In the decision to declare a natural disaster emergency to fix the landslide at Mimosa Pass, the Ministry of Construction assigned the Department of Economics - Construction Investment Management to review and determine the specific extent of damage to road works caused by the natural disaster and repair solutions. From there, issue an order to build emergency works to fix the consequences of the natural disaster according to regulations.
According to the Ministry of Construction, due to the impact of storm No. 13 from November 18 to 20, the section of National Highway 20 from km226+600 to km226+800 through Mimosa Pass, part of the project to renovate and upgrade the section through Mimosa Pass and some works on National Highway 20, Lam Dong Province, was damaged. This landslide location poses a direct threat to the safety of people and vehicles passing by.
Project Management Board 85 - the project investor, said the renovation and upgrading project includes 11 bridges, culverts and the route from km0+384 to km10+761 on National Highway 20. Of which, 9/11 bridges have been completed and handed over for use.
The section km0+384 - km2+673 has been completed and put into temporary operation since early September 2025. The revised route (km2+673 - km3+500) was designed in a new direction to improve the curve, basically completed and put into temporary operation since June 2025. The section km3+550 - km10+761 has also been completed and put into temporary operation since October 2025.
Due to storms and rain, on November 18, the entire negative slope section from km226+600 to km226+800 on Mimosa Pass belonging to the project slid downstream. On November 20, the entire roadbed and surface were completely broken and collapsed, creating a hole about 15m deep, sliding toward the negative slope with a length of about 50m, completely cutting off National Highway 20 through Mimosa Pass.
Because National Highway 20 through Mimosa Pass is one of the main routes connecting Duc Trong commune with the communes and wards of the old Da Lat city, with a very large traffic volume, the temporary suspension of traffic on this route has greatly affected the lives of people in the area.
Immediately after the incident, to ensure traffic safety, on November 20, Lam Dong Provincial People's Committee issued a decision to declare an emergency situation for the landslide section (km226+600 to km226+800 and km249+932 to km249+968) on the route through Mimosa Pass.
On November 24, the working group of Road Management Area IV coordinated with Lam Dong Department of Construction, Project Management Board 85, Deo Ca Group and construction units to inspect the entire scene of landslides at three passes Mimosa, Prenn and D'Ran on National Highway 20.
At Mimosa Pass, the delegation noted that Project Management Board 85 had mobilized equipment to widen the embankment, compact the road, and lay asphalt concrete to form a temporary road, aiming to open it to traffic before November 28.
At Prenn Pass, Mr. Nguyen Van Thanh - Director of Road Management Area IV - requested units to review the entire drainage system, proactively open drainage ditches and have appropriate solutions to handle the slope. The locality committed to basically repairing the problem before November 28 to open one-way traffic. As for the section adjacent to the retaining wall that is cracked and sunken, the deadline for completion is before Lunar New Year 2026.
At D'Ran Pass - where the volume of rock and soil collapsed by more than 64,000m³, causing severe damage to the road surface structure - the working group assessed that the repair would face many difficulties due to the huge volume of rock and soil and the complex construction location. Road Management Area IV has proposed adding more construction teams, mobilizing more trucks to transport rock and soil, and increasing machinery and equipment. Lam Dong Department of Construction committed to mobilizing maximum forces to open one-way traffic before November 30.
