Members of the National Assembly delegation attending the meeting with voters included Mr. Ta Van Ha - Vice Chairman of the National Assembly's Committee on Culture and Education and Ms. Dang Thi Bao Trinh - Vice President of the Provincial Women's Union.
On behalf of the Provincial National Assembly Delegation, delegate Dang Thi Bao Trinh informed Nam Tra My voters about the basic features of the socio -economic situation in the first quarter of 2025 of the country and the province; expected program content of the 9th Session of the 15th National Assembly.
Need for fairness in policy
Voters in Nam Tra My expressed their support and agreement with the policy of streamlining the organizational apparatus, reorganizing administrative units and organizing two-level local government in the current period.
However, voters also pointed out the inadequacies related to resolving policies for those who retire early and quit their jobs at will to facilitate the implementation of the current organizational arrangement and streamlining.
Specifically, according to the provisions of Decree No. 178, dated December 31, 2024 of the Government, for cadres and civil servants who have worked for 15 years or more in places with regional allowance coefficient of 0.7 (working in particularly difficult areas) or more, if their age is higher than the lowest retirement age associated with the corresponding month and year of birth specified in Appendix II, issued with Decree No. 135, dated December 31, 2020 of the Government, they will not be entitled to enjoy the policies prescribed in Decree No. 178.
Voters of Nam Tra My district believe that implementing this regulation will create unfairness among localities, especially officials and civil servants working in particularly difficult areas for 15 years or more; creating inadequacies in implementing cadre policies of localities in a province at a time.
Accordingly, voters hope that National Assembly deputies will take note of their concerns and recommend that the Government consider adding the above-mentioned subjects to Decree No. 178; thereby, encouraging and motivating them to retire early.
Care for non-professional activists
The settlement of one-time policies for non-professional workers at the commune level due to the arrangement of commune-level administrative units was also raised by district voters.
Voters said that when there was information about the arrangement and merger of some administrative agencies and units, many part-time workers were worried about being cut or losing their jobs, which created a feeling of instability and insecurity at work.
The arrangement and streamlining of the administrative apparatus will create redundant job positions, and the affected subjects will also include non-professional commune-level workers, but currently there is no document regulating support for these subjects after the arrangement.
Mr. Tran Duy Dung - Chairman of Nam Tra My District People's Committee proposed that the Central Government study and have appropriate support policies so that part-time workers at the commune level, after terminating their contracts, can return to their localities and have the conditions to change their profession and stabilize their lives.
Mr. Ho Van Tuan - Secretary of the Tra Nam Commune Party Committee added that currently there are many cases of elected officials, young non-professional commune-level workers, who have paid insurance for 20 years or more, but have quit their jobs due to the requirements of the administrative unit arrangement. These people wish to have their pensions settled at one time, because they are young and it is very difficult to wait until retirement age to receive their pensions.
National Assembly Delegate Ta Van Ha further discussed the policies and requirements for the current revolution of streamlining the organizational apparatus; at the same time, he acknowledged and highly appreciated the support and trust of voters and people of Nam Tra My district in the implementation of this policy.
Regarding voters' recommendations, delegate Ta Van Ha said that the Provincial National Assembly Delegation received and synthesized them and sent them to the National Assembly and competent authorities for consideration, resolution, and response to voters.
