Prime Minister's telegram on urgently preparing to organize the inauguration and groundbreaking ceremonies of large-scale and meaningful projects and works to welcome the 14th National Congress of the Party

(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 224/CD-TTg dated November 20, 2025 requesting relevant agencies and units to urgently prepare to organize inauguration and groundbreaking ceremonies for large-scale and meaningful projects and works to welcome the 14th National Congress of the Party.

HCMC Metro Line 2 (Ben Thanh - Tham Luong section) will start construction on December 19.

The Prime Minister calls on Ministers, Heads of ministerial-level agencies and Government agencies; Secretaries and Chairmen of People's Committees of provinces and centrally run cities; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency ; Editor-in-Chief of Nhan Dan Newspaper; Chairman and General Director of the Military Industry-Telecoms Group; Chairman of the Board of Members of the Vietnam Posts and Telecommunications Group; Chairmen of the Board of Members and General Directors of Groups and Corporations under the Ministry of Finance and the Ministry of Construction.

Following the positive and meaningful results achieved by the inauguration and groundbreaking ceremonies of works and projects in all three regions of the North - Central - South to celebrate the 50th anniversary of the liberation of the South and national reunification (April 30, 2025) and works and projects to celebrate the 80th anniversary of the successful August Revolution and National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the Prime Minister issued Official Dispatch No. 158/CD-TTg dated September 4, 2025 and many documents directing the Ministry of Construction - Standing Agency, ministries, branches, localities, Vietnam Television, Military Industry - Telecommunications Group, Vietnam Posts and Telecommunications Group, relevant agencies and units to prepare to organize online inauguration and groundbreaking ceremonies simultaneously for works and projects nationwide on December 19, 2025. 2025 on the occasion of the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025) and to welcome the 14th National Congress of the Party.

According to the report of the Ministry of Construction, by November 19, 2025, 15 ministries, branches, 25 localities, 13 corporations and general companies had submitted registrations for projects and works to be inaugurated and commenced with a total of 198 projects and works (of which 73 projects were inaugurated and 125 projects commenced) with a total investment capital of about 980,000 billion VND . However, currently, there are 03 ministries and agencies ( Ministry of Education and Training , Ministry of Foreign Affairs, State Bank of Vietnam) and 09 localities (Tuyen Quang, Cao Bang, Dien Bien, Phu Tho, Hung Yen, Khanh Hoa, Lam Dong, Tay Ninh, An Giang) that have not submitted reports. At the same time, through the review of the Ministry of Construction, a number of works and projects are planned to be inaugurated and commenced on December 19, 2025 but have not been reviewed and reported by localities; Some ministries, branches and localities have reported in writing but have not registered the projects.

This is an important political event, thereby summarizing the 5-year journey (2021-2025) of implementing the strategic breakthrough in developing synchronous and modern infrastructure according to the Resolution of the 13th Party Congress, affirming the socio-economic achievements that have been achieved and creating new momentum and motivation for the next development stage - marking an important political milestone of the country, welcoming the 14th National Congress of the Party.

From now until December 19, 2025, there is only 1 month left, a very urgent time. To ensure the best preparation for this important event, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Groups, General Companies, and relevant units continue to enhance their sense of responsibility and urgently direct agencies, units, Project Management Boards, and contractors to make more efforts, be more determined, "more speedy and bold" in implementing tasks; call on all cadres, civil servants, and workers to promote the spirit of "overcoming the sun, overcoming the rain, not losing to storms", working "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "working during the day, working at night, working overtime on holidays", "working through holidays, holidays, New Year's Day"... to Complete projects and works that meet the conditions for inauguration and commencement in accordance with the direction of the Prime Minister in Official Dispatch No. 158/CD-TTg dated September 4, 2025; send a report to the Ministry of Construction no later than December 10, 2025 , including: statistics and full information reports on works and projects: name, type, scale, level of works, state budget capital, FDI capital, private capital..., total investment capital, confirmation of eligibility for inauguration and commencement,...

2. Ministry of Construction:

a) Continue to promote the role of the Standing agency in charge, coordinate with the Government Office, the Ministry of Finance, relevant ministries and local branches to review the list of projects and works to ensure conditions for organizing inaugurations, groundbreakings, etc.; coordinate with Vietnam Television, the Military Industry-Telecoms Group, the Vietnam Posts and Telecommunications Group, the Government Office to develop programs, scenarios, and plans for online connection to bridge points (selecting central bridge points, main bridge points, etc.); develop central reports, speeches of the Prime Minister, and report to the Prime Minister before December 13, 2025 .

b) Urgently implement the direction of the Prime Minister, Head of the State Steering Committee for important national projects and works, key to the transport sector (Notice No. 627/TB-VPCP dated November 18, 2025), proactively coordinate with the Ministry of Home Affairs to advise the Government and the Prime Minister to consider appropriate rewards (Medals, certificates of merit of the Prime Minister, etc.) for members of the Steering Committee as well as relevant collectives and individuals who have actively and made efforts to carry out assigned tasks according to regulations in addition to the achievements of other emulation movements.

3. The Ministry of Finance shall preside over and coordinate with the Ministry of Construction and relevant ministries and branches to review and evaluate proposals for rewards for projects that are completed early, save budget and put into effective operation in accordance with the provisions of law and the Government, to be completed before December 15, 2025 .

4. Vietnam Television shall preside over and direct, coordinate with relevant ministries, branches and localities to develop the Program, script and organize the Program according to the script, broadcast live between the connecting points, and send it to the Ministry of Construction before December 3, 2025 for synthesis and reporting to the Prime Minister.

5. The Military Industry - Telecommunications Group, Vietnam Posts and Telecommunications Group preside over and coordinate with the Ministry of Construction, Vietnam Television and ministries, branches, localities, agencies (with projects inaugurated, started...) to proactively prepare good material and technical conditions for online connection between bridges and electricity, water infrastructure,...

6. The Minister of Home Affairs directs, presides over, and coordinates with the Ministry of Construction, the Government Office, relevant ministries, branches, and localities to urgently guide, review, and promptly reward organizations and individuals with high achievements in the emulation movements: "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; the peak emulation "500 days and nights of emulation to complete 3,000 km of expressways" and reward members of the State Steering Committee for important national works and projects, key projects of the transport sector, and agencies advising and assisting the Steering Committee; to be completed before December 10, 2025.

7. Assign Deputy Prime Minister Tran Hong Ha to directly direct the preparation, inspection, urging and organization of the inauguration and groundbreaking ceremonies of projects and works.

8. The Ministry of Construction shall preside over and coordinate with the Government Office and the Ministry of Finance to monitor, urge, and inspect ministries, agencies, and localities in performing the assigned tasks in this Official Dispatch, promptly report to Deputy Prime Minister Tran Hong Ha for consideration and direction; beyond the authority, report to the Prime Minister./.
