Specifically, the Provincial People's Committee requested the Department of Agriculture and Environment to coordinate with the Department of Finance, the Department of Construction, the People's Committee of Thuong Phuoc Commune and relevant agencies and units to urgently survey and assess the situation and level of natural disasters to advise the province to decide on the application of necessary response measures to minimize damage. At the same time, the Department of Agriculture and Environment coordinated with relevant agencies and units to survey and assess the risk of dangerous situations at key locations along the entire embankment, proactively consult with professional units and experts to promptly deploy necessary measures to limit further landslides and subsidence while waiting for fundamental solutions to be implemented.
The Provincial People's Committee assigned the Department of Agriculture and Environment to urge the consulting unit to speed up the progress of surveying, evaluating, and proposing solutions to overcome subsidence and landslides of the Tien River embankment; assigned the Department of Construction to preside over and coordinate with the Department of Agriculture and Environment, the Provincial Police, and the regional inland waterway management agency to inspect and install buoys and warning signs within the water area, prohibiting watercraft from circulating to minimize impacts that cause unsafe risks.
The Department of Construction studies and advises the Provincial People's Committee on the legal basis, processes, procedures, and necessity to organize an appraisal of the cause of landslides and subsidence of Thuong Thoi Tien embankment; the Department of Finance takes the lead in proposing funding sources to temporarily remedy the subsidence.
Dong Thap Provincial Project Management Board works with contractors constructing the An Lac Embankment project (Thuong Lac ward) and is ready to mobilize human resources, materials, and equipment to participate and support in handling and overcoming landslides.
The Provincial People's Committee assigned the People's Committee of Thuong Phuoc commune to string up ropes, install signs prohibiting dangerous areas, signs restricting road traffic loads, and light warning lights in the subsidence area; assign forces to be on duty, direct traffic, and strictly prohibit water and land vehicles from approaching the subsidence area.
Previously, on August 7, a landslide occurred on Thuong Thoi Tien embankment with a length of about 40m, completely damaging the embankment body, the embankment slope about 40m long and causing the sidewalk 28m long and 5m wide to collapse completely. On August 12, another landslide occurred on Thuong Thoi Tien embankment, with a total length of about 55m, damaging the entire embankment slope about 55m, the sidewalk and embankment railing 30m long, 8m wide and eating into the asphalt road about 1.5m deep.
