Ms. NT - parent of an 11th grade student at Hong Linh High School reflected: "The sponsorship is called voluntary but the homeroom teacher informed us of the specific contribution amount for each student, making us feel like this is mandatory."

Discussing this issue, Mr. Nguyen Hong Hai - Principal of Hong Linh High School said: "In the 2025 - 2026 school year, the school has developed a plan to mobilize sponsorship with a total budget of 905 million VND, serving 4 items: paving the A1 courtyard, renovating the traditional room, repairing the toilet and the guard house. This plan has been approved by the Department of Education and Training. During the implementation process, the Board of Directors did not intend to divide the sponsorship equally. Perhaps in some classes, the homeroom teachers did not fully understand the general spirit, so they divided equally. The school has seriously learned from this issue and will promptly correct it."

Previously, at Thach Ha Primary School, on September 19, many parents expressed their dissatisfaction when the students' lunch cost 25,000 VND, but the portion was quite monotonous, the amount of food was small and lacked nutritious food. Ms. LTH - a parent whose child is in grade 3 informed: "We do not mind paying for our children's lunch, but it must be true to the actual value."

In response to parents' feedback, the leadership of Thach Ha Primary School has acknowledged, accepted, and will continue to make adjustments to improve meal quality. "The school will also publicize the menu and coordinate with parents in monitoring meal quality, in order to create transparency, consensus, and enhance shared responsibility in caring for boarding students," affirmed Ms. Le Thi Phuong - Principal of Thach Ha Primary School.

In particular, we plan to request investment in a canopy for the walkway from the classrooms to the gate to ensure protection from the rain and sun for students, in addition to the need to add desks and chairs due to the increase in student population and number of classes. The proposals have been sent to the local authorities for survey and comments before the school implements the next steps."

During this time, many primary and preschool educational institutions in the area are also proactively taking preparation steps in the correct order.

Mr. Tran Trong Tu - Principal of Thach Lien Primary School (Dong Kinh Commune) said: "We are building a socialization plan at the beginning of the school year and submitting it to the Commune People's Committee according to the instructions. All revenues, no matter how small, are carefully considered, public and transparent. After receiving consensus from the locality, the school will hold a meeting with parents to get their opinions, to avoid causing misunderstandings or concerns among parents."

The socialization of early-year revenues contributes to creating conditions for schools to achieve the goal of improving the quality of education.

It is known that, in order to ensure publicity and transparency of revenues, create consensus among parents and public opinion, right from the beginning of the school year, the Department of Education and Training has issued an official dispatch guiding the implementation of tuition policy, exemption, reduction, support of tuition fees and revenues in the field of education and training... Socialization activities in public educational institutions will be carried out in accordance with the spirit of official dispatch No. 5027/UBND-VX dated July 31, 2019 of the Provincial People's Committee on guidelines for mobilizing, receiving, managing and using funding for educational institutions in Ha Tinh province.

For service fees serving and supporting educational activities in public preschool and general education institutions, they are implemented according to the provisions of Resolution No. 107/2023/NQ-HDND dated July 14, 2023 of the Provincial People's Council. The Department also guides the specific collection levels for the following items: 10th grade entrance exam, high school graduation exam, test papers, study cards; organizing boarding at schools; service fees for students such as: drinking water; electronic contact books...

The Department of Education and Training's guidance also clearly states: the regulated services are direct services for students, voluntary according to the needs of students and parents. The specific collection level at schools is agreed upon by educational institutions and parents based on service quality, reasonable cost estimates for service implementation, in accordance with the socio-economic conditions of the locality and each level of education. Collection and expenditure must ensure the principles of publicity, democracy, and transparency according to regulations. Along with the guidance document, the sector has also directed schools to thoroughly understand the parent representative committee to properly perform its functions, tasks, and powers.

Boarding services help preschools maintain order and improve the quality of childcare and education.

Mr. Nguyen Hong Cuong - Deputy Director of the Department of Education and Training of Ha Tinh informed: "Along with the guidance, the sector will strengthen the inspection and examination of the revenues and expenditures of educational and training establishments in the area, absolutely not allowing the situation of "overcharging". At the same time, handle and propose strict handling of the heads of educational establishments that allow the situation of overcharging and illegal collection to occur".

Socialization is an important activity, contributing to strengthening the infrastructure and improving the quality of education and student care. However, the process of socialization must be implemented in accordance with regulations, publicly, transparently and voluntarily.
