Plant Protection Department, CropLife Vietnam continue to cooperate to improve capacity in management and use of plant protection drugs

Mr. Huynh Tan Dat, Director of the Plant Protection Department (Ministry of Agriculture and Rural Development) affirmed that the cooperation program with the CropLife Vietnam Association is a typical example of public-private cooperation between the Ministry of Agriculture and Rural Development and enterprises and associations, joining with state management agencies to propose solutions to promote safe production.

Continuing the success of cooperation programs in previous years, on January 17, 2025, the Plant Protection Department (PPD) - Ministry of Agriculture and Rural Development, and CropLife Vietnam Association signed a Cooperation Plan to implement the program "Sustainable Pesticide Management Framework" in 2025.

The event marks the second year of the five-year (2023-2028) programme between the Plant Protection Department and CropLife Asia, which aims to promote systemic transformation in the sustainable management and use of plant protection solutions.

The event was attended by Mr. Huynh Tan Dat - Director of Plant Protection Department - Ministry of Agriculture and Rural Development , Mr. Dang Van Bao - Chairman of CropLife Vietnam, leaders of departments under the Department and members of the Association.

Speaking at the signing ceremony, Mr. Huynh Tan Dat - Director of the Plant Protection Department shared: "The Plant Protection Department highly appreciates the effective cooperation and active support from the Vietnam CropLife Association in promoting sustainable management and use of pesticides, contributing to increasing productivity, quality, reputation and value of Vietnamese agricultural products. The positive results achieved will create strong motivation for the two sides to continue implementing cooperation programs in the coming time to maximize the efforts of the industry, towards realizing the core goals in the sustainable development strategy set by the Government ".

According to Mr. Dang Van Bao, Chairman of CropLife Vietnam Association: "The joint efforts and shared responsibilities between the public and private sectors in building an effective pesticide management and use ecosystem will create a solid foundation for the sustainable development of the agricultural sector, ensuring harmonious and long-term benefits for farmers and businesses, as well as meeting consumer expectations for safe and quality agricultural products. Based on the positive results recorded from the cooperation program in 2024, we are very pleased and appreciate the effective support and assistance of the leaders of the Ministry and the Plant Protection Department for the proposals and activities of CropLife Vietnam, and at the same time reaffirm the commitments to accompany and support management units in implementing the common vision of developing a responsible, multi-value integrated agriculture, ensuring food security and protecting the ecological environment".

According to the signed program, in 2025, the two sides will continue to coordinate in implementing the program to improve drug management capacity, focusing on the contents of assessing drug risks to the environment, establishing drug residue indexes or evaluating, classifying and managing new-generation pesticides; coordinate to promote drug quality management, disseminate legal regulations related to pesticide trading activities on digital platforms and support the detection and handling of counterfeit and fake goods; Organize seminars to share international experiences in managing new-generation pesticides such as biological drugs and biological stimulants; Continue to design and complete training content on the online training platform; Implement the 4th year of the program to guide the responsible use of drugs and build a pilot model on collecting pesticide packaging using the Environmental Protection Fund in Dong Thap province; Strengthen communication activities on the role of pesticides and apply new solutions.

According to the CropLife Vietnam Association, in 2024, the close cooperation between the two sides has achieved many positive results in many fields. In order to perfect the system of policies for the management and use of pesticides in a scientific and advanced manner, the two sides have coordinated to review and consult on pesticide management experiences from international experts; at the same time, coordinate with the United States Department of Agriculture (USDA) to organize and participate in dialogues related to residues and pesticides for ASEAN countries and build capacity building programs in coordination with USDA and expert units.

Promoting the application of advanced solutions is also a focus of cooperation in 2024. Specifically, the two sides coordinated with the China Pesticide Association (ICAMA) and the Institute of Pesticide Testing, Ministry of Agriculture and Rural Development of China (CCPIA) to successfully organize the "Conference to promote the development of pesticide production in Vietnam", gathering more than 250 representatives from production and business units. Also in 2024, the first training and certification course chaired by a state agency for more than 30 testing officers on drone operation was also successfully organized with the support of the AgriDrone aircraft company.

The training program on safe, effective and responsible use of pesticides in Dong Thap has helped farmers in Lai Vung pink grapefruit growing area produce safely.

2024 is the third year that the training program on safe, effective and responsible use of pesticides in Dong Thap has been implemented with many new points and positive results. In addition, the two sides also coordinated to build an official online training platform, creating conditions for farmers and agents to easily access knowledge on the use of pesticides. In particular, 2024 also marked an important milestone with the first international conference on pesticide packaging management held in Vietnam. At the conference, more than 120 international and Vietnamese experts discussed and shared difficulties and experiences in implementing packaging and agricultural waste management as well as implementing extended producer responsibility (EPR), aiming to improve the efficiency of the packaging management system and promote environmental protection.

In parallel, communication activities last year were also strongly implemented to raise public awareness of the role of pesticides and instructions for responsible use of pesticides. Typical examples include a series of scientific communication reports with the participation of 10 domestic experts, a series of online seminars providing information and answering questions about regulations, production and safe and effective use of pesticides, or organizing press tours to visit models of pesticide use and field practice classes, etc.

The Sustainable Pesticide Management Framework (SPMF) is one of CropLife International's key global programs, with priority given to several countries in Africa, Asia and Latin America. Accordingly, Vietnam is one of six countries in the world selected to implement the program from July 2023, alongside Kenya, Morocco, Thailand, Indonesia and Egypt.
