Given the rapid development of artificial intelligence (AI) and the potential risks involved in its use, the Chairman of the People's Committee of Cao Bang province, Le Hai Hoa, has issued a document requesting departments, agencies, and localities to strengthen comprehensive management and control of AI usage, ensuring safety, transparency, and efficiency in public service activities.

According to the Cao Bang Provincial People's Committee, the application of artificial intelligence has yielded positive results in many fields such as administration, technology, finance, healthcare, education , and urban management, contributing to improved labor productivity and the quality of public services.

However, the use of AI also reveals risks if not strictly controlled, such as the phenomenon of "AI illusions," data bias, lack of transparency in decision-making processes, and the potential for infringement of intellectual property rights of organizations and individuals when information is not cited. This increases dependence on technology among some individuals.

In light of the above situation, the Chairman of the People's Committee of Cao Bang province, Le Hai Hoa, requested that agencies and units promote the positive aspects while controlling risks when deploying artificial intelligence applications. In particular, the heads of agencies, units, and localities bear ultimate responsibility for the accuracy, safety, and legality of all products and services using AI.

The document states that agencies need to assign personnel with sufficient capacity and expertise to inspect and verify AI output before submitting it to competent authorities for approval or official issuance. Units must also integrate the principles of AI usage into their work regulations and operational procedures to ensure transparency, efficiency, and compliance with regulations.

Building the “Cao Bang Trusted AI Framework”

Following the direction of the Chairman of the People's Committee of Cao Bang province, the Department of Science and Technology is assigned to lead and coordinate with relevant units to research and develop the "Cao Bang Reliable AI Framework," and submit it to the Provincial People's Committee before November 30, 2025.

In addition, the Department must closely monitor and promptly gather information, advising the Provincial People's Committee on the implementation of policies and regulations on AI as soon as the Artificial Intelligence Law and guiding documents are issued. At the same time, the Department of Science and Technology will organize training courses to teach skills in using AI safely, transparently, and responsibly.
