
According to the Plan, there will be participation of departments, localities in the province and the Vietnam National Mine Action Center to implement a communication program to prevent the harmful effects of mines and explosives in the community. Through the program, it aims to raise awareness, change behavior for the community, contribute to reducing the number of mine accidents, protect people's lives and health, help people live safely, rebuild and develop the economy in areas affected by mines. At the same time, creating a ripple effect domestically and internationally, the international community, especially countries that directly and indirectly caused the war in Vietnam, clearly see the reality and consequences of mines after the war and better understand the efforts of the Vietnamese Government in mobilizing and deploying resources to gradually overcome the consequences of mines and explosives, stabilize people's lives, and develop the economy - society; educate the tradition of patriotism, love of peace , opposition to war, educate deep gratitude for the contributions of heroic martyrs for the peace of the nation.

In Quang Ninh , through the wars, the area of landmine contamination in the province according to a survey in 2021 is about 173,667 hectares, accounting for about 29.45% of the province's natural area, nearly double the national average (the whole country is nearly 17.7%).
In recent years, the national action program to overcome the consequences of post-war bombs, mines and explosives has been effectively implemented in Quang Ninh. The Provincial Military Command has advised the Provincial People's Committee to implement the program to overcome the consequences of post-war bombs and mines on over 30,000 hectares. Propaganda work on measures to prevent bomb and mine accidents for people has been actively deployed throughout the province in many diverse forms. In particular, the spread of internet media and social networks has been maximized to propagate to the community to prevent bomb and mine accidents and how to handle bomb and mine encounters.

At the conference, the leaders of the Vietnam National Mine Action Center and the Provincial Military Command assigned focal points to coordinate with each department and branch of the province to unify propaganda content and effectively coordinate communication activities to prevent accidents caused by mines and explosives.
