Mass organization work

According to the assessment of the Provincial Party Standing Committee, over the 10 years of implementing Conclusion No. 102 of the Politburo (11th term) on mass organizations, mass organization work in the province has undergone strong transformations, becoming a bridge between the government and the people, contributing to building national unity, promoting socio-economic development and ensuring security and order in the area.

In 2024, under the close guidance of Party committees and authorities at all levels, mass organizations in the province achieved many remarkable accomplishments.

Motivation for community engagement

According to the report of the Provincial Party Standing Committee, as of the end of August 2024, the province had 1,392 mass organizations with 440,532 members. Of these, 65 organizations had a province-wide scope of operation, including 14 organizations assigned tasks by the Party and State and 51 voluntary, self-governing organizations; 124 organizations had a scope of operation at the district level and 1,203 organizations had a scope of operation at the commune level. Annually, mass organizations have proactively innovated and diversified their content and methods of operation, focusing on issues of concern to their members and the people. Notably, the organizations assigned tasks by the Party and State in the province have consistently achieved and exceeded their annual targets.

The Association for the Support of People with Disabilities and the Protection of Children's Rights is organizing the program "Sharing Love Together".

Organizations such as the Provincial Union of Science and Technology Associations, the Lawyers' Association, and the Provincial Cooperative Alliance have provided consultation, supervision, and social critique on local socio -economic development programs and projects, including the development of collective and cooperative economies. They have also organized specialized scientific seminars on topics such as community health care and agricultural irrigation systems. Through these efforts, they have provided local authorities and investors with additional information and independent, objective scientific grounds for developing, evaluating, approving, or implementing socio-economic development programs and projects in the locality.

Organizations such as the Red Cross, the Association for the Promotion of Learning, the Association of the Blind, the Association of Victims of Agent Orange/Dioxin, the Association for the Protection of People with Disabilities and Children's Rights, and the Traditional Medicine Association regularly organize numerous charitable and humanitarian activities to support community development, totaling hundreds of billions of VND. Through these activities, they create opportunities for a segment of the population and vulnerable groups in society to overcome difficulties and improve their lives. At the same time, these organizations have actively coordinated with the government to resolve issues related to benefits and policies for their members, such as benefits for victims exposed to Agent Orange/dioxin, benefits for those who participated in the resistance war, and social policies for the elderly.

Organizations such as the Senior Citizens Association, the Former Youth Volunteers Association, and the Retirement Club have many activities to educate the younger generation about traditions, actively participate with the government, fully and promptly implement policies and regulations for the elderly, assist families of former youth volunteers facing economic difficulties, and participate in the search and recovery of the remains of fallen soldiers. Industry-specific associations such as the Business Association, the Young Entrepreneurs Association, the Tourism Association, the Phan Thiet Fish Sauce Association, the Dragon Fruit Association, the Fisheries Association, and the Provincial Shrimp Seed Association have performed quite well as a bridge between the government and businesses, creating links between the business community and entrepreneurs inside and outside the province. This contributes to improving the province's investment and business environment.

Overall, the activities of mass organizations are increasingly demonstrating their role in uniting and mobilizing social resources, with members actively participating and contributing to the stability and socio-economic development of the province, especially in the fields of social work, charity, humanitarian work, mutual assistance in poverty reduction, production, industry development, and the implementation of grassroots democracy regulations.

Enhancing the accountability of leaders

According to the Provincial Party Standing Committee, in the coming period, Party committees and organizations at all levels will continue to strengthen leadership, guidance, and implementation of Conclusion No. 102, the Party's guidelines, and the State's policies and laws on mass organizations. They will further enhance the role and responsibility of the heads of agencies, units, and localities in disseminating, thoroughly understanding, and organizing implementation; regularly organize inspections, supervision, and timely guidance on the implementation by sectors and localities. Attention will be paid to Party building, developing Party members, and promoting the core role of Party members participating in mass organizations to improve the quality and effectiveness of these organizations.

In parallel, all levels of government continue to review, supplement, and concretize the Party's viewpoints and the State's policies and laws on mass organizations; continue to research, refine, and implement the Project on restructuring and reforming state management of mass organizations according to Conclusion No. 102. This includes focusing on building and implementing measures to improve the effectiveness of state management of mass organizations in the province through organizational orientation and activity content; creating favorable conditions for mass organizations to play their role in participating in the implementation of socio-economic development tasks and social welfare policies of the locality. Emphasis is placed on guiding and inspecting the organization and activities of these organizations; promptly correcting those that operate ineffectively, deviate from their stated purpose and charter, or violate the law. Strengthen coordination among departments, agencies, advisory boards of the Provincial Party Committee, the Vietnam Fatherland Front Committee, and political and social organizations in the management of mass organizations, especially those assigned tasks by the Party and the State.

For the Vietnam Fatherland Front, political and social organizations at all levels will continue to strengthen coordination, guidance, and create conditions for mass organizations to operate effectively; gather and mobilize mass organizations to actively participate in campaigns and patriotic emulation movements, contributing to building and promoting the strength of the great national unity. They will continue to promote the advisory and participation role of mass organizations in activities led by political and social organizations, carrying out social supervision and criticism, and contributing to the building of the Party and government according to Decision No. 217 and Decision No. 218 of the Politburo (11th term)...

It can be said that mass organizations not only play a role in connecting the community, but also serve as an important driving force for the comprehensive development of the province. With continuous efforts and innovative methods of operation, mass organizations are contributing to building a united, dynamic, and sustainably developing Binh Thuan.
