According to the forecast, on the day and night of August 16, Thanh Hoa province will have moderate rain, heavy rain, and very heavy rain in some places, with rainfall ranging from 70 - 150mm, and over 300mm in some places; from August 17, 2025 to the night of August 18, 2025, rainfall will range from 50 - 120mm, with over 300mm in some places, and localized rain may occur with high intensity of over 100mm in 3 hours.

Implementing the direction of the Ministry of Agriculture and Environment in Official Dispatches: No. 5525/BNNMT-DD dated August 14, 2025 and No. 5600/BNNMT-DD dated August 15, 2025 on proactively responding to natural disasters in the coming days. To proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of communes and wards, Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity and related units according to their assigned functions and tasks to urgently direct the implementation of the following tasks:

Continue to seriously implement the Central and Provincial directives on natural disaster prevention and control in 2025, especially the direction of the Provincial People's Committee Chairman in Directive No. 08/CT-UBND dated July 11, 2025 on strengthening natural disaster prevention and control in the province in 2025 and Official Dispatch No. 11/CD-UBND dated July 28, 2025 on proactively responding to natural disasters in the coming time.

For sea routes: Closely monitor warning bulletins, forecasts and developments of strong winds and big waves at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle possible bad situations.

For mainland areas:

- Closely monitor forecasts and warnings about heavy rain, risks of floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people for proactive prevention.

- Proactively deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, landslides to clear the flow of blocked and obstructed areas; organize the relocation/evacuation of people to safe places (if deemed necessary).

- Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured, not to cause unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and vehicles to be ready to promptly handle incidents when they occur, ensuring smooth traffic on main traffic routes when there is heavy rain.

- Inspect, review, and deploy measures to ensure the safety of key works, especially dikes, dams, works that have had incidents in the past, works under construction, small reservoirs that are full of water and unsafe reservoirs, mines, and mineral exploitation areas; arrange a permanent force to operate and regulate reservoirs according to regulations and be ready to handle possible situations. Proactively take measures to drain water, prevent flooding, and protect production, industrial parks, urban areas, and residential areas.

Ready forces and means for rescue when there is a situation.

Thanh Hoa Newspaper, Radio - Television and grassroots information systems increase the time to report news and articles about natural disaster developments in the coming days to authorities at all levels and people to proactively prevent them.

Organize on-duty seriously, regularly report the situation to the Provincial Disaster Prevention and Control Command Office and the Provincial Civil Defense Command Standing Office.
