Accordingly, the Ministry of Education and Training requires that based on the functions and tasks of the grassroots level, the staffing of civil servants at the provincial and communal levels be reasonably allocated to ensure sufficient quantity and quality. Directing the review of the communal-level civil servants currently working at the Department of Culture and Social Affairs to ensure the right people are assigned, meeting the standards according to the instructions.
There are appropriate solutions to mobilize civil servants who have previously worked at the Department of Education and Training or to receive and second educational managers and teachers at all levels with appropriate expertise and experience to arrange them into positions in charge of the field of education and training at the commune level if they meet the prescribed conditions.
Consider and establish, under the authority of the commune-level education advisory council; teams/groups of key educational institution management staff to advise and support the implementation of education and training activities at the commune level.
Notably, the document clearly states that the council members are educational administrators and teachers who are currently working or have retired.
The specific method of operation is proactively guided by the locality according to actual conditions and ensures that there are no changes in administrative units or organizations, only specialized departments that operate concurrently for a certain period of time, appropriately.
The Ministry of Education and Training requests the Department of Education and Training to preside over and coordinate with relevant departments and branches to proactively grasp difficulties and problems in the field of education and training when implementing two-level government, promptly find solutions to remove them or report to competent authorities for removal.
Organize training and development for commune-level civil servants in charge of the education and training sector to ensure that there are no gaps in management content, no overlap in management content, and that management content and management methods are clear.
Reduce intermediaries, synchronize recruitment quality
Regarding the decentralization and delegation of tasks of the provincial People's Committee and the provincial People's Committee Chairman in the field of education and training, the Ministry of Education and Training proposes to assign the Department of Education and Training to take the lead in recruiting, receiving, mobilizing, seconding, and transferring teachers and staff in educational institutions in the province.
Citing the Law on Organization of Local Government, the Ministry of Education and Training affirmed: "The Chairman of the People's Committee at the commune level only carries out the work of recruiting and using civil servants if delegated."
According to the Ministry of Education and Training, in the context that the number of commune-level civil servants in charge of education and training is currently lacking, and many people do not have experience in state management of education, decentralization to the Department of Education and Training to preside over the recruitment, reception, mobilization, secondment, and transfer of teachers and staff in educational institutions in the province is suitable to the current conditions and capacity of the Department of Education and Training.
This also ensures the implementation of the policy of reducing intermediaries, synchronizing recruitment quality (one-time recruitment can be applied to many schools based on exam/review results), saving costs, and increasing opportunities for recruitment participants.
Besides, it contributes to overcoming the local surplus/shortage of teachers and staff as well as ensuring the structure of staff by grade level, subject, and educational activities.
