Department of Grassroots Information and Government Electronic Information Portal signed a cooperation agreement

On the afternoon of December 25, 2024, in Hanoi, the Department of Grassroots Information, Ministry of Information and Communications and the Government Electronic Information Portal, Government Office signed a cooperation agreement between the two units. Currently, in the field of grassroots information, 96% of communes, wards and towns nationwide have radio stations, 94.5% of districts, towns and cities have radio and television facilities, 80% of communes, wards and towns have electronic information pages, 40% of communes, wards and towns have grassroots information Zalo OA pages and more than 200,000 grassroots propagandists in villages and residential groups.

Currently, the Ministry of Information and Communications is implementing the establishment of the Grassroots Information Source Information System, which is an information system to manage, monitor activities and provide source information for commune-level radio stations using information technology - telecommunications, and public electronic bulletin boards nationwide. Providing information on the radio system of communes, wards and towns through the Grassroots Information Source Information System, at the same time, the number of people receiving information can be up to 50 - 60 million people.

The Deputy Minister affirmed that the signing ceremony of the cooperation agreement is of great significance for a new development stage of grassroots information becoming a modern communication channel reaching all people; effectively serving the direction and administration of the Government and local authorities; and implementing interaction between the government and people in the digital environment.

The Deputy Minister of Information and Communications requested the two units to perform well their tasks as stated in the cooperation agreement. During the coordination process, to ensure smooth and favorable work, the two units concretize the specific plan of the Cooperation Agreement when implementing each work content.

At the event, Ms. Phan Thi Thuy Tram, Deputy General Director of the Government Electronic Information Portal, emphasized that the Government Electronic Information Portal plays an important role as a source of information, acting as a focal point for coordination with news agencies, press and media to inform and communicate about major thematic conferences of the Government. The information provided by the Portal is always accurate, fast, unique, leading, orienting public opinion, with focus and key points. The Portal does a good job of communicating in the mainstream press and on social networks in the direction of proactive information, closely following the breath of life.

In the coming period, in the context of strong development of information technology, the country promotes science and technology and digital transformation, Vietnam enters a new era of development - the era of national growth, requiring more effective response to the information needs of people and businesses. Therefore, the basic information system will play an important role in performing this task.

Ms. Phan Thi Thuy Tram shared that the goal of signing the agreement is to enhance the effectiveness of policy communication work, diversify forms and methods of spreading positive information, official information on the direction and administration of the Government and the Prime Minister on modern communication technology platforms and grassroots information systems, meeting people's need for information access, contributing to creating social consensus, serving the socio-economic development of the country.

Cooperation contents in the cooperation agreement between the Department of Grassroots Information, Ministry of Information and Communications and the Government Electronic Information Portal, Government Office:

- Integrate multimedia communication products of the Government Electronic Information Portal, Government Electronic Newspaper and communication platforms of the Government Electronic Information Portal into the central grassroots information source information system managed by the Grassroots Information Department.

- Timely provide official information on the direction and administration of the Government and the Prime Minister; official gazettes and legal document system to the Central Information Source Information System for propaganda and dissemination to the people through the types of basic information that the Department of Basic Information is managing for the communication products of the Government Electronic Information Portal.

- Build and test a technical solution to automatically retrieve media products from the Government Electronic Information Portal into the Central Information Source Information System and use them according to the processes and regulations managed by the Department of Information in accordance with the law.

- Develop a mechanism to automatically update media products from the Government Electronic Information Portal, approve publishing to the Central Information Source Information System after implementing a cooperation agreement, to provide information from the Government Electronic Information Portal on all types of information at the provincial, district and commune levels nationwide.

- Immediately after signing the Cooperation Agreement, the two Parties will develop a specific implementation plan within 06 months (the time the Central Information Source Information System is being tested) to evaluate, learn from experience, and ensure the implementation of the Cooperation Agreement is in line with the goals of serving the set political tasks.
