"Road of suffering" in Hanoi is under construction again after 3 years of chaos and full of potholes

After 3 years of “inaction”, the project to build and connect technical infrastructure of plot D20 of Cau Giay New Urban Area ( Hanoi ) has been resumed. However, people living and working in the area are still waiting every day and expressing concern that the project will be left unfinished again.

The project to build and connect technical infrastructure of plot D20 of Cau Giay New Urban Area with a total investment of more than 36 billion VND was started in November 2020 and was expected to be completed in 1 year, but after more than 3 years, the project is still unfinished. The project has 2 routes, route 1 has the starting point from Ton That Thuyet Street connecting to alley 19 Duy Tan with a total length of 164.6 meters, route 2 has the starting point from Ton That Thuyet Street connecting to alley 15 Duy Tan, with a total length of 168.13 meters. This 164.6 m long road is full of potholes and uncovered manholes.

People moving through here often face "dusty sun, muddy rain", weaving and zigzagging through "potholes".

Notably, the project is the access road to the headquarters of the Vietnam Union of Science and Technology Associations; agencies under and affiliated to the Ministry of Health (Department of Population; Department of Medical Environment Management; Department of HIV/AIDS Prevention, Health and Life Newspaper) and inter-agency of the Ministry of Transport (Vietnam Road Administration, Railway Project Management Board, Project Management Board 6; Vietnam Deposit Insurance Corporation, Office of the National Traffic Safety Committee).

Although this route is about 164.6 m long, there are at least 3 "open mouth" manholes.

Due to many cases of cars collapsing under the car, these manholes are temporarily covered with tree branches and construction materials to warn people to move.

To limit cars from moving through this route, construction materials are placed across the middle of the road and only motorbikes can move.

Cars parked on the side of the road were flooded up to the rims.

Mr. Binh (office building security guard in the area) said that it has been raining heavily in the past few days, making it very difficult for people to travel. "Reading the news on the news that the project is being resumed, I feel very happy and look forward to the project's completion every day. However, with the current construction progress, I am afraid that it will be difficult to complete on schedule," he added.

According to Dan Viet reporters, at the intersection of Ton That Thuyet Street and Alley 19 Duy Tan, construction materials were lying around, and no sign of construction workers was seen. Mr. Hieu (an office worker in the area) confirmed that about a month ago, he saw workers working on underground items of the project. However, since then, no more construction has been seen.

According to research, the project was previously implemented using the Hanoi City budget. However, due to the inability to arrange capital, the impact of the Covid-19 pandemic, etc., the progress was slower than planned. Recently, the Hanoi City People's Council approved the capital allocation plan for the project. Accordingly, the City allowed Cau Giay District to temporarily use the district's budget to implement the project, then complete the documents to use the approved budget to compensate for the amount the district had spent.

Currently, the project investor has worked with the construction unit. Responding to the press, Mr. Nguyen Minh Duc - Commander of the construction and technical infrastructure connection project of plot D20 of Cau Giay New Urban Area said that currently, workers are deploying underground items of the project. It is expected that by the end of the second quarter of 2024, a part of the project will be technically opened to traffic.
