The forum attracted the participation of more than 500 domestic and international delegates. This is an opportunity to exchange visions, share experiences and, more importantly, affirm Vietnam's determination to put innovation and promote strategic technology industries at the heart of the country's socio-economic development strategy.
The event is part of the National Innovation Day 2025 organized by the Ministry of Science and Technology (MOST) in coordination with the Ministry of Finance , taking place on October 1-3 at Hoa Lac High-Tech Park.
Affirming determination to innovate and promote strategic technology
At the Forum, Permanent Deputy Minister of Science and Technology Vu Hai Quan stated that technology is reshaping national power and global value chains. Vietnam therefore needs a new approach if it wants to rise in the context of fierce competition.
Overview of the Forum.
According to Permanent Deputy Minister Vu Hai Quan, Resolution 57 of the Politburo has identified bottlenecks and affirmed that Vietnam must master technology to develop rapidly and sustainably, while strengthening security and defense. In June, the Prime Minister issued a list of 11 technology groups and 35 strategic product groups such as AI, semiconductor chips, blockchain, and robots, to promote the development of key industries.
For quick and effective implementation, the Ministry of Science and Technology builds strategic technology programs in four directions.
The first is to standardize each technology and strategic product into fundamental pillars, including core technology, infrastructure, and human resources. In the second direction, each pillar is transformed into standardized tasks, including context and objectives; scope and approach, implementation organization; products, time and progress; budget and resources, and criteria for evaluating results.
Third, from the tasks, thematic projects will be formed to invite businesses, institutes, schools, ministries, branches, and localities to participate in implementation. Finally, based on the implementation of technology and strategic products, the Ministry of Science and Technology will gradually form an innovation ecosystem.
Permanent Deputy Minister Vu Hai Quan said that the Ministry of Science and Technology hopes that experts, scientists, businesses, institutes, especially innovation alliances, will consult on this implementation method.

At the Forum, not only representatives of management agencies, many technology enterprises, networks, and experts also shared directions to contribute to the deployment of strategic technology in Vietnam.
Sharing at the forum, Ms. Mariam J. Sherman - World Bank Country Director for Vietnam, Cambodia and Laos welcomed the Government's commitment to promoting science, technology and innovation as a new growth engine. Vietnam possesses many great advantages.
What is needed now is a well-thought-out strategy – a so-called “three plus one” formula that includes: Tech talent, innovation ecosystem and supply chain linkages, all tied together by the +1 factor: A strong focus on a few select clusters of innovation drivers.
Mr. Thieu Phuong Nam, General Director of Qualcomm Vietnam, Cambodia and Laos, said that the group has been present in Vietnam for more than 20 years and considers it an important base. Last June, Qualcomm opened the R&D Center in Hanoi - one of the group's major centers worldwide. The entire engineering team here is Vietnamese, participating in advanced technology projects with products that not only serve the domestic market but are also applied in many other countries. "Artificial intelligence will change the way we approach and interact with technology. This is an opportunity for Vietnam to participate more deeply in the global value chain," Mr. Nam said.
In the field of artificial intelligence (AI), the ViGen project was established with the cooperation between Meta, NIC and AI for Vietnam to build a Vietnamese language dataset from kindergarten to university. Mr. Tran Viet Hung, co-founder of AI for Vietnam, said that the project created a 50 billion parameter dataset, along with five Vietnamese language assessment sets, to serve the training of AI models.
According to Mr. Tran Viet Hung, the current major barrier is that Vietnamese is not yet natively supported by international AI models. ViGen will help fill this gap. The project also encourages the community to contribute data, and each participating individual will accumulate points and convert them into specific values.
In the field of cyber security, Mr. Ngo Tuan Anh, Chairman of ViSecurity network, introduced the Vietnam Open Cyber Range (VOCR) initiative. This is a practical training platform built in an open direction, with the participation of many universities, research institutes and enterprises.
VOCR is also designed to be open in its operation, allowing training institutions or individuals passionate about cybersecurity to easily access and use it. According to Mr. Ngo Tuan Anh, the goal of the platform is to build an in-depth training environment, contributing to solving the problem of high-quality cybersecurity human resources for Vietnam.
6 trends and "golden keys" for the new phase
Deputy Prime Minister Nguyen Chi Dung analyzed six major trends that are having a strong and profound impact on the fields of science and technology, innovation and digital transformation.
To continue promoting the above achievements, step by step helping Vietnam realize its aspiration to become a leading center of science, technology and innovation in the region and the world, Deputy Prime Minister Nguyen Chi Dung called on ministries, branches, localities, experts, and domestic and foreign partners to join hands and accompany Vietnam in implementing specific tasks.
Firstly, the National Innovation Center - NIC must continue to promote its role as the core of Vietnam's innovation ecosystem. In particular, continue to develop Innovation Networks and Vietnamese and Vietnamese-origin experts in new technology industries; first of all, 11 strategic technology industries according to Decision No. 1159/QD-TTg of the Prime Minister; connect with technology corporations and international organizations; soon form strong research groups with leadership capabilities in a number of strategic technology industries...
Second, ministries, branches and localities should focus on removing bottlenecks in institutions, infrastructure and human resources. In the immediate future, it is necessary to complete and soon submit the Laws in the field of science, technology and innovation to the National Assembly for approval at the upcoming 10th session to put into practice (including: Law on Intellectual Property, Law on Technology Transfer, Law on High Technology, and especially the Law on Artificial Intelligence).
Third, the Innovation Networks and Strategic Technology Experts continue to play the role of "extended arms", accompanying the Government, ministries, branches and domestic enterprises.
Network members need to proactively participate in the process of strategic planning, policy making, promoting research, development and application of new technologies, thereby contributing to solving major challenges, turning the country's "difficult problems" into "new opportunities" for the future.
Fourth, technology corporations and international organizations continue to accompany Vietnam, expand investment cooperation, link research with application and technology transfer.
In particular, jointly develop "Made by Vietnam" products, researched, designed and produced by Vietnamese people, for Vietnamese people and consumers around the world. Thereby, bringing Vietnam to a "higher step" of the global value chain and affirming its position on the world technology map.
Fifth, the subjects of the domestic innovation ecosystem (Institutes, Schools, businesses, startups, scientists...) must rise up, proactively grasp "new trends", and become pioneering "warriors" in the development of science and technology, innovation, and national digital transformation.
"On the threshold of the country entering a new era - the era of national development, Vietnam consistently holds the view that "promoting science and technology, innovation, digital transformation and developing strategic technology industries are the golden keys for the new period". This is not just a simple choice, but the development imperative of the times", Deputy Prime Minister Nguyen Chi Dung emphasized.
The Deputy Prime Minister also expressed his belief that with the high political determination of the entire political system, the aspiration of the domestic innovation community and the support and companionship of international partners and friends, we will turn our aspirations into reality, making Vietnam a developed, independent, self-reliant and prosperous country in the 21st century.
