Generating significant revenue for the budget.
In the structure of local government revenue, revenue from land always plays a crucial role. Revenue from land auctions usually accounts for a large proportion of land use fee revenue.
The results and targets set for revenue from housing and land in general, and land use fees in particular, are not merely financial indicators but also reflect the city's strong determination to effectively utilize land resources, promote investment, develop urban areas, and ensure sustainable revenue for the budget.
To achieve the aforementioned goal, one of Da Nang city's key solutions is to organize auctions for land use rights of large plots of land in prime locations with complete infrastructure to attract investors.
According to the Da Nang City Land Development Center, from the beginning of 2025 to the present, the unit has coordinated the auction of two large land plots with a total one-time land lease payment of over 1,554 billion VND, including: the land plot for investment in the urban public and service area of the Hoa Xuan Sports Complex project, Hoa Xuan ward (1,194.5 billion VND) and the land plot at 16 Bach Dang Street, Hai Chau ward (359.69 billion VND). In addition, 57 subdivided residential land plots were auctioned, generating a total revenue of 306.87 billion VND.

In addition, a selection process was organized to lease two plots of land for a short period to organize the Son Tra night market, with a land lease fee of over 3 billion VND/year. Furthermore, 19 individuals and organizations were granted short-term leases for 25 plots of land for temporary parking, commercial activities, and services, with a total land lease fee of over 14.7 billion VND/year.
According to Huynh Tan Quang, Director of the Da Nang City Land Development Center: “Da Nang is the first locality in the country to organize the temporary leasing of public land for short periods. In August 2025, the unit will coordinate the auction of two land plots, including: plot A1 in the Bach Dang Dong resettlement area project (Son Tra ward) with a total area of 11,371 m2 and plot A1-1, facing Vo Van Kiet road (An Hai ward) with an area of 4,027 m2 .”
From now until the end of 2025, the unit will also urgently complete the procedures to put an additional 81 subdivided residential land plots up for auction. It is expected that in the first six months of 2025, the city will collect an additional 1,389 billion VND (based on the starting price) into the budget from the auction of two large land areas (1,089 billion VND) and 81 residential land plots (approximately 330 billion VND).
Focus on completing the land auction documents.
In addition to the large plots of land and residential lots that will be auctioned as mentioned above, the Da Nang City Land Development Center is submitting to the City People's Committee for approval a plan to auction a plot of land for investment in a commercial center in Ngu Hanh Son ward; finalizing auction documents for 4 plots of land and determining the starting price for 5 other plots of land.
In addition, further procedures will be carried out for 76 other residential land plots that have already been planned for auction, in order to bring these large land plots to auction soon, thereby contributing to increasing revenue for the city's budget and promoting socio-economic development.

Through the aforementioned land use rights auction, the city also adjusts land prices to reflect market conditions. The City People's Committee has adjusted land prices in the land price list twice, effective from January 1, 2025 and July 7, 2025, to closely approximate market prices and avoid revenue losses for the state budget.
The Department of Agriculture and Environment is actively implementing plans and schemes for auctioning land use rights and bidding on land-use projects; accelerating land allocation and issuance of land use right certificates and certificates for assets attached to the land; actively determining land prices and reassessing land-related financial obligations in key projects; and transferring information on financial obligations to tax authorities for timely issuance of notices for collection into the state budget.
In particular, coordination among relevant departments and units is crucial to proactively expedite the completion of plans for collecting financial obligations related to projects and land as outlined in inspection reports, audits, and court judgments, thereby resolving difficulties and obstacles for investors and businesses.
This not only increases land revenue for the city budget but also contributes to double-digit economic growth and continues to generate a sustainable source of budget revenue.
