( Bqp.vn ) – Party work and political work play a leading role in building a new type of army of the working class. When discussing this issue, VI Lenin once pointed out: Conducting party work and political work is not only a basic principle, but also a powerful weapon of the communist party in improving the fighting strength and combat readiness of the army. This has been proven by the practical experience of building, fighting and winning of the Soviet Red Army: “Where political work in the army, the work of political commissars is done most thoroughly… there there is no laxity in the army, the army maintains better order, and their morale is also higher; there are more victories achieved” [1] and vice versa. At the same time, it affirms that the leadership of the communist party is the decisive factor ensuring that the Red Army always maintains its working-class nature; it is the source of strength of the revolutionary army.

Loyal to, applying, and creatively developing Marxism-Leninism, right from the time of organizing the revolutionary armed forces, our Party and Leader Ho Chi Minh determined the basic viewpoints on the Party leading the Army, building the Army politically, and the principles of conducting Party work and political work in the Army. Party work and political work become the "soul and lifeblood" of the Army; the factor that ensures the Party firmly grasps and exercises the right to lead the Army "absolutely and directly in all aspects" in all situations and the Army is truly the military organization of the Party, has the "correct political path" [2], fighting for national independence linked with socialism, for the happiness of the people.

From the very beginning of the establishment of the Vietnam Propaganda and Liberation Army (December 22, 1944) – the first main force and predecessor of the Vietnam People's Army – Party and political work was established by forming a Party branch to lead the Army and assigning a political commissar – a person responsible for political work alongside the Army Commander; this created immense strength for the first main force, which, despite being newly established with only 34 members and rudimentary weapons, won two consecutive battles: Phai Khat and Na Ngan, opening up the tradition of winning the first battle, the decisive battle, and the decisive victory of the heroic Vietnam People's Army.

During the resistance war against French colonial aggression, Party and political work focused on building political and spiritual factors for the army and people, fostering a strong determination to successfully implement the Party's guidelines of "simultaneously resisting and building the nation," "total and comprehensive resistance," "protracted resistance," and "self-reliance,"... Particularly in the Dien Bien Phu Campaign, amidst countless difficulties and fierce battles, especially when shifting the combat strategy from "quick attack, quick resolution" to "steady attack, steady advance," Party and political work was carried out with many timely and effective contents, forms, and measures, deeply penetrating the hearts and minds of every soldier and the entire population, urging cadres, soldiers, and the entire people, both on the front lines and in the rear, to be determined, united, and work together to achieve a victory that "shook the world and resonated across the globe," forcing the French colonialists to sign the Geneva Accords recognizing Vietnam's independence and sovereignty . South, Laos, and Cambodia.

During the resistance war against the US, Party and political work saw remarkable development in terms of content, form, methods, and forces involved, contributing to the enhancement of patriotism and love for socialism among cadres, soldiers, and the people; and the determination to successfully implement the strategic line of simultaneously carrying out two tasks: the socialist revolution in the North and the national democratic revolution in the South. Through various aspects of work: ideology, organization, personnel, mass mobilization - enemy mobilization, and policy, the political and spiritual factors of the entire Party, people, and army were strongly aroused and promoted, maximizing the strength of revolutionary heroism and the strategic thinking of the offensive revolution, combining national strength with the strength of the times to "cut through the Truong Son Mountains" to save the country, achieving glorious victories, culminating in the historic Ho Chi Minh Campaign, liberating the South, unifying the country, and leading the entire nation towards socialism. Furthermore, Party and political work activities have made a significant contribution to arousing and promoting the spirit of unity and determination of the entire army and people to successfully carry out the task of firmly protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland and fulfilling glorious international duties.

During the period of national renewal, in response to the demands of building the Army, strengthening national defense, and protecting the socialist Fatherland in the new situation, Party work and political work have always played a decisive role in building a politically strong Army, serving as the basis for improving overall quality, combat strength, and building a "lean, efficient, and strong" Army, advancing towards modernization. This includes focusing on strengthening political education, ideological orientation, building political fortitude and fighting spirit among officers and soldiers; building exemplary, clean, and strong Party committees and organizations at all levels. Emphasis is placed on educating and training cadres and Party members to be "both politically sound and professionally competent"; continuously strengthening solidarity and close ties with the people, building a solid "people's support" base in each locality and throughout the country.

In the new context, Party and political work activities always closely follow practical realities and are carried out effectively in units in remote, border, and island areas; especially in handling non-traditional security challenges, preventing, combating, and mitigating the consequences of natural disasters and epidemics, search and rescue operations; helping people alleviate poverty, building new rural areas; and participating in United Nations peacekeeping operations. Protecting the Party's ideological foundation and combating erroneous and hostile viewpoints... Through this, contributing to building a politically, ideologically, morally, organizationally, and personnel-strong army, ensuring that the army always remains a reliable political force and a fighting force absolutely loyal to the Fatherland, the Party, the State, and the People, effectively fulfilling its functions as a "fighting force, a working force, and a productive labor force," making the noble qualities and image of "Uncle Ho's soldiers" shine brightly not only with the people at home but also with international friends.

In the coming years, peace, cooperation, and development are predicted to remain the dominant trends, but the global and regional situation continues to evolve rapidly, complexly, and unpredictably. Strategic competition among major powers; armed conflicts, local wars, and non-traditional security challenges continue to increase, impacting the stability and sustainability of the world and the region in many ways. For our country, after nearly 40 years of reform, we have achieved tremendous achievements of historical significance, and our national strength, position, and international prestige have been increasingly enhanced. However, the task of building and defending the Fatherland continues to face many difficulties and challenges; the four dangers identified by our Party still exist, and in some aspects, are becoming more acute. Hostile and reactionary forces are intensifying their opposition to the Party, State, and Army through "peaceful evolution" activities, promoting "self-evolution," "self-transformation," and "depoliticization" of the Army with extremely sophisticated and insidious schemes and tactics. The Army continues to receive attention from the Party and State in building a "lean, strong, and efficient" army, striving to build a revolutionary, regular, elite, and modern People's Army by 2030. This situation places increasingly high demands and tasks on Party work and political work in the Army, aiming to "meet the requirements of building a politically strong people's armed forces, serving as the core in the cause of national defense, security, and protecting the Fatherland in the new situation" [3]. To achieve this, the entire army needs to focus on effectively implementing, with the highest determination, the following basic contents:

Firstly, it is necessary to continue raising the awareness and responsibility of organizations and forces, especially leading cadres at all levels, regarding the position and role of Party work and political work. Party committees and commanders, especially political commissars and commanders at all levels, need to continue to thoroughly understand and deeply grasp the position and role of Party work and political work in the Army; clearly see that Party work and political work are very important parts of the Party's leadership activities over the Army; it is the application of the viewpoints, principles, and rules of Party building and political activities to a unique revolutionary organization – a military organization, whose main function and task is to be ready for combat, to fight to defend the Fatherland, to protect the Party, the State, and the People; it is a fundamental content and measure in building a strong Party Committee within the Army in terms of politics, ideology, ethics, organization, and personnel. Conducting Party and political work is the responsibility of all organizations and forces, primarily the Party committees, political commissars, and commanders, in order to maintain and strengthen the absolute and direct leadership of the Party over the Army in all aspects; ensuring that under any circumstances, the Army remains a reliable political force and a fighting force absolutely loyal to the Fatherland, the Party, the State, and the People, successfully fulfilling all assigned tasks. Organizations and forces must clearly define their roles and responsibilities in conducting Party and political work according to their positions and duties, ensuring that wherever there are troops, there is Party and political work; overcoming inadequate understanding of the position, role, and importance of Party and political work in the Army, and addressing manifestations of irresponsibility that affect the quality, effectiveness, and efficiency of this crucial work.

Secondly, strengthen the leadership and guidance of Party committees and commanders at all levels over Party and political work. This is a key issue to maintain and strengthen the absolute and direct leadership of the Party over the Army in all aspects; ensuring that Party and political work always remain the "soul and lifeblood" of the Army. To effectively implement this, it is necessary to focus on building clean, strong, and exemplary Party committees and organizations within the Army Party Committee, truly serving as the leading core in each agency and unit, in conjunction with building comprehensively strong and exemplary agencies and units. Emphasis should be placed on consolidating, strengthening, and improving the comprehensive leadership capacity and combat strength of Party organizations, especially in strategic agencies and units undergoing organizational restructuring. Along with this, it is important to innovate leadership styles and methods, and strictly adhere to the principles of Party organization and operation. Strengthen the Party's inspection, supervision, and disciplinary enforcement work, and effectively carry out internal political protection work. Continue to strictly implement the resolutions, conclusions, directives, and regulations of the Party and the Central Military Commission on Party building and rectification, on the responsibility of setting an example, and regulations on what Party members are not allowed to do [4]. Promote the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with the Campaign to promote traditions, contribute talents, and live up to the name of "Uncle Ho's Soldiers" in the new era, Resolution No. 847-NQ/QUTW, dated December 28, 2021, of the Central Military Commission "On promoting the qualities of 'Uncle Ho's Soldiers' and resolutely combating individualism in the new situation". Strengthen management, education, training, and improve the quality of Party members, first and foremost the fighting spirit and pioneering role in political qualities, morality, lifestyle, exemplary conduct in action, matching words with deeds, and superiors setting an example for subordinates; Maintain unity and cohesion within each agency and unit. Improve the quality of party member development; closely integrate the building of party members with the building of cadres, and the building of Party committees with the building of leading cadres at all levels.

Thirdly, regularly focus on consolidating and improving the quality of political organs and political cadres, especially the team of political commissars and political officers at all levels, to meet the requirements and tasks in the new situation. Party committees and commanders at all levels continue to thoroughly understand and strictly implement Resolution No. 51/NQ-TW, dated July 20, 2005, of the Politburo (9th term), and Resolution No. 513/NQ-ĐUQSTW, dated November 17, 2005, of the Central Military Party Committee (now the Central Military Commission) "On continuing to improve the Party's leadership mechanism, implementing the one-person command system in conjunction with the implementation of the political commissar and political officer system in the Vietnam People's Army"; Resolution No. 26-NQ/TW, dated May 19, 2018, of the Central Committee of the Communist Party of Vietnam (12th term) "On focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capabilities, and prestige, commensurate with the tasks"; Resolution No. 109-NQ/QUTW, dated February 11, 2019, of the Central Military Commission "On building a contingent of Army cadres, especially at the operational and strategic levels, to meet the requirements and tasks in the new situation"; Regulation No. 2036-QC/QUTW, dated June 16, 2023, of the Central Military Commission "On leading cadre work in the Vietnam People's Army",...

Regularly focus on strengthening and improving the quality of political organs at all levels, effectively promoting their advisory and proposal roles to assist Party committees, political commissars, and commanders in leading, directing, and guiding Party and political work. Continue to prioritize building a sufficient number of high-quality political cadres, political commissars, and political officers with a rational structure, serving as the core for carrying out political tasks and conducting Party and political work within agencies and units. Emphasize the cultivation and enhancement of moral character; political leadership capacity; comprehensive and in-depth knowledge; and the ability to comprehensively apply various forms, methods, and means of conducting Party and political work according to their positions and responsibilities. Continuously innovate and improve the quality and effectiveness of planning, training, fostering, managing, evaluating, rotating, assigning, and utilizing cadres. Effectively implement projects and policies to attract and utilize talent in the military. Strengthen control over power and resolutely deal with negative manifestations in personnel work.

Fourth, continue to innovate the content, form, and methods of conducting Party work and political work to suit the target audience, tasks, and realities of the Army and the country in the new situation. Based on the thorough understanding and strict implementation of the Party's leadership, the Central Military Commission, and directly Resolution No. 05-NQ/TW dated January 17, 2022, of the Politburo (13th term), and Resolution No. 230-NQ/QUTW dated April 2, 2022, of the Central Military Commission "On leading the implementation of the organization of the Vietnam People's Army in the period 2021-2030 and beyond," Party committees, leading cadres, and political agencies at all levels need to closely follow the practical situation and determine appropriate content, forms, methods, and means for conducting Party work and political work. Focus on innovation and improving the quality, effectiveness, and efficiency of Party and political work in all tasks, especially training and combat readiness; adjusting the organization and arrangement of forces in building a "lean, strong, and modern" army; building a regular army and enforcing discipline; preventing and combating non-traditional security challenges; defense diplomacy; protecting maritime and island sovereignty; building defense zones; participating in building political foundations, socio-economic development, poverty alleviation, etc. Promote the proactiveness, sensitivity, creativity, and spirit of "daring to think, daring to speak, daring to act, daring to take responsibility, daring to innovate, daring to confront difficulties and challenges, and daring to act for the common good" of cadres at all levels. Resolutely overcome formalism, the "old ways," and mechanical approaches that are detached from reality in conducting Party and political work.

Fifth, leverage the combined strength of organizations and forces; strengthen the material basis and means in conducting Party work and political work. Party work and political work in the Vietnam People's Army encompass many activities and involve many organizations and forces with different characteristics, tasks, and methods. To improve the quality, effectiveness, and efficiency of this very important work, it is necessary to leverage the combined strength of organizations and forces, closely coordinate between the Ministry of National Defense and central ministries and agencies; local Party committees, governments, the Fatherland Front, and mass organizations in implementation; between the activities of political commissars and political officers and the activities of commanders; and between the activities of political organs and political officers and other agencies within the unit. Along with that, promote the role and responsibility of organizations and forces; Especially important is the role of commanding officers at all levels, staff agencies, logistics, and technical departments in conducting Party and political work. Strengthen the mobilization and utilization of modern material and technical resources and digital transformation in Party and political work. Regularly prioritize preliminary and comprehensive reviews, and draw lessons from each task and stage to improve the quality, effectiveness, and efficiency of Party and political work.

Sixth, strengthen the struggle on the ideological and theoretical front, contributing to firmly protecting the Party's ideological foundation and thwarting the schemes and tactics of "peaceful evolution" and "depoliticization" of the Army by hostile forces. Party committees , commanders, and political agencies at all levels should strengthen the thorough understanding and effective implementation of Conclusion No. 89-KL/TW, dated July 25, 2024, of the Politburo (13th term) "On continuing to implement Resolution No. 35-NQ/TW, dated October 22, 2018, of the Politburo (12th term) on strengthening the protection of the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation." Focus on disseminating information and educating cadres, soldiers, and the people to clearly see the dangers of the schemes and tactics of "peaceful evolution" and "depoliticization" of the Army by hostile forces. Implement a comprehensive set of solutions to enhance the resilience and revolutionary vigilance of officers and soldiers. Regularly monitor, manage, and effectively address the morale of the troops, preventing any passive or unexpected situations. Leverage the combined strength and role of all forces, with the Steering Committee 35 as the core, specialized forces at all levels, and news agencies and the press, to resolutely combat and expose the tactics of hostile forces that distort and deny Marxism-Leninism, Ho Chi Minh Thought, and the Party's leadership role; distort and deny the glorious history and traditions of the Party, the nation, and the Army; and demand the "depoliticization" of the Army.

Looking back at the 80-year journey of building, fighting, winning, and maturing of the Vietnam People's Army, we are immensely proud of its glorious traditions, great victories, and strong development, in which the Party work and political work have made a significant contribution. The Central Military Commission and the Ministry of National Defense believe that in the coming time, Party work and political work within the Army will continue to be led, directed, and implemented effectively and efficiently. This will contribute to maintaining and strengthening the absolute and direct leadership of the Party over the Army in all aspects; building a politically strong Army, which will serve as the basis for improving overall quality and combat strength, successfully fulfilling all assigned tasks, and contributing even more to the cause of building and firmly defending the socialist Fatherland of Vietnam.
