Hanoi: More than 2,000 applications for leave under Decree 178

On the afternoon of July 16, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong chaired a conference to assess the implementation of the two-level local government model in the city.

Here, 13 Party Secretaries of wards and communes gave their opinions and recommendations on issues related to the operation of the two-level government model after 2 weeks from July 1, 2025.

In particular, Secretary of the Phu Xuyen Commune Party Committee Nguyen Xuan Thanh proposed that the city promptly resolve the regime and policies for officials to retire according to Decree No. 178-NQ/CP dated December 31, 2024 of the Government on policies and regimes for officials, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

Discussing and answering this issue, Director of the Department of Home Affairs Tran Dinh Canh said that currently, the city has received 2,005 files of cadres, civil servants, and public employees requesting leave and enjoying benefits according to Decree No. 178-NQ/CP (amended and supplemented by Decree No. 67-ND/CP dated March 15, 2025). However, up to now, the City People's Committee has issued decisions on 525 cases. The remaining files are under review and appraisal.

"For this, the city must consider each file specifically, and all documents must be very carefully," said comrade Tran Dinh Canh.

According to the Director of the Department of Home Affairs, the remaining 1,480 files are being reviewed. However, the city determined that the budget expenditure for this is very large, with 525 people having their files approved recently, the city had to spend nearly 700 billion VND. If all 1,480 remaining cases are approved, the budget expenditure could reach 4-5 trillion VND...
