- Provincial and city leaders are very concerned about this issue, so recently they have resolutely decided to only issue land use right certificates for areas where infrastructure has been completed and handed over. The residents in our area are at a disadvantage because they agreed to live there before the company completed the infrastructure. Even the wastewater treatment tank intended to be built underground in the park was dug up, concrete was poured, and then it was left unfinished for a few days.
