On November 5, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam chaired the meeting of the Central OCOP Product Classification and Evaluation Council in 2024. This is a meeting to evaluate and classify national OCOP products for medicinal herbs and beverages and consider re-recognizing national OCOP products in 2020.
According to the report of the Central Office for New Rural Area Coordination, as of December 31, 2022, the Central Office for New Rural Area Coordination received 120 applications for assessment and classification of OCOP products from provinces and cities, including: 85 applications belonging to the food group; 17 applications belonging to the handicraft product group; 16 products belonging to the medicinal herbs and medicinal herb products group; 2 products belonging to the beverage group.
In 2023, the assessment of 47 products was completed and 22 national OCOP products were recognized. In 2024, the assessment of 55 food products was completed and 4 national OCOP products were recognized.
On November 5, the National OCOP Council reviewed and evaluated the remaining 18 products, including: 2 beverage products (assessed and evaluated by Advisory Group No. 02) and 16 medicinal products and products from medicinal herbs (assessed and evaluated by Advisory Group No. 3).

Reporting at the meeting, Mr. Ngo Truong Son, Chief of the Central Office for New Rural Area Coordination, said: “This meeting of the Central OCOP Council aims to evaluate and classify OCOP products, based on the operating regulations issued under Decision No. 757 of the Minister of Agriculture and Rural Development. With two main product groups, beverages and medicinal herbs, the Evaluation Council has appraised the products proposed for upgrading and identified typical products that meet national standards, contributing to improving the economic value and quality of local OCOP products.”

OCOP products are evaluated based on the OCOP criteria, including factors such as product quality, economic contribution, and local cultural representation. Advisory Groups 2 and 3 conducted the assessment and scoring, requiring each product to meet strict requirements regarding evidence, origin of raw materials, production process, and community benefits.
In the beverage group, 2 products have been assessed and scored. However, both did not reach the minimum score (90 points) according to the results of Advisory Group 02 to be recognized as OCOP at the national level: 2 products Yen Tu Plum Wine of Thang Long Production, Service and Trade Company Limited, Quang Ninh province and Quang Hanh natural mineral water with added gas of Quang Hanh Trade Union Mineral Water Company Limited, Quang Ninh province did not meet the criteria for recognition as 5-star OCOP products at the national level.
After discussion, exchange and voting, the Central OCOP Product Evaluation and Classification Council in 2024 decided to recognize 5 products that have achieved national OCOP certification out of 16 medicinal products assessed and evaluated by Advisory Group No. 03.

These products are manufactured in GMP-standard factories and are closely linked to the typical medicinal material growing areas, imbued with local cultural values and contributing to job creation and income improvement for people, especially ethnic minorities.
In addition to the 5 proposed products, the remaining 11 products in the medicinal herbs group did not meet the requirements, due to the lack of certificates on the value chain and evidence of environmental protection, especially the product group of Vingin Joint Stock Company ( Kon Tum ). Advisory Group No. 3 assessed that these products did not meet GMP standards and the product story did not clearly demonstrate the culture and regional characteristics.
During the meeting, the Council reviewed and re-recognized national-level OCOP products recognized in 2020, including 03 re-recognized products: Bich Thao pure ground coffee of Bich Thao Coffee Cooperative, Son La city, Son La province.
Two tea products include: Green Tea 100g and Black Tea 100g of Phin Ho Tea Processing Cooperative, Hoang Su Phi District, Ha Giang Province. At the end of the discussion with the subjects, the Council discussed and unanimously voted to re-recognize 3 national OCOP products that are eligible for recognition as national OCOP products in 2024.
Ms. Nguyen Thi Le, Deputy Director of Bac Ha Pharmaceutical Technology Joint Stock Company (Bac Kan), shared that all three medicinal products of the company were evaluated by the OCOP Council with over 90 points and recognized as meeting the national 5-star standard. This is the result of a clear development orientation, combining scientific and technological innovation and quality management. Despite facing many difficulties in perfecting the criteria and linking the value chain with farmers, the company is still determined to bring OCOP products to the world, exporting them internationally, and at the same time hoping that the government will support trade promotion and consumption of local agricultural products.

According to Deputy Minister of Agriculture and Rural Development Tran Thanh Nam, Chairman of the Council, “OCOP products are not like regular products that are mass-produced in large factories with modern technology. OCOP products are products with the characteristics and advantages of each locality to serve tourists. Therefore, OCOP products must have community and local characteristics.”

“OCOP products have always received special attention from Party and State leaders, and are regularly promoted to international friends. Therefore, OCOP products must not only ensure domestic criteria but also international standards,” Deputy Minister Tran Thanh Nam emphasized.
