The child’s heartfelt letter and the video of child abuse outraged viewers. The post was widely shared on online forums on the morning of September 13.

Immediately after receiving the information, the leaders of Hanoi City Police directed professional units to coordinate with Kien Hung Ward Police to verify and clarify the incident. Initially, it was determined that the incident occurred at Van Phu - Victoria apartment building, Kien Hung Ward, Hanoi.
