(Baoquangngai.vn) - On the morning of May 22, the Department of Construction held a conference on the handover and acceptance of technical infrastructure works of urban areas and residential areas (KDT, KDC) in the province.

Speaking at the conference, Director of the Department of Construction Tran Van Man affirmed that the handover of urban and residential area infrastructure is the obligation of investors as stipulated by law. However, the implementation of this regulation in Quang Ngai is still slow compared to the requirements of the Central Government. Therefore, the purpose of organizing this conference is that the Department wants to listen to the opinions of investors, localities, departments and branches to complete the draft guidelines on the handover and acceptance of urban and residential area infrastructure, submit it to the Provincial People's Committee for promulgation, as a basis for better implementation in the coming time.

In the discussion, investors of urban and residential area projects said that although the law has regulations on this issue, it is not strict and inconsistent, causing confusion in implementation. Investors recommended that the Department of Construction clarify regulations on the agency in charge of receiving the handover; the method of organizing and documenting the handover procedures; responsibilities in maintaining technical infrastructure after handover; costs related to handover and acceptance; establishing public ownership of urban and residential area infrastructure upon acceptance...

Concluding the conference, Director of the Department of Construction Tran Van Man acknowledged the comments from localities, departments, branches and investors. These comments will be clarified by the Department's professional department and added to the draft guidelines before being submitted to the Provincial People's Committee for approval.

“The draft guidelines on handover and acceptance of technical infrastructure of urban areas and residential areas, once issued and effective, will help investors avoid confusion in implementing legal regulations. Therefore, it is recommended that investors study relevant legal regulations before consulting this guideline, in order to promptly fulfill their responsibilities, contributing to the province's good management of infrastructure of urban and residential area projects in the area,” emphasized Director of the Department of Construction Tran Van Man.

According to the report of the Department of Construction, from 2015 to 2023, there are 84 residential and urban area projects being implemented in the province, with a total area of ​​nearly 1,100 hectares and a total investment of more than 27 trillion VND. Of which, 31 projects have completed infrastructure, and more than 10 projects have exploited plots and land products. However, currently, only 1 project, the Hang Ruou New Market Urban Area in Truong Quang Trong Ward (Quang Ngai City), has handed over its infrastructure to the government for management.
