Thanh Hoa City is considered one of the most attractive and dynamic cities in the North Central region and the southern Red River Delta. Along with Vinh City (Nghe An province) and Hue City (Thua Thien Hue province), it is one of the three largest cities in terms of population and area in the North Central region. Dong Son District, a locality with a rich historical and revolutionary tradition in Thanh Hoa province, is located at the gateway to Thanh Hoa City, bordering it to the west. It enjoys favorable conditions and a comprehensively developed infrastructure in transportation, trade, and services. In recent years, Dong Son has experienced remarkable economic development, with many positive changes in its socio-cultural landscape.

Therefore, with the merger of Dong Son district, Thanh Hoa City will expand its urban space, developing it to be worthy of a Class I city, the political -administrative, economic, cultural-social, and scientific-technical center of the province. At the same time, the new city will carry within it many layers of history and traditional culture, including the traditions and history of the Ma River Delta and the Dong Son culture. This is one of the values that contributes to affirming the position and brand of the economic, political, and administrative center of Thanh Hoa province.

For the new city to develop stably and fully utilize its potential and advantages, preserving cultural values plays a crucial role. The Party believes in building an advanced culture rich in national identity; therefore, all levels of government, units, and agencies must pay more attention to cultural issues so that unique cultural characteristics do not fade away. Even though Dong Son district has been merged into Thanh Hoa City, and the name Dong Son is no longer an administrative boundary, the name Dong Son remains, and Dong Son culture continues to be preserved and promoted, contributing to the development of the cultural identity of Thanh Hoa province in particular and the Vietnamese nation in general.
