On October 22, the Ministry of Culture, Sports and Tourism held a workshop to collect opinions on the Draft Code of Conduct for Culture in Cyberspace.
Speaking at the workshop, Mr. Le Hai Binh - Permanent Deputy Minister of Culture, Sports and Tourism said that cyberspace is an inseparable part of social life, it has a great impact on people's thoughts, feelings, emotions, perceptions and ethical behavior. This is an environment parallel to real space, where people are protected by law and must behave in a civilized and responsible manner.

According to Deputy Minister Le Hai Binh, the development of cyberspace brings many opportunities, but also poses many challenges in terms of management, awareness and social ethics. Therefore, it is necessary to perfect the legal framework, raise awareness and promote the role of each individual.
According to Ms. Nguyen Thi Thanh Huyen - Department of Radio, Television and Electronic Information, the Draft Code of Conduct for Culture on Cyberspace (2nd time) received comments from 59 units, of which 45/59 units agreed with the draft, the rest had some other comments such as: Separating the group of subjects regulated by press agencies, media and advertising companies, performing arts organizations; Adding provisions on word interpretation; Removing provisions on rewards and discipline in the draft Code; Adding mechanisms and procedures for scanning, detecting and handling violations of fraud or false advertising; Clarifying the specific responsibilities of relevant organizations and agencies.
According to Ms. Huyen, the Code of Conduct will be a tool to guide behavior, create positive habits, ensure the healthy development of cyberspace, contribute to preserving national cultural identity, and build Vietnamese people in the new era.
The second draft of the Code of Conduct for Cultural Conduct in Cyberspace consists of 3 chapters and 11 articles guiding civilized behavior, building a healthy cyberspace and enhancing the responsibility of individuals, influencers in cyberspace (KOLs, KOCs) and businesses, in which some concepts such as Civilized and polite behavior; Influencers... are added.
At the workshop, representatives of the Ministry of Public Security assessed that the Code of Conduct is extremely necessary, creating an important basis for the fight against violations by individuals and organizations in cyberspace.
Mr. Nguyen Lam Thanh - representative of TikTok Vietnam, commented that putting the Code of Conduct in cyberspace into practice needs to be implemented flexibly, in accordance with the characteristics of the digital environment.
Mr. Pham Anh Thi - representative of Yeah1 Group proposed that influencers should be separated into a separate group in the Code of Conduct on cyberspace, instead of being grouped with individuals, because they have the ability to shape public opinion on a large scale. From there, a more transparent and fair mechanism to limit cooperation with influencers who violate the Code of Conduct, from which businesses can proactively comply, can be built.
Raising cultural awareness in cyberspace
People's Artist Xuan Bac - Director of the Department of Performing Arts said that, standing from three different perspectives - being an artist, a famous person on the internet and a manager in the context of strong digital technology development as today, behaving civilly on the internet is not only an ethical requirement but also a social responsibility of each individual and organization.
According to People's Artist Xuan Bac, images, words and behavior online all contribute to reflecting the cultural level of users: "Cyberspace is an open environment, anyone can become an actor, director, or even an editor. Therefore, if there is a lack of awareness, aesthetics and standards, this environment will quickly be dominated by deviant and offensive content."

People's Artist Xuan Bac cited that currently there are many platforms and small media companies operating in the direction of retrieving or producing short skits, but using titles to lure users, causing misunderstandings, and even deliberately creating attraction with sensational elements.
"Such products not only have a negative impact on viewers but also distort perceptions of art and culture," People's Artist Xuan Bac said.
From that reality, People's Artist Xuan Bac suggested that it is necessary to strengthen the management of service and content providers on the internet, and at the same time, there must be clearer regulations on aesthetics and cultural responsibility. "Not everyone can be an editor or content producer. There must be certain standards to ensure the health of cyberspace."
In terms of language, People's Artist Xuan Bac suggested replacing the phrase "unverified information" with "unconfirmed rumors". According to him, "rumors" is a common concept in life, easier to understand, and at the same time clearly reflects the spreading nature and impact of information on the internet.
Besides emphasizing the role of users, People's Artist Xuan Bac said that mainstream media has a particularly important role in guiding public opinion and maintaining the balance between truth and falsehood, positive and negative on social networks.
"Press information must be accurate and objective, avoiding subjective bias. When the press publishes information, the public will have a reliable basis to form correct perceptions," he said.
The artist also noted that when building a Code of Conduct for Culture on Cyberspace, it is necessary to focus on the aspect of "culture in behavior", instead of just speaking generally.
"Two people can perform the same action, but a cultured person will express it differently. Culture is not just an abstract concept but must be expressed specifically through daily behavior, communication, and interaction," People's Artist Xuan Bac shared.
People's Artist Xuan Bac believes that every agency, organization, business or individual needs to build its own culture in the digital environment, from office culture, corporate culture to professional culture.
"When everyone is oriented towards positive values, we will have a decent cyberspace where information is shared responsibly and humanely," he emphasized.
Civilized and polite behavior is the practice of communicating and behaving in a standard manner, showing respect, propriety, and compliance with legal regulations, ethical standards, and good customs, in order to build a healthy, cultural, and effective working, learning, and living environment.
An influencer on the internet is a prestigious individual, who receives social attention or has a role in shaping public opinion, and has the ability to influence the perception, attitudes and behaviors of users through the media, especially social networks and online platforms, based on the level of prestige, number of followers, level of interaction and ability to spread the content they create or share.
