Deputy Prime Minister Tran Hong Ha has just signed Decision No. 556/QD-TTg dated June 22, 2024 promulgating the Plan to implement the Planning of Hau Giang province for the period 2021 - 2030, with a vision to 2050.

The plan aims to effectively implement Decision No. 1588/QD-TTg dated December 8, 2023 of the Prime Minister on approving the Planning of Hau Giang province for the period 2021 - 2030, with a vision to 2050. Assigning the responsibility of presiding over and coordinating between Hau Giang province and central ministries and branches to ensure effective implementation of the Provincial Planning. Synchronizing the planning system in the province; ensuring consistency between the Provincial Planning and the National Master Plan, National Sectoral Planning, Regional Planning and related planning. Developing policies and solutions to attract resources to implement the Provincial Planning.

The Decision clearly states the implementation of Projects according to the Provincial Planning. Accordingly, the principles for determining public investment projects are: Complying with the provisions of the Law on Public Investment, the Law on State Budget and documents of competent authorities related to public investment; completing infrastructure from projects that have been and are being implemented from public investment capital to promote the effectiveness of works and projects; using public investment to activate all social resources.

Prioritize infrastructure investment projects that create great spillover effects, serving industrial development and logistics services in Chau Thanh and Chau Thanh A districts, projects along two economic corridors, Chau Doc - Can Tho - Soc Trang expressway and Can Tho - Ca Mau expressway; healthcare, education, culture, sports, social security infrastructure; urban technical infrastructure in four key socio-economic regions identified in the Provincial Planning to attract investment capital sources, ensuring a reasonable and effective investment structure.

Continue to prioritize investment in completing irrigation infrastructure, dykes, water supply, and drainage to meet the needs of socio-economic development, ensure social security, national defense, security, natural disaster prevention and control, and adapt to climate change and rising sea levels.

Investment projects using capital sources other than public investment capital: Priority sectors and fields to attract investment include: Seaport system, inland waterway ports, logistics infrastructure; infrastructure of industrial parks and industrial clusters; high-tech processing and manufacturing industry; digital technology zones; high-tech agricultural zones; power source development; clean water supply; trade, types of services, tourism based on the potential and strengths of the province.

Develop mechanisms and policies to encourage investment, mobilize resources for development investment; socialize the fields of education and training, healthcare, culture, sports, environmental protection and other social welfare fields.

Strengthening public-private partnership (PPP) on the basis of improving the business investment environment, administrative reform, enhancing provincial competitiveness index (PCI); building breakthrough policies to develop strategic infrastructure, focusing on developing the private economic sector, especially large-scale enterprises and FDI enterprises; promoting bank-enterprise linkages, supporting investors to improve the efficiency of investment capital.

The location, boundary scope, land use area, route direction, total investment structure, capital sources for implementation and detailed information of the project will be specified in urban planning, rural planning, district-level land use planning and plans, specialized technical planning, or in the stage of establishing, appraising, approving or deciding on investment policies, deciding on investment in programs and projects.

Resources for implementing planning

Deploying capital mobilization solutions in the Hau Giang Provincial Planning for the 2021 - 2030 period, with a vision to 2050 approved by the Prime Minister; effectively implementing the Government's resolution on key tasks and solutions to implement the socio-economic development plan and annual state budget estimates; promoting public-private partnership, unlocking and effectively using all resources for development, taking public investment as the leader and activating social resources.

To achieve the average GRDP growth target of 8.7%/year in the 2021 - 2030 planning period, Hau Giang province needs to mobilize a total social investment capital of about 330,000 billion VND.

The People's Committee of Hau Giang province is responsible for the accuracy of the contents, information and data in the dossier submitted for approval of the Plan to implement the Hau Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050; Organize the announcement, propaganda and dissemination of information widely to the people, relevant agencies and organizations, domestic and foreign investors and direct the implementation of the Plan to implement the Hau Giang Provincial Planning, creating consensus and favorable conditions for the implementation of development projects identified in the Hau Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Ho Chi Minh City has not yet allocated VND12,599 billion to invest in 3 canal renovation projects.

The Department of Planning and Investment of Ho Chi Minh City recently issued Document No. 7712/SKHĐT-KTN reporting to the City People's Committee on capital allocation to implement environmental improvement projects and relocate houses along canals and ditches.

Tens of thousands of dilapidated houses along canals in Ho Chi Minh City have not been relocated to improve the environment of polluted canals.

Currently, Ho Chi Minh City has balanced and allocated enough medium-term capital for the 2021-2025 period and annual planned capital to carry out site clearance compensation for 7 canal and ditch renovation projects.

Some projects have a total investment of up to thousands of billions of VND, such as: Xuyen Tam Canal Renovation Project, with a total investment of more than 9,600 billion VND, the capital plan assigned in 2024 is 6,212 billion VND; Dredging and environmental improvement project on the North bank of Doi Canal, District 8, with a total investment of nearly 5,000 billion VND, the medium-term capital assigned for the period 2021-2025 is 3,403 billion VND.

Due to the allocation of capital for many other urgent projects, there are 3 remaining projects including: Hy Vong Canal renovation, Tan Binh district (1,980 billion VND); Van Thanh Canal dredging and renovation project, Binh Thanh district (6,191 billion VND); Te Canal infrastructure construction and environmental improvement project (expanding Ton That Thuyet street and green park along Te Canal, investment capital of 4,428 billion VND).

On February 26, 2024, the Department of Planning and Investment issued Document No. 2042/TTr-SKHĐT reporting to the Ho Chi Minh City People's Committee to adjust and supplement the medium-term public investment plan for the period 2021-2025 using local budget capital, including reporting to the City People's Committee on the ability to balance the remaining medium-term capital for the period 2021-2025 for projects.

The Department of Planning and Investment said that in the process of developing a plan to use additional medium-term public investment capital for the 2021-2025 period, relevant agencies have not yet prioritized capital balance for the above 3 projects to implement the next investment procedures.

On March 8, 2024, the Ho Chi Minh City People's Committee issued Document No. 1148/TTr - UBND to the City People's Council to supplement medium-term capital for many projects. However, the list of additional capital does not include 3 projects to renovate Hy Vong Canal; Van Thanh Canal and improve the environment of Kenh Te.

To soon start the construction of 3 projects to renovate Hy Vong Canal; Van Thanh Canal and Te Canal environment, the Department of Transport and the Department of Construction proposed the City People's Committee to supplement medium-term public investment capital for the period 2021-2025 and the period 2026-2030 to carry out the next investment procedures.

Quang Nam proposes to invest 2,400 billion VND to build a road connecting Ngoc Linh Ginseng region

On June 25, the Office of the People's Committee of Quang Nam province said that Mr. Ho Quang Buu, Vice Chairman of the Provincial People's Committee, had submitted a document to the Prime Minister to recommend and propose a number of policies on the Ngoc Linh Ginseng Development Program.

Quang Nam also proposed the Government to invest in transport infrastructure connecting to the capital of Ngoc Linh Ginseng region.

Accordingly, upgrading National Highway 40B, the section from Bac Tra My district - bordering Kon Tum province, 45 km long, is estimated to cost about 1,500 billion VND. Quang Nam province will bear the cost of compensation.

In addition, investment in building a strategic road to Ngoc Linh Ginseng region, 60 km long, is expected to cost about 911 billion VND.

Regarding investment attraction, Quang Nam province proposed that the Government have a policy to submit to the National Assembly to promulgate the Law on Vietnamese Ginseng. Calling and attracting large corporations to invest in ginseng development in Quang Nam such as Vingroup and TH True Milk.

Choose 1 day of the year that Vietnamese people use Vietnamese Ginseng, Quang Nam province proposes August 1st every year.

On June 25, the People's Committee of Ha Tinh province coordinated with Vietnam Singapore Urban and Industrial Park Development Joint Stock Company (VSIP) to hold a groundbreaking ceremony for the Bac Thach Ha Industrial Park Infrastructure Investment and Construction Project (Ha Tinh).

The total investment of the project is more than 1,555 billion VND. The scale of land use of the project is 190.41 hectares, invested and built in the area of 2 communes of Thach Lien and Viet Tien, Thach Ha district, Ha Tinh.

Speaking at the groundbreaking ceremony, Mr. Vo Trong Hai, Chairman of the Provincial People's Committee, expressed: This is an event of special importance; it is one of the contents to concretize the memorandum of understanding on investment cooperation between Vietnam and Singapore, signed on August 29, 2023 - on the occasion of the Singaporean Prime Minister's official visit to Vietnam - commemorating the 10th anniversary of the establishment of the strategic partnership.

Approval of Compensation Policy Framework for Hoang Lien Pass Tunnel Project

In Official Dispatch 455/TTg-CN, Deputy Prime Minister Tran Hong Ha approved the Compensation, Support and Resettlement Policy Framework for the Hoang Lien Pass Tunnel Project connecting Sa Pa town, Lao Cai province with Tam Duong district, Lai Chau province.

The Deputy Prime Minister requested the People's Committee of Lai Chau province to take full responsibility for the content of the Policy Framework.

The People's Committees of Lai Chau and Lao Cai provinces are responsible for directing the implementation of the approved Policy Framework in accordance with the provisions of law.

According to the proposal of the Lai Chau Traffic Construction Investment Project Management Board, the Hoang Lien Pass Tunnel Project has its starting point at Km78, National Highway 4D in Son Binh Commune, Tam Duong District, Lai Chau Province; the end point connects to Road D1 (according to the planning of Sa Pa Town) in O Quy Ho Ward, Lao Cai Province.

The total length of the Project route is 8.8 km, of which 2.63 km is a road tunnel with 4.576 km in Lai Chau province and 4.244 km in Lao Cai province. The road part of the Project is invested with a level III mountainous scale, 10m wide roadbed, design speed 60 km/h; the tunnel project includes 2 tunnels about 30 m apart, each tunnel is 2.63 km long, designed according to Japanese mountain tunnel standards, combined with TCVN 4528:1988.

It is estimated that the land use area for the Hoang Lien Pass Tunnel Project is about 70.41 hectares, of which 42.26 hectares are in Lai Chau province and 28.15 hectares are in Lao Cai province.

Upon completion, the Hoang Lien Pass Tunnel Construction Project connecting Sa Pa Town, Lao Cai Province with Tam Duong District, Lai Chau Province will replace approximately 17 km of steep and winding mountain pass; shorten the time to cross Hoang Lien Pass from 30 minutes to 8 minutes, and at the same time resolve the landslides that cause prolonged traffic congestion during each rainy season.

Da Nang announces starting price for auction of 12 land plots

Vice Chairman of Da Nang City, Mr. Ho Ky Minh has just signed a decision approving the starting price for the auction of land use rights for 12 land plots in the city.

According to this decision, there are 3 land plots with approved starting prices for auctioning land use rights for lease in the form of one-time land lease payment.

Specifically, the land plot marked C2-9B belongs to the Land Exploitation Strip along National Highway 1A (Hoa Phuoc Commune, Hoa Vang District), located on Nguyen Van Vinh and Huynh Tinh Cua Streets, with an area of over 2,974 square meters, for the purpose of building a warehouse; the starting auction price is over 7.4 million VND/square meter.

Land plot with symbol B4-2 Tho Quang storm shelter and boat anchorage area, Son Tra district, located on Vung Thung 9 and Van Don streets; area 1,021m3, purpose of building a seafood warehouse; starting auction price is more than 13.8 million VND/m2.

Commercial service land at the TMDV land lot of Project Area No. 2 of the Northwest New Urban Center, located on Hoang Thi Loan and Dang Minh Khiem streets, area 804m2, purpose of building offices for rent; starting auction price is more than 24.1 million VND/m2.

In addition, there are 9 land plots approved by the People's Committee of Da Nang City to auction land use rights in the form of annual land lease payments.

Accordingly, the land plot No. 522B Nguyen Luong Bang (Lien Chieu District), over 6,300 square meters wide, with the purpose of building a general hospital, has a starting price of over 190,000 VND/square meter/year.

Land plot A2-2 An Hoa 4 residential area, Nai Hien Dong ward (Son Tra district), over 9,500 square meters wide, for the purpose of building a general hospital, has a starting price of over 271,000 VND/square meter/year.

The land plot at 172 Nguyen Chi Thanh (over 1,600 square meters, used for parking lots) and the land plot at 51A Ly Tu Trong (over 890 square meters, used for parking lots), both in Hai Chau district, have a starting price of over VND200,000/square meter/year.

Land plot 383 Cach Mang Thang Tam (Cam Le district) is more than 2,900 square meters wide, used to build a parking lot, with a starting price of more than 68,000 VND/square meter/year.

Theo thống kê từ UBND Long An, toàn tỉnh hiện có 26 KCN đủ điều kiện tiếp nhận đầu tư với diện tích đất công nghiệp đã cho thuê gần 2.900 ha, tỷ lệ lấp đầy đạt 67,72%; có 17 cụm công nghiệp đang hoạt động với tổng diện tích đất đã cho thuê hơn 600 ha, tỷ lệ lấp đầy đạt 83,62%. Với số lượng này, theo quy hoạch đến năm 2030 Long An sẽ trở thành địa phương đứng thứ 2 cả nước (sau Bình Dương) về diện tích các KCN, tạo điều kiện và cơ hội lớn để thu hút đầu tư.

Theo quy hoạch, tỉnh Long An thực hiện thu hút đầu tư đối với danh mục gồm 27 dự án hạ tầng kỹ thuật cụm công nghiệp trên địa bàn. Đây là các dự án cụm công nghiệp được thành lập mới được phân bố ở nhiều địa phương trong tỉnh; trong đó, một số địa phương có nhiều dự án cụm công nghiệp đang thu hút đầu tư như huyện Đức Huệ có 7 dự án, huyện Đức Hòa có 5 dự án, huyện Cần Đước có 3 dự án...

Giám đốc Sở Công Thương tỉnh Long An Huỳnh Văn Quang Hùng cho biết, việc thu hút đầu tư các dự án hạ tầng kỹ thuật cụm công nghiệp trên địa bàn nhằm hiện thực hóa Quyết định số 686/QĐ-TTg ngày 13/6/2023 của Thủ Tướng Chính phủ về việc phê duyệt Quy hoạch tỉnh Long An giai đoạn 2021-2030, tầm nhìn đến năm 2050. Đồng thời, tạo thêm quỹ đất để thu hút đầu tư vào tỉnh.

Ngoài ra tỉnh này sẽ tập trung phát triển các lĩnh vực công nghiệp chế biến, chế tạo và năng lượng tái tạo; tập trung phát triển một số ngành công nghiệp chủ yếu như sản xuất kim loại và sản phẩm từ kim loại đúc sẵn, cơ khí chế tạo, chế biến thực phẩm, sản phẩm điện tử, hóa chất và sản phẩm hóa chất, năng lượng...

Ngày 25/6, Sở Kế hoạch và Đầu tư (KH&ĐT) tỉnh Long An công bố trong 6 tháng đầu năm 2024, Thanh tra Sở đã thực hiện thanh tra, kiểm tra, rà soát 41 dự án đầu tư trong đó có 20 dự án trong KCN bị xử phạt nhiều chủ đầu tư dự án do không thực hiện đúng nội dung chủ trương đầu tư.

Cụ thể, quá trình kiểm tra, Thanh tra Sở KH&ĐT tỉnh Long An đã phát hiện nhiều dự án vi phạm trong lĩnh vực kế hoạch, đầu tư. Các hành vi vi phạm chủ yếu là không thực hiện đúng nội dung chủ trương đầu tư, giấy chứng nhận đầu tư; không thực hiện điều chỉnh giấy chứng nhận đầu tư; không thực hiện chế độ báo cáo hoạt động đầu tư theo quy định.

Tính luôn cả các sai phạm dự án ngoài KCN, Thanh tra Sở KH&ĐT tỉnh Long An đã ban hành 21 quyết định xử phạt đối với các chủ đầu tư dự án, tổng số tiền xử phạt gần 1,8 tỷ đồng.

Từ đó, kịp thời nắm bắt các khó khăn, vướng mắc và có giải pháp hỗ trợ các nhà đầu tư tháo gỡ, thúc đẩy tiến độ thực hiện dự án trong năm 2024, góp phần vào sự phát triển kinh tế - xã hội của địa phương.

Bình Định thu hút thêm dự án sản xuất hơn 820 tỷ đồng trong cụm công nghiệp

UBND tỉnh Bình Định vừa chấp thuận chủ trương đầu tư đồng thời với chấp thuận nhà đầu tư Dự án Nhà máy sản xuất viên nén sinh học và chế biến vật liệu gỗ nội thất do Công ty TNHH MTV Đầu tư và Phát triển kho bãi Nhơn Tân (gọi tắt là Công ty Nhơn Tân) làm chủ đầu tư.

Dự án có mục tiêu sản xuất viên nén gỗ, dăm gỗ và ván gỗ. Trong đó, giai đoạn sản xuất viên nén gỗ, dăm gỗ đều có công suất 300.000 tấn/năm; giai đoạn 2 ván qua sấy, ván ghép thanh đều có công suất 32.000 m3 /năm.

Tổng vốn đầu tư của dự án hơn 823 tỷ đồng gồm vốn góp của nhà đầu tư là hơn 164 tỷ đồng (chiếm tỷ lệ 20% ) còn lại là vốn vay. Dự án được thực hiện tại Cụm công nghiệp thị trấn Vân Canh (giai đoạn 3), thị trấn Vân Canh, huyện Vân Canh. Diện tích đất dự kiến sử dụng là hơn 20 ha (sử dụng cho giai đoạn 1 là hơn 9,7 ha, giai đoạn 2 là hơn 10,2 ha) .

Về tiến độ, giai đoạn 1 sẽ khởi công xây dựng dự án và hoàn thành các hạng mục công trình, vận hành chạy thử trong quý IV/2024 đến quý IV/2025; đến quý IV/2025 dự án hoàn thành công trình đi vào sản xuất.

Đối với giai đoạn 2, dự án khởi công xây dựng dự án và hoàn thành các hạng mục công trình, vận hành chạy thử từ quý I/2026 đến quý IV/2026; đến quý IV/2026 sẽ hoàn thành công trình và đi vào hoạt động.

UBND tỉnh Bình Định yêu cầu, Công ty Nhơn Tân có trách nhiệm ứng tiền bồi thường, giải phóng mặt bằng trước khi triển khai thực hiện dự án.

Ngoài ra, sau 12 tháng kể từ ngày chấp thuận chủ trương đầu tư (20/6/2024), Công ty Nhơn Tân không thực hiện hoặc không có khả năng thực hiện dự án theo tiến độ đăng ký với cơ quan quản lý đầu tư mà không có lý do chính đáng sẽ bị thu hồi chủ trương đầu tư.

Ông Nguyễn Bay, Giám đốc Trung tâm Xúc tiến đầu tư tỉnh Bình Định cho biết, tuy tình hình thu hút đầu tư khó khăn nhưng việc thu hút các dự án sản xuất của tỉnh thời gian qua lại khá tốt.

Theo đó, lũy kế từ đầu năm đến giữa tháng 6, Bình Định thu hút mới 24 dự án đầu tư trong nước với tổng vốn đăng ký là 2.960 tỷ đồng. Trong đó, 8 dự án trong khu kinh tế, khu công nghiệp với tổng vốn đầu tư 374,1 tỷ đồng; 9 dự án trong cụm công nghiệp với tổng vốn đầu tư 694,6 tỷ đồng; 7 dự án ngoài khu kinh tế, khu công nghiệp, cụm công nghiệp với tổng vốn đầu tư 1.891,7 tỷ đồng.

Bên cạnh đó, từ đầu năm đến nay, Bình Định đã thực hiện điều chỉnh 34 dự án với vốn đầu tư tăng thêm 692,4 tỷ đồng. Ước 6 tháng đầu năm, toàn tỉnh Bình Định thu hút được 27 dự án, đạt 27% kế hoạch cả năm.

Các KCN Tiền Giang thu hút vốn đầu tư gần 68 triệu USD trong nửa đầu năm 2024

Trong 6 tháng đầu năm 2024, các khu công nghiệp (KCN) tỉnh Tiền Giang thu hút vốn đầu tư gần 68 triệu USD, gồm cấp mới giấy chứng nhận đăng ký đầu tư cho 3 dự án có vốn đầu tư trực tiếp nước ngoài (FDI) với tổng vốn đầu tư đăng ký là 24 triệu USD; điều chỉnh giấy chứng nhận đăng ký đầu tư cho 31 lượt dự án, trong đó có 6 lượt dự án điều chỉnh tăng vốn đầu tư với tổng vốn đầu tư tăng thêm gần 44 triệu USD.

Lũy kế đến nay, các KCN Tiền Giang thu hút được 112 Dự án (trong đó có 85 dự án FDI) với tổng vốn đầu tư là 2.572,46 triệu USD (vốn đầu tư FDI) và 4.487 tỷ đồng (vốn đầu tư trong nước); diện tích đất thuê là 551,42 ha/1.116,03 ha, chiếm tỷ lệ 49,41% diện tích đất công nghiệp cho thuê. Tổng số lao động đang làm việc tại các KCN là 86.742 lao động (trong đó có 1.053 lao động người nước ngoài).

Theo Ban Quản lý các KCN Tiền Giang, trong 6 tháng đầu năm nay, tình hình sản xuất, kinh doanh của các doanh nghiệp trong KCN trên địa bàn tỉnh ổn định, có tăng trưởng so với cùng kỳ. Cụ thể, doanh thu của doanh nghiệp FDI đạt hơn 1.836 triệu USD, tăng 30,56% so với cùng kỳ; doanh thu của các doanh nghiệp trong nước đạt gần 3.223 tỷ đồng, tăng gần 48% so cùng kỳ; kim ngạch xuất khẩu đạt gần 1.602 triệu USD, tăng 49,39% so với cùng kỳ; kim ngạch nhập khẩu đạt gần 941 triệu USD, tăng 79,77% so với cùng kỳ.

Tỉnh Tiền Giang được Thủ tướng Chính phủ chấp thuận quy hoạch 11 KCN với tổng diện tích đất quy hoạch là 3.358,6 ha (Quyết định số 1762/QĐ-TTg ngày 31/12/2023 về việc phê duyệt Quy hoạch tỉnh Tiền Giang thời kỳ 2021-2030, tầm nhìn đến năm 2050), trong đó: 3 KCN đang hoạt động (Mỹ Tho, Tân Hương, Long Giang) với diện tích 816,4 ha, chiếm 24,31% diện tích quy hoạch KCN; 2 KCN đã được chấp thuận chủ trương đầu tư đồng thời chấp thuận nhà đầu tư (KCN Bình Đông, KCN Tân Phước 1), với diện tích 681,96 ha, chiếm 20,3% diện tích quy hoạch KCN; 6 KCN đang mời gọi đầu tư có tổng diện tích 1.680,3 ha, chiếm 55,39% diện tích quy hoạch (KCN Dịch vụ Dầu khí Soài Rạp, KCN Tân Phước 2 (mở rộng thêm giai đoạn 2) với diện tích 450 ha, KCN Tân Phước 3 với diện tích 300 ha, KCN Tân Phước 4 với diện tích 300 ha, KCN Tân Phước 5 với diện tích 300 ha và KCN Phú Tân với diện tích 225 ha).

Lũy kế 6 tháng đầu năm 2024, Hà Nội thu hút hơn 1.165 triệu USD vốn FDI, tăng 52%

Báo cáo tình hình kinh tế - xã hội 6 tháng đầu năm 2024, nhiệm vụ trọng tâm 6 tháng cuối năm 2024 của Sở Kế hoạch và Đầu tư Hà Nội cho biết: nửa đầu năm 2024, tổng thu ngân sách Nhà nước trên địa bàn TP. Hà Nội lũy kế 6 tháng đầu năm 2024 ước đạt 252.054 tỷ đồng, đạt 61,7% dự toán, tăng 12,5% so với cùng kỳ, trong đó các khoản thu từ xuất nhập khẩu, từ dầu thô và thu nội địa đều tăng so với cùng kỳ.

Tổng chi ngân sách địa phương lũy kế 6 tháng đầu năm 2024 ước đạt 47.973 tỷ đồng, đạt 34,0% dự toán, tăng 24,2% so với cùng kỳ, trong đó chi đầu tư phát triển 22.871 tỷ đồng, đạt 28,2% dự toán, tăng 43,6%.

6 tháng đầu năm 2024, GRDP Hà Nội ước tăng 6,0% (cùng kỳ tăng 5,97%). Trong đó: Dịch vụ tăng 6,55% (cùng kỳ tăng 7,54%); Công nghiệp và xây dựng tăng 5,37% (cùng kỳ tăng 3,28%); Nông, lâm nghiệp và thủy sản tăng 2,94% (cùng kỳ tăng 2,24%); Thuế sản phẩm tăng 4,38% (cùng kỳ tăng 2,41%).

Kim ngạch xuất khẩu 6 tháng đầu năm 2024 ước đạt 8.891 triệu USD, tăng 11,0% (cùng kỳ giảm 2,7%), trong đó: khu vực kinh tế trong nước tăng 14,8%; khu vực có vốn đầu tư nước ngoài tăng 6,1%.

Kim ngạch nhập khẩu 6 tháng đầu năm 2024 ước đạt 19.668 triệu USD, tăng 14,9% (cùng kỳ giảm 16,3%), trong đó: khu vực kinh tế trong nước tăng 17,5%; khu vực có vốn đầu tư nước ngoài tăng 3,3%.

Chỉ số giá tiêu dùng tăng mạnh, CPI bình quân 6 tháng đầu năm tăng 5,32% (cùng kỳ tăng 1,22%). Trong 11 nhóm hàng hóa và dịch vụ tiêu dùng chính, chỉ có nhóm hàng giảm giá là bưu chính viễn thông.

Lũy kế 6 tháng đầu năm 2024, TP. Hà Nội thu hút 1.165,3 triệu USD vốn FDI (tăng 52% so với cùng kỳ năm 2023), trong đó: có 120 Dự án đăng ký mới với tổng vốn đầu tư đạt 1.036,5 triệu USD; 78 lượt tăng vốn với tổng vốn đăng ký tăng thêm đạt 55,21 triệu USD và 104 lượt góp vốn, mua cổ phần với giá trị vốn góp đạt 73,6 triệu USD.

TP. Hà Nội đang chuẩn bị công tác tổ chức Hội nghị Đối thoại với các doanh nghiệp đầu tư nước ngoài nhằm trao đổi, tháo gỡ những khó khăn, vướng mắc cho các doanh nghiệp có vốn đầu tư nước ngoài, nhà đầu tư nước ngoài trên địa bàn.

6 tháng đầu năm 2024, TP có 15.502 doanh nghiệp thành lập mới với số vốn 149.188 tỷ đồng (giảm 3% về số lượng doanh nghiệp, giảm 3% về vốn đăng ký); 2.097 doanh nghiệp giải thể (tăng 14%); 16.967 doanh nghiệp tạm ngừng hoạt động (tăng 26%); 2.646 doanh nghiệp chờ làm thủ tục giải thể (tăng 18,6%). Có 6.012 doanh nghiệp hoạt động trở lại (tăng 17%). Luỹ kế, tổng số doanh nghiệp đăng ký đến nay là 391.880 doanh nghiệp.

Vốn đầu tư phát triển xã hội 6 tháng đầu năm ước đạt 208.784 tỷ đồng, tăng 9,5% (cùng kỳ tăng 8,5%). Tổng nguồn vốn huy động của các tổ chức tín dụng đạt 5.322 nghìn tỷ đồng, giảm 0,26%; tổng dư nợ đạt 3.832 nghìn tỷ đồng, tăng 5,95%.

EVNNPT đầu tư thêm máy biến áp cho Trạm 500kV Thốt Nốt

UBND thành phố Cần Thơ vừa ban hành Quyết định 1358/QĐ-UBND chấp thuận chủ trương đầu tư đồng thời chấp thuận nhà đầu tư Dự án Lắp máy biến áp thứ 2 Trạm biến áp 500 kV Thốt Nốt.

Nhà đầu tư được UBND TP Cần Thơ phê duyệt chấp thuận là Tổng công ty Truyền tải điện Quốc gia (EVNNPT) có trụ sở số 18 Trần Nguyên Hãn, Hoàn Kiếm, Hà Nội.

Dự án có quy mô nâng quy mô công suất Trạm biến áp 500 kV Thốt Nốt lên thành 1.800 MVA.

Vốn đầu tư của dự án là hơn 576 tỷ đồng. Thời hạn hoạt động của dự án là 50 năm, kể từ ngày Nhà đầu tư được cấp Quyết định chấp thuận chủ trương đầu tư đồng thời chấp thuận nhà đầu tư.

Địa điểm thực hiện dự án là phần đất mở rộng nằm sát hàng rào của Trạm biến áp 500 kV Thốt Nốt hiện hữu, thuộc phường Trung Kiên, quận Thốt Nốt, thành phố Cần Thơ.

Mục tiêu dự án nhằm đảm bảo cung cấp điện cho phụ tải và đáp ứng nhu cầu phát triển kinh tế - xã hội của các tỉnh miền Tây Nam Bộ; giảm tải cho máy biến áp 500/220 kV tại Trạm biến áp 500 kV Ô Môn và các đường dây 220 kV hiện hữu trong khu vực; Giải tỏa công suất các nhà máy nhiệt điện và nhà máy năng lượng tái tạo trong khu vực; góp phần đảm bảo tiêu chí N-1, tăng cường ổn định hệ thống điện, nâng cao độ tin cậy, an toàn cung cấp điện cho hệ thống điện quốc gia.

Dự án sẽ lập thủ tục đất đai, pháp lý xây dựng hoàn thành trong quý IV năm 2024; khởi công công trình trong quý IV năm 2024 và đóng điện vận hành quý IV năm 2025.

Sở Tài nguyên và Môi trường, UBND quận Thốt Nốt hướng dẫn nhà đầu tư thực hiện thủ tục về đất đai, bảo vệ môi trường và các thủ tục liên quan theo đúng quy định. Sở Công Thương, Sở Xây dựng, UBND quận Thốt Nốt hướng dẫn nhà đầu tư thực hiện thủ tục về đầu tư xây dựng, khai thác vận hành dự án theo đúng quy định. Sở Kế hoạch và Đầu tư theo dõi, đôn đốc, giám sát quá trình triển khai dự án, hoạt động của dự án, báo cáo định kỳ cho Ủy ban nhân dân thành phố.

Tổng công ty Truyền tải điện Quốc gia chịu trách nhiệm về các thông tin, số liệu báo cáo tại hồ sơ dự án, hiệu quả đầu tư dự án theo quy định của pháp luật. Liên hệ Sở Tài nguyên và Môi trường, Sở Xây dựng, Sở Công Thương, Cảnh sát Phòng cháy, chữa cháy và cứu nạn, cứu hộ - Công an thành phố Cần Thợ và UBND quận Thốt Nốt để được hướng dẫn các trình tự, thủ tục để triển khai thực hiện dự án theo đúng quy định.

Quá trình triển khai thực hiện dự án phải tuân thủ nghiêm các quy định của pháp luật về đầu tư, xây dựng, đất đai, điện lực, bảo vệ môi trường, an toàn lao động, phòng chống cháy nổ và các quy định khác có liên quan; thực hiện dự án theo đúng mục tiêu, các hạng mục công trình mà Nhà đầu tư đã đề xuất. Phối hợp với Ủy ban nhân dân quận Thốt Nốt lập phương án bồi thường, giải phóng mặt bằng đảm bảo đúng quy định pháp luật; thỏa thuận với người dân bị ảnh hưởng bởi dự án về phương án cấp nước tưới tiêu, bảo đảm cho sản xuất nông nghiệp của người dân trong khu vực.

Xây dựng kế hoạch tiến độ triển khai thực hiện dự án gửi Sở Kế hoạch và Đầu tư theo dõi, đôn đốc, giám sát theo quy định.

Maximum speed limit of 160km/h for key railway routes in Hanoi

The Ministry of Transport has just issued Notice No. 143/TB-GTVT on the conclusion of Deputy Minister Nguyen Danh Huy at the final reporting meeting on the Planning of railway routes and stations in the key areas of Hanoi City.

According to Mr. Nguyen Danh Huy, the railway in the Hanoi hub area connects many important railway lines of the country, is complex, and has been researched and completed over many periods.

Pursuant to Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo, the National Master Plan, the Ministry of Transport is reviewing the National Railway Network Plan, planning railway routes and stations in the key areas of Hanoi City to serve as a basis for mobilizing resources to invest in a modern and synchronous railway system.

Regarding the main technical parameters, the leaders of the Ministry of Transport requested the Vietnam Railway Authority and the consulting unit to carefully research and analyze the transportation needs, the role of railway lines, the development trends of science and technology, and the connection of domestic and international railway networks in each period to propose and select effective and long-term vision parameters.

Basically agree on some main technical parameters as follows: maximum speed V≥160km/h, axle load 22.5 tons/axle, usable length of future railway ≥850m.

Regarding the solution to connect high-speed railway to the center of Hanoi, the leader of the Ministry of Transport emphasized that, in principle, high-speed railway needs to connect to the main station to ensure convenient collection and clearance of passengers through other means of transport. Based on actual conditions, related planning unanimously proposed Ngoc Hoi station as the main station.

Regarding train organization solutions, to increase passenger convenience, consulting is required to study and research models around the world, forecast transportation needs; analyze and select optimal train organization solutions for each period.

The leader of the Ministry of Transport said that the Prime Minister has approved the Railway Network Planning and the Hanoi Capital Transport Planning, including the location of Lac Dao Station. Therefore, the Vietnam Railway Authority, consulted to carefully review the transportation needs, develop a train operation plan to determine the specific scale of functional areas; work with relevant agencies of Hung Yen province to agree on the plan for the location, scope and scale of the station; propose the Ministry of Transport to meet with the People's Committee of Hung Yen province (if necessary).

Regarding the adjustment of the function of Bac Hong station, it is necessary to analyze and clarify the effectiveness of the location of the railway industrial development facility in the hub area, determine the specific scale, and evaluate the feasibility of the land fund to make appropriate proposals.

Regarding the plan to jointly operate 1,435mm gauge national passenger trains with urban trains on the Yen Vien - Ngoc Hoi and Gia Lam - Lac Dao sections, the Deputy Minister of Transport requested coordination with relevant agencies of the Hanoi People's Committee to study the principle of maximizing the efficiency of the invested urban railway infrastructure, creating convenience for passengers to move to the center.

Regarding the adjustment of the railway development orientation on the Hanoi - Lang Son corridor, the leaders of the Ministry of Transport agreed to keep it as the approved railway network plan for the time being. The Vietnam Railway Authority will coordinate with technical support consultants to develop the Hanoi - Lang Son and Hai Phong - Ha Long - Mong Cai railway plans in the coming time to make appropriate proposals.

“The consultant is responsible for researching, analyzing, and proposing an investment roadmap for railway routes to ensure they are suitable for transportation needs, effective railway network connections, and investment resources for each period,” the leader of the Ministry of Transport emphasized.

Putting the 110 kV Yen Lac transformer station, Vinh Phuc into operation

Sáng 27/6/2024, tại xã Đồng Văn, huyện Yên Lạc tỉnh Vĩnh Phúc, EVNNPC tổ chức gắn biển công trình Trạm biến áp 110kV Yên Lạc, chào mừng kỷ niệm 70 năm ngày truyền thống ngành Điện lực Việt Nam (21/12/1954-21/12/2024) và 55 năm ngày thành lập EVNNPC (06/10/1969 - 06/10/2024).

Công trình Trạm biến áp 110 kV Yên Lạc do Ban Quản lý Dự án lưới Điện (BA1) làm đại diện chủ đầu tư trực tiếp quản lý với quy mô: xây dựng mới đường dây 110 kV mạch kép sử dụng dây ACSR400 với chiều dài 0,247km; lắp đặt đồng bộ 02 máy biến áp 110 kV 63 MVA.

Công trình lắp đặt ngoài trời sử dụng sơ đồ cầu đủ, gồm 02 ngăn lộ đường dây 110 kV đi trạm biến áp 220 kV Vĩnh Tường và trạm biến áp 110 kV Việt Trì; 01 ngăn lộ máy biến áp T1; 01 ngăn lộ máy biến áp T2 và 01 ngăn lộ phân đoạn 110 kV. Tổng vốn đầu tư dự án là 143,5 tỷ đồng.

Công trình đảm bảo độ tin cậy cung cấp điện ổn định cho huyện Yên Lạc, tỉnh Vĩnh Phúc, chống quá tải cho các trạm 110 kV Hội Hợp, huyện Vĩnh Tường và khai thác hiệu quả dự án lắp máy biến áp AT1 220 kV Vĩnh Tường, giảm tổn thất điện năng, nâng cao độ tin cậy cung cấp điện cho khách hàng, cấp điện kịp thời cho phụ tải tỉnh Vĩnh Phúc nói chung và huyện Yên Lạc nói riêng trong mùa nắng nóng năm 2024.

Đại diện đơn vị quản lý và thực hiện dự án, Giám đốc BA1 phấn khởi cho biết, sự án đã hoàn thành đúng vào dịp Tổng công ty Điện lực miền Bắc đang sôi nổi hưởng ứng phong trào thi đua trên mọi mặt trận, mọi lĩnh vực để lập thành tích chảo mừng kỷ niệm 55 năm ngày thành lập Tổng công ty Điện lực miền Bắc, 70 năm ngày truyền thống ngành Điện lực Việt Nam.

Mặc dù trong quá trình triển khai có bối cảnh hết sức khó khăn nhưng công trình tuân thủ đầy đủ các quy định của pháp luật về đầu tư xây dựng, thi công đúng thiết kế, đảm bảo chất lượng, an toàn tuyệt đối và không làm vượt Tổng mức đầu tư dự án đã được phê duyệt.

Công trình Đường dây và Trạm biến áp 110 kV Yên Lạc đi vào hoạt động đóng vai trò đặc biệt quan trọng về cung cấp điện trên địa bàn tỉnh Vĩnh Phúc, đảm bảo chất lượng điện năng, nâng cao độ tin cậy trong việc cung cấp điện cho các cụm, khu công nghiệp; linh hoạt trong cấp điện và thuận tiện trong việc quản lý vận hành, cơ sở để cải tạo, phát triển và quy hoạch lại hệ thống lưới điện khu vực hiện có.

Công trình nằm trong quy hoạch phát triển điện lực tỉnh Vĩnh Phúc giai đoạn 2016-2025 có xét đến 2035 - Quy hoạch phát triển hệ thống điện 110 kV đã được Bộ Công thương phê duyệt tại Quyết định 4922/QĐ-BCT ngày 29/12/2017.

According to the document requesting adjustment of the investment project, Thuy Duong Company Limited proposed to adjust the objective of the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area from "upgrading and restoring the landscape of the scenic relic area, using it for the purpose of organizing outdoor sightseeing and entertainment activities" to "upgrading and restoring the landscape of Than Tho Lake Tourist Area, using it for the purpose of organizing outdoor sightseeing and entertainment activities; forming an international and regional-scale tourist area, imbued with national identity, suitable for the flower and light festival space typical of Da Lat; investing in the construction of urban resort works, entertainment tours, etc. to serve domestic and international tourists to stay, visit and relax".

According to the Department of Construction of Lam Dong province, based on the Project to adjust the General Planning of Da Lat city and surrounding areas to 2030, with a vision to 2050 (approved by the Prime Minister in Decision No. 704/QD-TTg dated May 12, 2014), the area of about 39 hectares is identified as landscape park land and water surface (Than Tho Lake), oriented as "a large urban park connecting natural forest landscape outside the city and famous landmarks, an ideal place for major events, festivals, conservation space, education and sightseeing about natural ecology, space for exhibition, education and organization of cultural and artistic activities, space for sports events") is appropriate.

The remaining area of about 79 hectares (not yet allocated land) is identified as landscape green land and mixed tourism land (oriented to the function of "high-class resort tourism" with high-class resort-style accommodation facilities). Therefore, the Department of Construction believes that this adjustment target is basically appropriate. However, this agency proposes not to mention "forming an international and regional tourist area" because it is not oriented in the general planning; at the same time, use words that are consistent with the functional orientation of "resort resort" instead of "urban resort project".

According to the document requesting adjustment of the investment project, Thuy Duong Company Limited proposed to adjust the project scale to about 118 hectares, including 31.5 hectares of area I (protecting relics), 86.5 hectares of area II (upgrading, embellishing, exploiting, ...) including specific implementation phases, however, there are no contents on the project scale for the area with an area of about 39 hectares according to the content of the Detailed Planning approved by the People's Committee of Da Lat city in Decision No. 3151/QD-UBND dated October 20, 2023, but the scale of investment in construction of the project in the area of 39 hectares has not been clearly determined.

Therefore, the Department of Construction proposes to supplement the scale of investment in construction of the project according to the approved detailed planning scheme; the height index as proposed in Table 3 (page 19, Project Description) has some items with a height of 3 floors which is not suitable with the detailed planning; supplement the height management index for the item "symbolic works".

For the area of about 79 hectares (land not yet allocated), Lam Dong Province Department of Construction said that there is no basis to consider the suitability because there is no approved detailed planning.

Thuy Duong Company Limited proposed to adjust the total investment from VND 29,637,000,000 to VND 4,544,157,402,000, in which the method of determining the preliminary total investment of the projects is determined according to the provisional unit price provided by the unit, which is not suitable for cost management according to regulations (Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government).

Regarding the technical infrastructure system, the current status of the area has Ho Xuan Huong road (20m wide) across the central area of the project; 22KV power line with a connection point in the North of the project; PVC DN100 water supply pipe connecting to Tay Ho tank cluster; rainwater drainage into the existing stream, so it is convenient to connect the technical infrastructure system (traffic, electricity supply, water supply, surface drainage) of the project.

The option of installing a separate wastewater pipeline, connecting to the wastewater collection and treatment system of Da Lat city is suitable. However, the collection solution must meet the requirements of environmental protection according to regulations, absolutely not allowing wastewater to leak into the environment, especially into the water source of Than Tho Lake.

According to the Department of Construction, the Project to Upgrade and Restore the Landscape of Than Tho Lake Tourist Area is located in the upstream area of Than Tho Lake, so it is necessary to have protection solutions and not have activities that emit emissions that pollute water sources.

Therefore, the Department of Construction recommends that investors supplement the ground elevation, minimize the leveling of natural terrain; ensure the slope along traffic routes with vehicles is ≤10%; assess the impact of climate change and update hydrometeorological data in recent years (data provided by competent authorities) as a basis for calculating drainage plans (note to calculate for surrounding water basins); study the arrangement of settling ponds to collect surface water to proactively regulate water when necessary and protect the environment; contact the units managing technical infrastructure systems in the area (traffic, electricity supply, water supply, drainage, information) to agree on connection plans; supplement the content of assessing environmental protection work, fire prevention and fighting safety (get consensus from specialized management agencies).

The FUTABUSLINES - THANH HIEP PHAT joint venture also won the bid for the investment project to build and operate the Km90+900 rest stop of the Cam Lam - Vinh Hao component project on the North - South expressway, Eastern section.

The value in cash paid to the state budget for this Project is 140 billion VND; the preliminary value of project implementation cost is 299,812 billion VND; the value of compensation, support and resettlement is 14,454 billion VND.

The overall progress of this Project is also 15 months, of which the time to complete public service works is 12 months; the project exploitation time after completing the investment work is 25 years.

Như vậy tính đến ngày 27/6, đã có 4 dự án đầu tư xây dựng trạm dừng nghỉ trên cao tốc Bắc - Nam phía Đông tìm được nhà đầu tư trên các đoạn tuyến: Mai Sơn - Quốc lộ 45; Dầu Giây - Phan Thiết; Phan Thiết - Vĩnh Hảo và Cam Lâm - Vĩnh Hảo.

Hà Nội có thêm 8 cụm công nghiệp vào quy hoạch

Theo Sở Công thương Hà Nội, 6 tháng đầu năm 2024, trong công tác quản lý nhà nước về cụm công nghiệp, đơn vị này đã phối hợp UBND các huyện thực hiện thủ tục bổ sung 8 cụm công nghiệp vào Quy hoạch cụm công nghiệp TP. Hà Nội đến năm 2020, có xét đến năm 2030. Tổ chức khởi công đầu tư hạ tầng kỹ thuật 4 cụm công nghiệp, nâng tổng số cụm công nghiệp đã được khởi công lên 24 trong tổng số 43 cụm công nghiệp đã có quyết định thành lập giai đoạn 2018-2020.

Phối cảnh Cụm công nghiệp Đông Phú Yên, huyện Chương Mỹ mới được khởi công đầu tháng 3/2024.

Quyền Giám đốc Sở Công thương Hà Nội Trần Thị Phương Lan cho biết, về công tác quy hoạch Hà Nội đã cơ bản làm xong phương án phát triển ngành trong lĩnh vực thương mại, điện, xăng dầu, logistics, cụm công nghiệp, công nghiệp. Hội đồng thẩm định quy hoạch cấp quốc gia đã thông qua, đã báo cáo Thủ tướng Chính phủ và đang trình Quốc hội.

Mặc dù vậy, trong quá trình tổ chức triển khai thực hiện, Sở Công thương Hà Nội vẫn nhận được đề xuất của các quận, huyện về điều chỉnh một số cụm công nghiệp, chợ, trung tâm thương mại. Vấn đề này, Sở Công thương Hà Nội đã có báo cáo TP. Hà Nội và chuyển sang các viện chức năng để có phương án cập nhật vào quy hoạch chung của Thủ đô.

Đối với việc nâng cấp phát triển hệ thống chợ truyền thống, Sở Công thương Hà Nội đã phối hợp với các sở, ngành tháo gỡ khó khăn vướng mắc trong việc thực hiện đầu tư, xây dựng, cải tạo các chợ. Đến nay, TP. Hà Nội có 6 chợ đã hoàn thành công tác đầu tư xây dựng đã được phân hạng, 2 chợ đang hoàn thiện nốt hạng mục công trình dự kiến hoàn thành trong quý II/2024; 3 chợ đang thi công xây dựng, giải phóng mặt bằng 5 chợ, 15 chợ đã hoàn thành thủ tục đầu tư chuẩn bị đầu tư năm 2024 hoàn thành năm 2025.

Tuy nhiên, khi xây mới hoặc cải tạo hệ thống chợ tại những chợ đã có sẵn gặp khó khăn vì theo quy định khi xây dựng mới lại chỉ được 60% mật độ, còn lại là các công trình phụ trợ và hạ tầng cây xanh. Điều này khiến việc bố trí 100% tiểu thương được phép kinh doanh tại tầng 1 là không khả thi, khó có trên 50% tiểu thương không đồng thuận việc xây dựng mới hệ thống chợ truyền thống.

Về vấn đề này, Quyền Giám đốc Sở Công thương Hà Nội Trần Thị Phương Lan nêu rõ: thời gian tới đơn vị và các quận huyện tiếp tục quan tâm thực hiện tốt công tác quản lý nhà nước về chợ trong đó đẩy mạnh công tác đầu tư, cải tạo chợ theo Kế hoạch năm 2024 của UBND TP. Hà Nội và các Chương trình số 03-CTr/TU và 04-CTr/TU của Thành ủy.

Đồng thời xây dựng kế hoạch tăng cường công tác quản lý chợ trên địa bàn qua đó giải quyết các tồn tại, vướng mắc về khiếu nại, tố cáo liên quan đến hệ thống chợ trên địa bàn. “Sở Công Thương Hà Nội phối hợp với các Sở, ngành có liên quan, triển khai công tác kêu gọi xúc tiến đầu tư, thu hút đầu tư theo quy định đối với Dự án xây dựng Chợ đầu mối quốc tế nông sản tại Hà Nội”, bà Phương Lan nhấn mạnh.

The Ministry of Transport assigned Project Management Board 7, as the inviting party, based on the approved results of investor selection, to organize the implementation of the next steps in compliance with the provisions of the Bidding Law and Decree No. 23/2024/ND-CP detailing a number of articles and measures to implement the Bidding Law on selecting investors to implement projects in cases where bidding must be organized according to the provisions of the law on industry and sector management.

During the implementation process, it is necessary to pay attention to negotiating with the winning investor to shorten the progress of public works to serve the essential needs of people and vehicles participating in traffic on the route.

The investment project to build and operate the rest stop station Km205+092 under the Vinh Hao - Phan Thiet Component Project includes the construction of a pair of rest stops, in which the station on the right side of the route has a total area of 5.5 hectares; the station on the left side of the route has an area of about 7.5 hectares.

The project has 3 types of items to serve the needs of traffic participants. Specifically, public service works (providing free services) include: Parking lot; resting space; temporary rest room for drivers; restroom; information center; place to organize and launch propaganda on traffic safety; place of duty for rescue workers, first aid for traffic accidents.
