( Bqp.vn ) – Party work and political work play a leading role in building a new-style army of the working class. When discussing this issue, VI Lenin once pointed out: Carrying out party work and political work is not only a basic principle, but also a powerful weapon of the communist party in improving the fighting strength and combat readiness of the army. This has been proven by the practice of building, fighting and winning of the Soviet Red Army: “Where political work in the army, the work of political commissars is done most carefully…, there is no laxity in the army, the army maintains better order, and their morale is also higher; there are more victories” [1] and vice versa. At the same time, it is affirmed that the leadership of the communist party is the decisive factor in ensuring that the Red Army always maintains its working-class nature; it is the source of the strength of the revolutionary army.

Loyal to, applying and creatively developing Marxism-Leninism, right from the time of organizing the revolutionary armed forces, our Party and Leader Ho Chi Minh have determined the basic viewpoints on the Party leading the Army, building the Army politically, the principles of conducting Party work and political work in the Army. Party work and political work have become the "soul and lifeblood" of the Army; the factor ensuring the Party firmly grasps and exercises "absolute, direct leadership in all aspects" of the Army in all situations and the Army is truly the military organization of the Party, has the "correct political path" [2], fights for national independence associated with socialism, for the happiness of the people.
Right from the establishment of the Vietnam Propaganda Liberation Army (December 22, 1944) - the first main force and the predecessor of the Vietnam People's Army, party and political activities were established by establishing a Party cell to lead the Team and appointing a political commissar - the person in charge of political work alongside the Team Leader; that created great strength for the first main force, although just established, with only 34 team members and rudimentary weapons, to win two consecutive battles: Phai Khat, Na Ngan, opening the tradition of winning the first battle, determined to fight, determined to win of the heroic Vietnam People's Army.
During the resistance war against the French colonialists, party work and political work focused on building political and spiritual factors for soldiers and people to raise their determination to successfully implement the Party's guidelines of "both resistance and nation building", "all-people, comprehensive resistance", "long-term resistance", "self-reliance, relying mainly on one's own strength", etc. Especially, in the Dien Bien Phu Campaign, in the face of countless difficulties and fierceness, especially when changing the combat motto from "fight quickly, resolve quickly" to "fight firmly, advance firmly", party work and political work were carried out with many timely and effective contents, forms and measures, penetrating deeply into every heart and mind, urging our cadres, soldiers and all people both at the front and in the rear to be determined, join hands, and be united, creating a victory that "resounded throughout the five continents, shook the earth", forcing the French colonialists to sign the Geneva Agreement recognizing Vietnam's independence and sovereignty . South, Laos and Cambodia.
During the resistance war against the US to save the country, party work and political work had a remarkable development in terms of content, form, method and force, contributing to making cadres, soldiers and people raise their patriotism and love for socialism; determined to successfully carry out the policy of simultaneously carrying out two strategic tasks: socialist revolution in the North and people's national democratic revolution in the South. Through the work aspects: ideology, organization, cadres, mass mobilization - enemy mobilization, policies have aroused and strongly promoted the political and spiritual factors of the entire Party, the entire people and the entire army, highly promoted the strength of revolutionary heroism, the strategic ideology of the revolutionary offensive, combined national strength with the strength of the times to "split Truong Son" to save the country, made glorious achievements, the peak of which was the historic Ho Chi Minh Campaign, liberating the South, unifying the country, leading the whole country to socialism. Next, Party and political activities have made an important contribution to arousing and promoting the spirit of solidarity and determination of the entire army and people to successfully carry out the task of firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland and completing glorious international missions.
In the period of national renewal, in response to the requirements of building the Army, consolidating national defense, and protecting the socialist Fatherland in the new situation, Party work and political work always play a decisive role in building a politically strong Army, creating a foundation for improving overall quality and combat strength, building a "lean, compact, strong" Army, and advancing towards modernization. In particular, focusing on promoting political education, ideological orientation, building political mettle, and determination to fight for cadres and soldiers; building exemplary clean and strong Party committees and organizations. Focusing on educating and training a contingent of cadres and Party members who are "both red and professional"; constantly strengthening solidarity and attachment to the people, building a solid "people's heart position" in each locality and throughout the country.
In the new context, Party and political work activities always closely follow reality and are carried out effectively in units in remote, border and island areas; especially in handling non-traditional security tasks and challenges, preventing, combating and overcoming the consequences of natural disasters and epidemics, searching, rescuing and saving people; helping people to eliminate hunger and reduce poverty, build new rural areas; participating in United Nations peacekeeping activities; protect the Party's ideological foundation, fight against erroneous and hostile viewpoints, etc. Thereby, contributing to building a strong Army in terms of politics, ideology, ethics, organization and cadres, ensuring that the Army is always a trustworthy political force, a fighting force absolutely loyal to the Fatherland, the Party, the State and the People, performing well the functions of "fighting army, working army, production labor army", making the noble qualities and image of "Uncle Ho's Army" always shine not only to the people in the country but also to international friends.
In the coming years, peace, cooperation and development are forecast to remain the major trend, but the world and regional situation continues to evolve very rapidly, complexly and unpredictably. Strategic competition between major countries; armed conflicts, local wars and non-traditional security challenges continue to increase, strongly and multifacetedly impacting the stability and sustainability of the world and the region. For our country, after nearly 40 years of renovation, we have achieved great achievements of historical significance, and our national comprehensive strength, international position and prestige have been increasingly enhanced. However, our people's work of building and defending the Fatherland continues to face many difficulties and challenges; the four dangers pointed out by our Party still exist, with some becoming more severe; Hostile and reactionary forces have intensified their sabotage against the Party, the State and the Army through "peaceful evolution" activities, promoting "self-evolution", "self-transformation", and "depoliticization" of the Army with extremely sophisticated and insidious plots and tricks. The Party and the State continue to pay attention to building the Army as "refined, compact, and strong", striving to build a revolutionary, disciplined, elite, and modern People's Army by 2030. That situation places increasingly high demands and tasks on Party work and political work in the Army, in order to "meet the requirements of building a politically strong people's armed force, acting as the core in the cause of national defense, security, and protection of the Fatherland in the new situation" [3]. To do that, the entire army needs to focus on effectively implementing, with the highest determination, the following basic contents:
Firstly, continue to raise awareness and responsibility of organizations and forces, especially the contingent of cadres at all levels, about the position and role of party work and political work. Party committees and commanders, especially the contingent of political commissars, political officers, and commanders at all levels, need to continue to thoroughly grasp and deeply understand the position and role of party work and political work in the Army; clearly see that party work and political work are very important parts of the Party's leadership activities towards the Army; are the application of viewpoints, principles, and principles of Party building and political activities of the Party to a specific revolutionary organization - a military organization, whose main function and task is to be ready to fight, fight to protect the Fatherland, protect the Party, the State, and the People; are the basic content and measures in building a strong Army Party organization in terms of politics, ideology, ethics, organization, and cadres. Carrying out party and political work is the responsibility of organizations and forces, first of all of Party committees, political commissars, political officers, and commanders, to maintain and strengthen the absolute and direct leadership of the Party in all aspects over the Army; to ensure that in any circumstances, the Army is always a trustworthy political force, a fighting force absolutely loyal to the Fatherland, the Party, the State, and the People, and excellently completes all assigned tasks. Organizations and forces clearly define their roles and responsibilities in carrying out party and political work according to their positions and responsibilities, ensuring that wherever there are soldiers, there are party and political work activities; to overcome inadequate awareness of the position, role, and importance of party and political work in the Army, and manifestations of irresponsibility, affecting the quality, effectiveness, and efficiency of this important work.
Second, strengthen the leadership and direction of Party committees and commanders at all levels in Party and political work activities. This is a key issue to maintain and strengthen the absolute and direct leadership of the Party in all aspects over the Army; ensure that Party and political work are always the "soul and lifeblood" of the Army. To effectively implement this content, it is necessary to first focus on building Party committees and Party organizations in the Army Party Committee that are clean, strong, and exemplary, truly the core of leadership in each agency and unit, associated with building "exemplary and exemplary" comprehensively strong agencies and units. Focus on perfecting, consolidating, and improving the comprehensive leadership capacity and fighting strength of Party organizations, especially in strategic agencies and units that are reorganized and organizationally perfected. Along with that, attach importance to innovating leadership styles and methods, strictly implementing the Party's organizational and operational principles; Strengthen the Party's inspection, supervision and disciplinary work, and carry out well the work of protecting internal politics. Continue to strictly implement the resolutions, conclusions, directives and regulations of the Party and the Central Military Commission on Party building and rectification work, on the responsibility to set an example, and regulations on what Party members are not allowed to do [4]. Promote the study and follow of Ho Chi Minh's ideology, morality and lifestyle, in conjunction with the Campaign to promote tradition, contribute talent, and be worthy of the title "Uncle Ho's Soldiers" in the new period, Resolution No. 847-NQ/QUTW, dated December 28, 2021 of the Central Military Commission "On promoting the qualities of "Uncle Ho's Soldiers", resolutely fighting against individualism in the new situation". Strengthen management, education, training and improve the quality of Party members, first of all, the fighting spirit and pioneering role in political qualities, morality, lifestyle, exemplary actions, words go hand in hand with deeds, superiors set an example for subordinates; Maintain solidarity and unity in each agency and unit. Improve the quality of party member development work; closely combine building party members with building cadres, building party committees with building cadres in charge at all levels.
Third, regularly take care to improve and enhance the quality of political agencies, political cadres, especially the team of political commissars and political officers at all levels to meet the requirements and tasks in the new situation. Party committees and commanders at all levels continue to thoroughly grasp and strictly implement Resolution No. 51/NQ-TW, dated July 20, 2005 of the Politburo (9th tenure), Resolution No. 513/NQ-ĐUQSTW, dated November 17, 2005 of the Central Military Party Committee (now the Central Military Commission) "On continuing to perfect the Party's leadership mechanism, implementing the one-person commander regime associated with implementing the political commissar and political officer regime in the Vietnam People's Army"; Resolution No. 26-NQ/TW, dated May 19, 2018 of the Party Central Committee (12th tenure) "On focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks"; Resolution No. 109-NQ/QUTW, dated February 11, 2019 of the Central Military Commission "On building a contingent of military cadres, especially at the campaign and strategic levels to meet the requirements and tasks in the new situation", Regulation No. 2036-QC/QUTW, dated June 16, 2023 of the Central Military Commission "On leading cadre work in the Vietnam People's Army",...
Regularly take care to improve the quality of strong political agencies at all levels, promote the role of advising, proposing, assisting Party committees, political commissars, political officers, and commanders in leading, directing, and guiding the implementation of Party and political activities. Continue to pay attention to building a contingent of political cadres, political commissars, and political officers with sufficient quantity, high quality, and reasonable structure, to act as the core to carry out political tasks and conduct Party and political work in agencies and units. Focus on training and improving moral qualities; political leadership capacity; comprehensive and in-depth knowledge and the ability to comprehensively apply forms, methods, and means to conduct Party and political work according to positions and responsibilities. Regularly innovate and improve the quality and effectiveness of planning, training, fostering, managing, evaluating, transferring, arranging, and using cadres. Effectively implement projects and policies to attract and utilize talents in the Army. Strengthen control of power and resolutely and strictly handle negative manifestations in personnel work.
Fourth, continue to innovate the content, form, and methods of conducting party work and political work in accordance with the subjects, tasks, and practices of the Army and the country in the new situation. On the basis of thoroughly grasping and strictly implementing the leadership of the Party and the Central Military Commission, directly Resolution No. 05-NQ/TW dated January 17, 2022 of the Politburo (13th tenure), Resolution No. 230-NQ/QUTW dated April 2, 2022 of the Central Military Commission "On leadership in implementing the organization of the Vietnam People's Army in the period of 2021 - 2030 and the following years", Party committees, leading cadres, and political agencies at all levels need to closely follow the practical situation, determine the content, form, methods, and means of conducting party work and political work appropriately. Focus on innovating, improving the quality, effectiveness and efficiency of Party and political work in tasks, especially training and combat readiness tasks; adjusting the organization and arrangement of forces in building a "lean, compact, strong" Army, advancing towards modernization; building discipline and discipline; preventing and combating non-traditional security challenges; defense diplomacy; protecting sovereignty over seas and islands; building defense zones, participating in building political bases, developing the economy - society, eliminating hunger and reducing poverty, etc. Promote the proactiveness, sensitivity, creativity and spirit of "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges and dare to act for the common good" of cadres at all levels. Resolutely overcome formalism, the state of "old ways and paths", mechanicalness, and being far from reality in conducting Party and political work.
Fifth, promote the combined strength of organizations and forces; strengthen the material facilities and means in carrying out party and political work. Party and political work in the Vietnam People's Army includes many activities, many organizations and forces participating with different nature, tasks and methods. To improve the quality, effectiveness and efficiency of this very important work, it is necessary to promote the combined strength of organizations and forces, closely coordinate between the Ministry of National Defense and central departments, ministries and branches; local Party committees, authorities, Fatherland Front and mass organizations in organizing implementation; between the activities of political commissars and political officers and the activities of commanders; the activities of political agencies and political cadres with agencies in the unit. Along with that, promote the role and responsibility of organizations and forces; especially the role of command staff at all levels, staff, logistics and technical agencies in conducting party and political work. Strengthen the mobilization and use of resources, modern material and technical means, and digital transformation in party and political work. Regularly attach importance to the work of summarizing, concluding and drawing experiences in each task and each stage to improve the quality, effectiveness and efficiency of party and political work.
Sixth, step up the struggle on the ideological and theoretical front, contributing to firmly protecting the Party's ideological foundation, defeating the plots and tricks of "peaceful evolution" and "depoliticization" of the Army by hostile forces. Party committees , commanders, and political agencies at all levels strengthen the dissemination and effective implementation of Conclusion No. 89-KL/TW, dated July 25, 2024 of the Politburo (13th tenure) "On continuing to implement Resolution No. 35-NQ/TW, dated October 22, 2018 of the Politburo (12th tenure) on strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation". Focus on propaganda and education for cadres, soldiers, and people to clearly see the dangers of the plots and tricks of "peaceful evolution" and "depoliticization" of the Army by hostile forces. Synchronously carry out many solutions to improve the resistance and revolutionary vigilance of cadres and soldiers. Regularly grasp, manage and resolve well the ideology of the army, not to be passive or surprised. Promote the combined strength and role of the forces, the core of which is the Steering Committee 35, specialized forces at all levels, news agencies and the press, resolutely fight to expose the tricks of hostile forces that distort and deny Marxism-Leninism, Ho Chi Minh's thought and the leadership role of the Party; distort and deny the history and heroic traditions of the Party, the nation and the Army, demanding the "depoliticization" of the Army.
Looking back on the 80-year journey of building, fighting, winning and growing of the Vietnam People's Army, we are extremely proud of the heroic tradition, great feats of arms and strong development steps of the Army, including the great contributions of Party work and political work. The Central Military Commission and the Ministry of National Defense believe that in the coming time, Party work and political work in the Army will continue to be led, directed, organized and implemented closely and effectively. Thereby, contributing to maintaining and strengthening the absolute and direct leadership of the Party in all aspects over the Army; building a politically strong Army, as a basis for improving overall quality and combat strength, excellently completing all assigned tasks, contributing more to the cause of building and firmly defending the Socialist Republic of Vietnam.
