Urgent telegram of Thanh Hoa Provincial People's Committee on fire prevention and fighting

Thanh Hoa Provincial People's Committee has just issued an urgent dispatch to implement the Prime Minister's dispatch No. 59/CD-TTg dated June 17, 2024 on the fire in Dinh Cong ward, Hoang Mai district, Hanoi city and Da Mai ward, Bac Giang city, Bac Giang province.

On June 17, 2024, the Prime Minister issued Official Dispatch No. 59/CD-TTg on the fire in Dinh Cong Ward, Hoang Mai District, Hanoi City and Da Mai Ward, Bac Giang City, Bac Giang Province; In order to seriously and effectively implement the Prime Minister's Official Dispatch to minimize the number of incidents and damage caused by fires and explosions in the province in the coming time, the Chairman of the Provincial People's Committee requests:

1. The Provincial Police presides over and coordinates with provincial departments, branches, sectors and units to:

- Continue to seriously, resolutely and effectively implement documents and instructions of the Government, Prime Minister, Ministry of Public Security , Provincial People's Committee on fire prevention and fighting (PCCC) and rescue; review, classify, and immediately have effective solutions on fire prevention and fighting for rental housing, especially multi-storey and multi-apartment housing; resolutely and strictly handle violations according to the provisions of law;

- Strengthen propaganda and guidance on fire prevention and fighting and search and rescue skills for people and facilities at high risk of fire and explosion in the province.

2. People's Committees of districts, towns and cities:

- Chairmen of People's Committees of districts, towns and cities (District-level People's Committees) shall immediately establish inspection teams to evaluate the implementation of Directive No. 01/CT-TTg dated January 15, 2023 of the Prime Minister on strengthening fire prevention and fighting work in the new situation, Plan No. 05/KH-UBND dated January 15, 2023 of the Provincial People's Committee on implementing Directive No. 01/CT-TTg, Plan No. 41/KH-UBND dated February 8, 2024 of the Provincial People's Committee on performing fire prevention and fighting and search and rescue tasks in 2024 at People's Committees of communes, wards and towns (Commune-level People's Committees). The inspection and evaluation process must clarify the results of the implementation of targets and tasks of the Commune-level People's Committees on fire prevention and fighting work at establishments, residential areas, households, building models of inter-family fire prevention and fighting safety teams, public fire fighting points, mobilizing 100% of households to equip fire extinguishers...; Report the results to the Provincial People's Committee (through the Provincial Police) before July 30, 2024.

- Direct local construction authorities to strictly implement planning management, licensing, and construction order management, especially for multi-storey housing types that have converted their functions to production and business, ensuring fire safety conditions before being put into operation.

- Direct the People's Committees at the commune level to strictly implement the state management work, inspect fire safety and rescue, strictly handle violations according to the provisions of the law on fire safety and rescue; guide the facilities and subjects under the scope of inspection and management to urgently implement remedial measures (especially focusing on measures to create emergency escape routes through balconies, loggias, roof access, cutting and removing iron nets, iron fences, creating second escape routes, equipping rope ladders, rescue ropes, slow-lowering ropes, demolition tools, fire extinguishers, etc.); suspend operations of establishments that seriously or especially seriously violate fire prevention and fighting regulations and do not take remedial measures (the Chairman of the Provincial People's Committee will request consideration and handling of responsibilities for the Chairman of the District People's Committee and the Chairman of the Commune People's Committee if they allow establishments and houses combining production and business under their management to operate without ensuring fire prevention and fighting safety conditions and allow fires and explosions to occur with serious consequences due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within their scope of management for fire prevention and fighting and rescue work).

2. The Department of Information and Communications coordinates with the District People's Committee to strengthen propaganda and warnings about fire and explosion risks, especially on hot days; continue to disseminate knowledge and skills on fire prevention and fighting, and escape skills in emergency situations.

3. The Department of Industry and Trade and Thanh Hoa Electricity Company direct and request local electricity business units to:

- Continue to seriously implement Plan No. 204/KH-UBND dated August 14, 2023 of the Provincial People's Committee on propaganda, inspection of fire safety and rescue in production, business, transmission and use of electricity in the province. Assign staff to "go to every alley, knock on every door" to inspect and guide people to manage and use electricity safely, overcome the situation of improper use of electricity, not according to the manufacturer's requirements, contributing to limiting fires and explosions caused by electricity; report to the Provincial People's Committee (through the Provincial Police) the implementation results before July 30, 2024.

- Develop documents guiding the safe use of electricity in households to serve propaganda and guidance work; have a roadmap to guide establishments to develop documents on the safe use of electricity in production and business activities suitable for each type of establishment.

- Strengthen the management of the power transmission and distribution network, promptly implement solutions to prevent and stop fires and explosions at power stations, transformer stations, meters, and power lines on electric poles; assign specific targets and consider the responsibility of the local electricity sector if the target of reducing the number of fire and explosion incidents of electric meters and power lines on electric poles each year is not achieved.

4. The Provincial Police shall preside over and coordinate with the Provincial People's Committee Office to advise the Provincial People's Committee to establish inspection teams to evaluate the implementation results at a number of units and localities (if necessary); monitor, guide, inspect and urge the implementation of units; promptly report to the Chairman of the Provincial People's Committee on the situation and results of the implementation of this Official Dispatch.
