The Ho Chi Minh City Department of Education and Training has just issued a document announcing the conclusion of Deputy Director of the Ho Chi Minh City Department of Education and Training Nguyen Thi Nhat Hang at the meeting on revenue and expenditure at the beginning of the 2025-2026 school year.
Accordingly, Ms. Nguyen Thi Nhat Hang requested that heads of public educational institutions in Ho Chi Minh City not generate any revenue outside of regulations.
Schools need to base on documents guiding the collection and use of tuition fees and other revenues, documents guiding the implementation of school program content; documents on tuition exemption, reduction and support policies... to make revenue and expenditure estimates. Schools need to make public information to parents before organizing implementation and fully implement financial policies according to regulations.
In addition, the Deputy Director of the Department of Education and Training of Ho Chi Minh City also requested the leaders of the People's Committees of wards, communes and special zones to consider service fees and other fees other than tuition fees based on the operational plan, revenue and expenditure estimates and proposed revenue levels of each educational institution.
Agree on a collection level framework appropriate to the actual situation of each locality and the practice of each educational institution before implementation.
In addition, the People's Committees of wards, communes and special zones need to strengthen the inspection and supervision of the revenue and expenditure situation at the beginning of the school year at educational institutions under their management according to the management hierarchy to promptly rectify the situation of collecting illegal fees.
Be accountable to society for the operations of educational institutions according to management decentralization, including the management of revenues in the area according to regulations.
24 public school fees
In the 2025-2026 school year, Ho Chi Minh City stipulates a maximum of 24 fees that public schools are allowed to collect, including 9 fees according to Resolution 18 of the Ho Chi Minh City People's Council and 15 other service fees (10 fees related to school programs and 5 fees for organizing other services for students).
