Strategic technology – creating breakthrough economic growth

At the regular press conference of the Ministry of Science and Technology in July 2025 held on the afternoon of August 5, Deputy Minister Bui Hoang Phuong affirmed that the Ministry and its specialized units clearly understand strategic technology, new technology, and the country's needs, so they have changed their approach to achieve high efficiency.

Previously, scientists , research institutes, and businesses had to come to the Ministry to propose tasks and research topics. Now, the Ministry requires funds and units to proactively work with research institutes and businesses to place orders. In particular, with strategic technologies, the Ministry assigns tasks to organizations and businesses. According to Deputy Minister Bui Hoang Phuong, to date, the Ministry's units have worked with 38 units.

Pioneering deployment of strategic technology products

On June 12, 2025, in Decision No. 1131/QD-TTg, the Prime Minister issued the List of strategic technologies and strategic technology products. Thereby affirming the highest political commitment to mastering strategic technologies, aiming to create economic growth breakthroughs and solve major national problems.

On June 27, 2025, the National Assembly passed the Law on Science, Technology and Innovation; which, for the first time, established the legal concept of strategic technology. The Law creates the foundation for breakthrough policies to develop strategic technology: empowering the Chief Engineer; allowing the purchase of sample products, decoding technology, hiring experts by agreement, prioritizing public procurement and ensuring a large enough, long-term budget.

Mr. Hoang Anh Tu, Deputy Director of the Department of Science, Technology and Engineering (Ministry of Science and Technology) said that the Ministry has identified 1 to 3 strategic products that are urgent, have the potential to succeed quickly, create widespread impacts and have the willingness of businesses to participate in pioneering implementation in the coming time.

The National Project on Strategic Technology Development to 2030 and Vision to 2035, including the National Science and Technology Program on Strategic Technology Development (including 11 component programs - corresponding to 11 strategic technology groups) will be submitted by the Ministry to the Prime Minister for approval soon.

Along with that, the Ministry submitted to the Prime Minister for approval the Project to develop a system of shared key research centers and laboratories, focusing on strategic technology. The system will be located at institutes, high-tech zones, following an open, public-private partnership model, allowing all parties to access and use it.

The Ministry of Science and Technology develops and submits to competent authorities for promulgation documents guiding the Law on Science, Technology and Innovation to complete the legal corridor for strategic technology development.

The Ministry will also synchronously deploy solutions for strategic technology development. These include establishing technology decoding and reverse engineering centers; allowing the use of budgets to purchase, decode and localize technology. Local strategic technology clusters will be gradually formed; each cluster focuses on a number of key technologies according to regional advantages, with specific mechanisms on public investment, land, finance and human resources. In addition, the National Communication Program on Strategic Technology Development to raise social awareness and bring strategic technology products "Make in Vietnam" to the world will soon be developed by the Ministry of Science and Technology.

Coordinate the implementation of specific tasks

According to Mr. Hoang Anh Tu, to deploy strategic technologies, the Ministry of Science and Technology has coordinated with ministries and branches to carry out key tasks.

Specifically, the Ministry organized surveys and worked with large enterprises and institutes in Hanoi and Ho Chi Minh City to identify strategic technologies and strategic technology products; focusing on the scale of investment and the ability of enterprises and institutes to participate in developing strategic technologies.

The Ministry widely announces the plan to fund strategic technology development projects on the National Science and Technology Development Fund and National Innovation Portal, thereby calling on organizations, individuals and businesses to register to participate in research and development of strategic technologies.

The number of patents and utility solutions of Vietnamese entities (institutes, enterprises and other entities) related to 11 strategic technology groups has been reviewed and counted by the Ministry. Currently, Vietnam owns 474 patents and 2,193 applications for patents and utility solutions. Of which, the highest is the "Artificial Intelligence" group with the patent and application rates of 35% and 7.4% respectively; the lowest is the "Energy technology, material technology" group with the patent and application rates of 1.9% and 1.3% respectively.

In particular, the Ministry has coordinated with ministries and branches to comprehensively restructure the National Science and Technology Development Fund to streamline the process and improve the efficiency of funding allocation for strategic technology. Once the task has been approved and a qualified organization is in charge, the Fund will immediately provide funding for implementation, regardless of the annual budget cycle.
