The house of Ms. Nguyen Thi Cuc (Tien Phong commune, Tien Phuoc) has just been completed after more than 1 month of construction. Ms. Cuc is a revolutionary contributor and single, so for many years she has only lived in her old house and has not been able to rebuild a new one. Now, with the support of 60 million VND from the policy of eliminating temporary houses for people with meritorious services, Ms. Cuc has added to her savings, along with the help of her neighbors, to build a solid house.
She said: "I am over 80 years old this year. With the support of the State and the community, I have a new house to live in peace in my old age, especially without worrying about storms."
The total number of actual houses in the province that must be implemented in the 2023 - 2025 period is 10,398 houses (6,945 newly built houses, 3,453 repaired houses). Up to this point, the whole province has only 20 houses for meritorious people that have not started construction. All localities are striving to complete houses for meritorious people before July 27, 2025, so the focus will be on these cases.
The remaining number of houses of poor and near-poor households is 348, most concentrated in Phuoc Son district with 184 houses, Dong Giang 153 houses. Districts that have started construction of 100% of houses and will complete before August 31 include Tien Phuoc, Nam Tra My, Tay Giang, Nam Giang, Bac Tra My...
According to Mr. Do Huu Tung - Acting Chairman of Dong Giang District People's Committee, on May 28, the district launched a 60-day campaign to eliminate temporary and dilapidated houses for meritorious people, poor and near-poor households. There are many temporary houses in Dong Giang due to many reasons such as increased prices of raw materials, households not knowing the start date, lack of human resources to build houses, lack of counterpart funds other than State support...
With the support level of 60 million VND/newly built house; 30 million VND/repaired house, applied to all 3 groups of subjects according to Directive No. 42 of the Prime Minister and resolutions of the Provincial People's Council, it is still low compared to the price of house building materials, so some families in difficult circumstances are slow to register for implementation.
The district will mobilize youth forces, local militia, and encourage the community to help each other build houses to complete the remaining houses on schedule before August 31, 2025. All remaining temporary houses were transferred by the district to the communes before the time of merging into communes, leaving the district, and merging into the province, so the communes will continue to closely monitor and urge implementation.
Determined to reach the finish line on time
According to the Department of Agriculture and Environment, the total funding requirement for the temporary housing demolition of 10,398 houses is more than 520.2 billion VND. Of which, the need for support according to the levels prescribed by the Provincial People's Council in the resolutions of the Provincial People's Council is 274.5 billion VND. To date, 100% of the funding has been allocated to the districts to be transferred to the new communes after the arrangement to continue the implementation.
In the days leading up to the merger, Vice Chairman of the Provincial People's Committee Tran Anh Tuan has continuously urged and reminded localities to try to mobilize people receiving support to remove temporary and dilapidated houses to start building houses to ensure the assigned progress.
With the two districts of Phuoc Son and Dong Giang still having too many houses, Mr. Tran Anh Tuan also requested the district to closely follow up, especially after July 1, district leaders assigned to hold key positions in communes must pay special attention to the task of eliminating temporary houses for the people.
To ensure the completion of the goal of eliminating temporary and dilapidated houses in Quang Nam before August 31, 2025 according to Official Dispatch No. 84 of the Prime Minister, the Provincial People's Committee has requested military, police and youth union units to increase shock and volunteer forces (establish teams and groups) to support localities where temporary houses have not been deployed much, to complete the construction and repair of houses for households eligible for support to complete the set goals, including completing the work for people with meritorious services and relatives of martyrs before July 27, 2025.
In addition, Quang Nam has advanced more than 24.9 billion VND of central budget that has not been transferred to the province; accordingly, the Provincial People's Committee will continue to propose to the Prime Minister to allocate central budget to the province in a timely manner. At the same time, the Provincial People's Committee also proposed to the Government to re-allocate the amount of more than 36.7 billion VND transferred from the 5% savings in regular expenditure in 2024 of the Quang Nam provincial budget used to support the elimination of temporary houses.
