Announcement of the implementation of the Hoang Lien Pass Tunnel Project

On August 17, at the Cultural House of O Quy Ho 3 residential group, the People's Committee of Sa Pa ward coordinated with the Management Board of Investment and Construction Projects of Traffic Works of Lai Chau province to announce and publicize the Road Tunnel Project through Hoang Lien Pass, connecting Sa Pa area (Lao Cai) with Tam Duong (Lai Chau).

Attending the announcement ceremony were leaders of Sa Pa Ward People's Committee; representatives of Sa Pa Ward Project Management Board and Lai Chau province; Hoang Lien National Park, Protective Forest Management Board; organizations, households and individuals with land within the project scope.

Representatives of Sa Pa ward leaders, investors and people discussed and agreed on a project implementation plan, ensuring benefits and not affecting people's lives and agricultural production.

At the announcement ceremony, residents heard the investor's representative introduce the project's purpose, significance, overview and implementation plan.

Accordingly, the project has a total route length of about 8.8 km, of which the main tunnel is 2.63 km long and the auxiliary tunnel is 2.65 km long, and will be implemented in the period 2023 - 2027.

When completed, the project will replace 22 km of the most dangerous mountain pass on National Highway 4D, shortening travel time from 50 - 120 minutes to about 11 minutes.

This is a project of special significance, opening up opportunities to promote trade between Lao Cai and Lai Chau; connecting the region with the Noi Bai – Lao Cai expressway; at the same time creating momentum for the development of services, logistics, tourism and import and export of goods through international border gates.

The majority of households expressed their agreement and support for the project; at the same time, they recommended that the marking of land clearance must be carried out publicly, under the witness of related households and authorities; for the land area temporarily recovered for construction, people do not need compensation but only request that it will be returned to the people when the project is completed; the marking will be implemented clearly and specifically, with a schedule announced in advance to each household so that people can directly witness it; safe passage for people must be ensured throughout the construction process; the marking needs to be calculated appropriately for the time of agricultural harvest, avoiding affecting people's crops...

Receiving comments, the investor representative discussed, clarified and agreed on the plan with the authorities and people of Sa Pa ward.

With the consensus of the people and close coordination between relevant parties, the project promises to soon become a strategic connection route, contributing to promoting socio-economic development in the Northwest region.

The project is expected to start construction in the fourth quarter of 2025 and be completed in 2027.
