Ethnic programs and policies and 3 National Target Programs (NTPs) for the 2021-2025 period have been seriously implemented; investment resources supported by ethnic programs and policies have made an important contribution to changing the face of rural mountainous areas.
The results achieved from the effective implementation of ethnic programs, projects, policies and especially the 3 National Target Programs show that the people's lives have been improved, the poverty rate has decreased from 4.70% (in 2019) to 2.40%. Currently, 100% of ethnic minority communes have car roads to the center; over 90% of extremely disadvantaged hamlets have roads; 100% of extremely disadvantaged communes have electricity grids to the center, nearly 99% of households have access to electricity; 98.7% of communes have cultural post offices; 100% of communes have radio and television coverage, 89.3% of households use clean water; 98.6% of households use the national grid and other sources of electricity; 100% of ethnic minority communes have national standard health stations.
The quality of education in ethnic minority areas has been improved; the scale of schools and classes at all levels in ethnic minority areas has been expanding. Localities have done a good job of taking care of people's health, preventing major epidemics from occurring in the area.
Attention is paid to the preservation and promotion of traditional cultural values of ethnic groups. National defense and security are maintained; ethnic groups in the province are always united, striving to rise up, actively participating in the work of building the Party, the political system and the Great National Unity bloc.
The 4th Congress of Ethnic Minorities in Kien Giang Province in 2024 set a target that by 2029, the average income of ethnic minorities will be half of the province's average; the poverty rate among ethnic minorities will be reduced to below 2%. Speaking at the Congress, Deputy Minister and Vice Chairwoman of the Committee for Ethnic Minorities Nong Thi Ha expressed her joy at the achievements in the fields of economic and social life of ethnic minorities in Kien Giang province. In addition to the achievements, Deputy Minister and Vice Chairman Nong Thi Ha also pointed out a number of key and urgent tasks for ethnic minority and mountainous areas, including Kien Giang province, which are still changing slowly.
On that basis, Deputy Minister and Vice Chairman Nong Thi Ha requested the Party Committee and the government of Kien Giang province to continue to pay attention to disseminating, thoroughly grasping and effectively implementing Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the 9th Party Central Committee on ethnic work in the new situation. On that basis, develop a specific action program and plan for implementation. Make the greatest effort to fundamentally solve urgent problems arising in practice, create livelihoods, improve people's income and life, and implement the motto of "leaving no one behind".
Renewing thinking, taking drastic actions, with the highest political determination, promoting the province's potential and advantages, focusing resources on investment in socio-economic development, promoting hunger eradication and poverty reduction, building new rural areas, improving the material and spiritual life of ethnic minorities, effectively implementing 3 National Target Programs, especially the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030 in the province.
Focus on building and consolidating the grassroots political system in ethnic minority and mountainous areas, especially in border communes, remote communes, and extremely difficult areas. Focus on training, fostering, and developing human resources, especially local ethnic minority cadres and very few ethnic minority cadres; increase the number of capable and dedicated cadres to work in difficult areas; promote the role of prestigious people and all classes of people in building and consolidating the grassroots political system.
Combine socio-economic development with ensuring national defense and security, especially in vulnerable areas, remote and border areas; proactively build a national defense posture, a people's security posture, associated with a solid people's heart posture. Proactively resolve all conflicts and problems arising right from the grassroots; create consensus, build villages, hamlets, and communes that are united, peaceful and developed.
For the delegates and ethnic minorities, Deputy Minister and Vice Chairman Nong Thi Ha hopes that people will give priority and create all conditions for their children to go to school, play and study. Change their thinking and way of doing, constantly strive to overcome difficulties and strive to get rich legitimately right on their homeland. Actively participate in the fight against negative phenomena and social evils, fight against distorted and destructive arguments of hostile forces, do not believe, follow, do not let bad people take advantage of, entice and harm the Fatherland.
