On the morning of August 15, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep had a working session with two communes of Krong No and Nam Da (Lam Dong) on the socio-economic development situation, budget collection, public investment disbursement, national target programs, elimination of temporary and dilapidated houses and implementation of tasks in the coming time. Leaders of departments, branches and units also attended.
At the meeting, the two communes of Krong No and Nam Da focused on discussing and proposing difficulties and problems after more than 1 month of operating the 2-level local government. Many issues were of concern to the localities such as: disbursement of public investment capital, budget collection, operation of the Public Administration Service Center, etc.

Regarding the progress of public investment disbursement, Chairman of the People's Committee of Krong No Commune Huynh Long Quoc informed that by the end of July 2025, the locality had disbursed 3.77/11.4 billion VND, reaching more than 33%. The slow disbursement of capital is due to many factors.
The merger process requires time for transfer, so the documents and procedures for some projects and works are delayed. Funds for national target programs have not been allocated. Construction and site clearance work has not been guaranteed, affecting the disbursement progress.

“The locality hopes that the Provincial People’s Committee will quickly supplement capital for national target programs for implementation. For some real estate assets managed by vertical sectors but not in use, there should be early guidance documents for arrangement and handling to avoid waste,” Mr. Quoc proposed.
Regarding the operation of the Public Administration Service Center, Chairman of Nam Da Commune People's Committee Ngo Xuan Dong said that after more than 1 month of operation, the public administration department has received 810 records. Of which, the locality resolved 98% before the deadline, the rest were overdue.

The current difficulty at the Public Administration Service Center is still the lack of some equipment such as: automatic queue number machines, ceiling display screens according to new criteria. There are still 1,345 people in the locality (accounting for 0.32% of the population) who do not have an electronic identification account; 3,591 people (18% of the population) have not activated level 2 so they cannot use online services.
“We have proactively overcome each step to resolve procedures for people. However, in the long term, the Provincial People's Committee should pay attention and support equipment and machinery so that the Center can operate effectively,” Mr. Dong proposed.

At the meeting, localities also mentioned issues related to planning and management of old communes that have expired, and adjustment work that has been implemented but not yet completed. Localities need many solutions to speed up progress and solutions to eliminate temporary and dilapidated houses.
In the first 7 months of 2025, the total state budget revenue in Krong No commune was 47.5 billion VND, reaching 71% of the estimate assigned by the province; Nam Da commune implemented 15.6%, reaching 100% of the estimate assigned by the province. Regarding the program to eliminate temporary and dilapidated houses, Krong No commune implemented 52/66 houses; Nam Da commune implemented 15/15 houses assigned in 2025.
Concluding the meeting, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep emphasized that in the process of operating the two-level government, localities will have advantages and face many difficulties. In the immediate future, localities will arrange and stabilize their organizational apparatus and staff, and start implementing socio-economic targets well.

“The locality needs to rearrange its headquarters. The work of arranging and reviewing the staff must be carried out according to the expertise of each position, ensuring the good completion of assigned duties and responsibilities,” Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep directed.
The Vice Chairman of the Provincial People's Committee emphasized the disbursement of public investment capital, disbursement of national target programs, communes reviewed and coordinated with management boards in site clearance to implement projects. Communes continued to organize acceptance and payment of completed works and projects. Regarding the medium-term public investment plan for 2026-2030, the two communes proactively implemented it in a feasible, reasonable and suitable direction for local development.

In the field of budget collection, the two communes of Krong No and Nam Da identified room for revenue increase. Because, with good budget collection, the locality has many opportunities in terms of resources for investment and development. The two localities ensure that by the end of 2025, budget collection will reach or exceed at least 20% of the estimate assigned by the province.
Communes need to strengthen management and effective use of land and mineral resources, especially in areas bordering Dak Lak province.
Regarding the temporary housing elimination, localities have basically completed the steps. Local departments and offices have promptly taken action to speed up the process. Departments, branches and units have proactively grasped local difficulties and problems to resolve them as soon as possible. Avoid the situation where localities complain many times because of slow resolution.
