On June 30, at the Provincial Conference Center, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ninh Binh province solemnly held a ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, and appointing Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of provinces, communes, and wards.

The ceremony was attended by comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, Head of the Central Working Delegation, and leaders of the Central Committee and the new Ninh Binh province.

At the ceremony, comrade Do Trong Hung, member of the Party Central Committee, Deputy Head of the Central Organization Committee, announced the resolutions and decisions of the Central Committee; Resolution of the National Assembly on the arrangement of provincial-level administrative units; Resolution of the National Assembly and the National Assembly Standing Committee on ending the operation of district-level administrative units, establishing communes and wards in the province; Decision of the Politburo on the establishment of the Ninh Binh Provincial Party Committee.

Accordingly, the National Assembly resolved to arrange the entire natural area and population of Ha Nam, Nam Dinh, and Ninh Binh provinces into a new province called Ninh Binh province. After the arrangement, Ninh Binh province has a natural area of 3,942.6 km2 and a population of 4,412,264 people. Ninh Binh province borders Hung Yen, Phu Tho, Thanh Hoa provinces, Hanoi city and the East Sea.
The National Assembly Standing Committee resolved to rearrange commune-level units of Ninh Binh province. After the rearrangement, Ninh Binh province has 129 commune-level administrative units, including 97 communes and 32 wards.
The Politburo decided to establish the Ninh Binh Provincial Party Committee under the Party Central Committee on the basis of merging three Party Committees: Ninh Binh, Ha Nam, and Nam Dinh provinces; decided to appoint the Ninh Binh Provincial Party Committee Executive Committee for the 2020-2025 term consisting of 100 comrades; the Provincial Party Committee Standing Committee consisting of 25 comrades; appointed comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Ha Nam province to hold the position of Secretary of the Ninh Binh Provincial Party Committee for the 2020-2025 term.
The Prime Minister decided to appoint comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee for the 2020-2025 term, to hold the position of new Chairman of the Ninh Binh Provincial People's Committee for the 2021-2026 term.
The National Assembly Standing Committee resolved that the 15th National Assembly Delegation, consisting of 20 delegates, appoints comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, delegate of the 15th National Assembly, to hold the position of Head of the National Assembly Delegation of Ninh Binh province; appoints comrade Le Quoc Chinh, Deputy Secretary of the Provincial Party Committee, to hold the position of Chairman of the Ninh Binh Provincial People's Council for the 2021-2026 term.
The Secretariat decided to appoint the Ninh Binh Provincial Party Committee's Inspection Committee for the 2020-2025 term after the merger, consisting of 13 comrades; Comrade Nguyen Anh Tuan, member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the Nam Dinh City People's Committee, holds the position of Chairman of the Ninh Binh Provincial Party Committee's Inspection Committee for the 2020-2025 term, after the merger.
The Standing Committee of the Central Committee of the Vietnam Fatherland Front decided to establish the Vietnam Fatherland Front Committee of Ninh Binh province; recognized the positions in the Standing Committee of the Vietnam Fatherland Front Committee of Ninh Binh province for the 2024-2029 term, including 11 comrades; Comrade Mai Van Tuat holds the position of Chairman of the Vietnam Fatherland Front Committee of Ninh Binh province.

On behalf of the Provincial Party Executive Committee, the Standing Committee, and the Standing Committee of the Ninh Binh Provincial Party Committee for the 2020-2025 term, Secretary of the Provincial Party Committee Truong Quoc Huy pledged to work with the Party Committee to uphold the spirit of solidarity, unity, responsibility, courage, and creativity; uphold the principle of democratic centralism; innovate leadership methods for the political system in conjunction with digital transformation, promote decentralization and delegation of power in conjunction with strengthening inspection and supervision; promote collective intelligence, promote individual responsibility, especially that of the leaders; maintain close relations between the Party and the people; build a close, trusting relationship, and act decisively for the common good, for the goal of improving the quality of life of the people and building Ninh Binh as a more and more developed homeland.
The Provincial Party Secretary emphasized: The immediate and most important task for Ninh Binh province at present is to stabilize the organization and apparatus of the political system after the merger of provincial and communal administrative units, especially the smooth operation of the two-level local government apparatus, ensuring continuity and effectiveness in leadership, direction, and administration, maintaining discipline, and serving the people and businesses well. Directing the good organization of party congresses at all levels towards the successful organization of the Ninh Binh Provincial Party Congress for the 2025-2030 term.
