic minorities in 2024 is large-scale and comprehensive in many fields. Thereby, it evaluates the 5 years of implementing the overall project, ethnic work strategy, the National Target Program on ethnic work; builds the national target program, the ethnic development plan for the period 2026-2030; serves as a basis for updating the information system and statistical data on ethnic minorities in Vietnam and in the province. This is also the basis for Party committees at all levels to prepare reports and documents for Party Congresses at all levels, term 2025-2030 and the 14th National Congress of the Party. Above all, the survey results will help local authorities at all levels as well as the Party, National Assembly, and Government to manage and plan ethnic policies, serving better and better the task of comprehensive socio-economic development for ethnic minority areas in the coming years.
