Announcement of the implementation of the Hoang Lien Pass Road Tunnel Project.

On August 17th, at the Cultural Center of O Quy Ho 3 residential area, the People's Committee of Sa Pa ward, in coordination with the Lai Chau Provincial Project Management Board for Investment and Construction of Transportation Works, held a ceremony to announce and publicize the Hoang Lien Pass Road Tunnel Project, connecting the Sa Pa area (Lao Cai) with Tam Duong (Lai Chau).

Attending the announcement ceremony were leaders of the Sa Pa Ward People's Committee; representatives of the Sa Pa Ward and Lai Chau Province Project Management Boards; Hoang Lien National Park, the Protective Forest Management Board; and organizations, households, and individuals with land within the project area.

Representatives from Sa Pa ward leadership, the investor, and local residents discussed and agreed on a plan to implement the project, ensuring the rights of the people are protected and that it does not affect their daily lives or agricultural production.

At the announcement event, residents heard representatives from the investor introduce the purpose, significance, overview of the project, and implementation plan.

Accordingly, the project has a total length of approximately 8.8 km, including a 2.63 km main tunnel and a 2.65 km auxiliary tunnel, and will be implemented in the period 2023 - 2027.

When completed, the project will replace 22 km of the most dangerous mountain pass on National Highway 4D, shortening travel time from 50-120 minutes to approximately 11 minutes.

This project is of particular importance, opening up opportunities to promote trade between Lao Cai and Lai Chau; connecting the region with the Noi Bai - Lao Cai expressway; and creating momentum for the development of services, logistics, tourism , and import-export of goods through international border gates.

The majority of households expressed their agreement and support for the project; they also made the following recommendations: the land demarcation for clearance must be carried out publicly, in the presence of the relevant households and authorities; for the land temporarily reclaimed for construction, residents do not need compensation but only request that it be returned to them after the project is completed; the demarcation process should be implemented clearly and specifically, with a schedule announced in advance to each household so that residents can witness it firsthand; safe access for residents must be ensured throughout the construction process; the demarcation should be planned to coincide with the agricultural harvest season, avoiding any impact on the farmers' crops…

Taking the feedback into account, the investor's representative discussed, clarified, and agreed on a plan with the local government and residents of Sa Pa ward.

With the consensus of the people and close coordination among all relevant parties, the project promises to soon become a strategic connecting route, contributing to the socio-economic development of the Northwest region.

The project is expected to commence in the fourth quarter of 2025 and be completed in 2027.
