Concretizing the 'four pillars' in the educational aspect

GD&TĐ - On the afternoon of June 30, at the Government headquarters, a meeting was held to provide comments on the draft Resolution of the Politburo on modernization and breakthrough development of education and training.

Create a new breakthrough ineducation development

Speaking at the opening of the meeting, Deputy Prime Minister Le Thanh Long said that the draft Resolution of the Politburo on education this time is not a completely new document, "we are not just doing it now". There have been different resolutions and directives of the Central Executive Committee and the Secretariat in the field of education and training.

Recently, there have been a number of resolutions of the Politburo on development in areas such as science and technology, private economy, institutions, and international integration, which in one aspect or another have contents related to education.

The problem, as required by the Central Committee and the General Secretary, is how, based on what we already have, we continue to have proposals for modernization and solutions to create new breakthroughs in educational development.

With that requirement, we must review the current in-depth resolutions on education and training, as well as the resolutions recently issued by the Politburo, to, on that basis, make them more specific and innovative in current conditions.

The Deputy Prime Minister reiterated the General Secretary's request during the working session with the Government Party Committee, which is to ensure strategic and comprehensive nature and consider this as the task of the entire political system, not just of a single sector. Second, this draft resolution must ensure action and breakthrough. Third, it must ensure feasibility, "that is, we do not plan the contents and goals in the sky, but with these conditions, circumstances and requirements, we must organize and implement it."

The Deputy Prime Minister also asked delegates to contribute comments to the assessments made by the drafting committee, especially on what has not been done, from which the right solution can be chosen, and weaknesses can be identified to supplement.

The Deputy Prime Minister gave examples of low and limited access to preschool and post-secondary education; disparities between regions; lack of teachers as well as assessment of university education levels, investment in facilities, digital transformation, use of AI, vocational training, etc.

"Comrades, do you think this assessment is correct? If so, are the accompanying tasks and solutions appropriate?", the Deputy Prime Minister said, emphasizing that this is a field that can be said to affect all social classes, every household, and every person.

"A Resolution Full of Hope, Looking to the Future"

At the meeting, opinions highly appreciated the Ministry of Education and Training for accepting comments during the process of building the Resolution.

Regarding the goals up to 2030 and vision to 2045, the draft Resolution sets out specific goals and targets, closely following international common education assessment indicators, linked to the country's development goals up to 2030 and 2045: Equitable access to education, moving towards universal high school education (and equivalent), improving the quality of comprehensive education, improving the skills of the workforce and especially modernizing and developing the university education system on par with the region, meeting the requirements of high-quality human resources and science and technology talents for the country's rapid and sustainable development in the new period.

According to the report, education and training have not really received investment commensurate with their role as a top national policy, with very high expectations from both the political system and the whole society. The role and relationship of the state and society towards education in the market mechanism have not been properly established; the concept of financial autonomy and socialization associated with budget cuts has deviated the development of public education, especially in the university sector.

Professor Hoang Van Cuong (Vice Chairman of the State Council of Professors) emphasized that education and training is the top national policy; the goal is to help form a generation of global citizens on the basis of national culture and traditions.

"Considering education as the top national policy, among public works, schools must be the most beautiful and spacious works," said Professor Hoang Van Cuong.

Professor Hoang Van Cuong said that the draft Resolution needs to emphasize that State investment is the center and leading role; at the same time, diversifying resources from society, for inclusive development, ensuring fair access to education, and at the same time creating spearhead fields for leadership. Investment from socialization meets the diverse needs and professions of society.

Besides, universities must become centers of research and innovation; vocational education must meet the requirements of new professions and fields.

Assessing that "this is a hopeful, future-oriented Resolution", Prof. Tran Diep Tuan (Chairman of the Council of Ho Chi Minh City University of Medicine and Pharmacy) hopes that the specific, outstanding policies in the Resolution must be more specific.

Investment in higher education needs to focus on areas that meet upcoming development requirements, such as: Computer science, health sciences, biomedicine, etc.; focus on "untying" mechanisms and policies, concentrating resources on developing a number of key schools and key training sectors; allocating resources to universities for scientific research and innovation.

Prof. Dr. Nguyen Xuan Yem (Director of the Institute of Non-Traditional Security, Hanoi National University, former Director of the People's Police Academy) expressed his opinion on the "streamlined - compact - strong" viewpoint in the education system.

Accordingly, general schools continue to be invested in and built, need to be closer to the people, closer to students, especially in remote areas; ensure the streamlining of the university system; at the same time, focus resources to have strong schools, increase the role and authority of principals...

Regarding budget spending on education, Mr. Nguyen Xuan Yem said that it is necessary to mobilize resources from the whole society and mobilize the participation of the entire political system to meet the needs of educational development.

Some delegates suggested that there should be clear views and regulations on university autonomy; overall assessment, reform of the examination system, and application of information technology.

Some delegates also said that the Party and the State have had many policies and guidelines, including Resolution 29, which is very comprehensive and has chosen breakthrough points, but in its implementation and enforcement, there are still many limitations and have not achieved the goals. Therefore, it is hoped that the Resolution of the Politburo will have breakthrough, specific, feasible viewpoints and be implemented effectively.

Concretizing the "four pillars" in the educational aspect

Concluding the meeting, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the comments with "each person having a different aspect and perspective".

The Deputy Prime Minister said that it is necessary to emphasize the implementation organization and thoroughly grasp the direction for implementation.

In the "four pillars" (4 breakthrough resolutions of the Politburo), there are many aspects related to education. The Deputy Prime Minister suggested that the drafting agency continue to separate, emphasize more deeply and more clearly the aspects of education, such as concretizing these four resolutions but in the aspect of education.

Most opinions on higher education want to reduce the rigid management factor and be more daring in autonomy, the Deputy Prime Minister commented, such as "how to regulate, how to empower the principal, especially there are opinions that it is necessary to bring the entrepreneurial spirit into innovation and development of higher education". We should not mechanically understand that university autonomy means that the State does nothing more.

The Deputy Prime Minister suggested further research on diversifying investment sources for education, in addition to State investment.

Regarding international cooperation, it is necessary to write more deeply, emphasizing international integration in education and training in a more substantial way, "learning from others, integrating with others about the way of doing things, about criteria, conditions and goals to reach, instead of external forms".

Acknowledging the efforts of the drafting agency in quantifying and providing specific figures, the Deputy Prime Minister said that it is still necessary to reduce the qualitative part; have more rigorous references. Evaluate more carefully and more boldly the shortcomings of the education sector.

The Deputy Prime Minister requested the presiding agency to absorb the opinions, complete the draft and soon submit it to the Government Party Committee for consideration.
