According to the general policy, the two-tiered administrative model (provincial and commune levels) will come into operation from July 1, 2025. In Lang Son , after the reorganization, the province will have 65 commune-level administrative units (including 4 wards and 61 communes), a reduction of 129 commune-level administrative units compared to the current total number. Correspondingly, after the reorganization, there will be 65 commune-level police units in the province (currently there are 194 commune-level police units). To implement this reorganization, the Provincial Police Department has been actively preparing the necessary conditions in terms of personnel, facilities, and equipment so that the newly merged commune-level police units can operate immediately from July 1.
Lieutenant Colonel Hoang Thi Tuyet Nhung, Head of the Personnel and Organization Department of the Provincial Police, stated: Based on the province's policy and plan for rearranging commune-level administrative units and implementing the directives and guidelines of the Ministry of Public Security on the organization of commune-level police forces according to the new administrative boundaries, the unit has advised the Provincial Police to establish a Steering Committee for the rearrangement and consolidation of commune-level police forces and issued plans for the implementation of the rearrangement and reorganization of commune-level police forces; at the same time, it has advised on the establishment of working groups to conduct surveys of the actual situation in the new communes to propose a suitable model for the commune-level police organization.
Currently, the Provincial Police are reviewing the qualifications and standards of officers to arrange and deploy forces at the commune-level police stations when administrative units are merged, ensuring compliance with the guidelines of the Ministry of Public Security.
An important task being urgently implemented by the Provincial Police is preparing the necessary infrastructure and conditions for the operation. Lieutenant Colonel Phung The Anh, Head of the Logistics Department of the Provincial Police, informed that the unit has advised the Provincial Police to issue a plan on the implementation of handling, handing over, and receiving assets, finances, and state budgets to serve the reorganization of commune-level police. Accordingly, the Provincial Police requires commune-level police to count, compare, and assess the current status of all assets under their management and use, and report the results to the Provincial Police before June 15, 2025. The assets to be counted include: specialized vehicles, technical equipment, weapons, explosives, support tools, etc. After the counting by the commune-level police, from June 16, 2025, the Provincial Police will establish four working groups to conduct direct counting and comparison, striving to complete the task before July 1, 2025. Subsequently, based on the scale and geographical area of each unit, the Provincial Police will reallocate assets accordingly. Similarly, for the working offices of commune police stations, the Provincial Police will also study appropriate renovation and utilization plans to avoid wasting assets.
Lieutenant Colonel Nguyen Huu Nghi, Head of the Yen Phuc Commune Police Station, Van Quan District, stated: According to the provincial People's Committee's plan, the communes of An Son, Binh Phuc, and Yen Phuc in Van Quan District will merge as administrative units and establish a new administrative unit named Yen Phuc Commune. To meet the requirements of the new situation, the commune-level police force will be reorganized and its structure streamlined, ensuring compliance with regulations. Currently, the unit has completed the inventory, verification, and assessment of the current status of all assets under its management and use, and has reported to the provincial police.
With a sense of urgency, but also with great caution, thoroughness, systematic approach, scientific rigor, and seriousness, the preparation of conditions for the operation of commune-level police forces following the merger of commune-level administrative units has been actively implemented by the Provincial Police. This ensures that the new commune-level police organizational structure will be operational from July 1, 2025, meeting the requirements of the new situation.
