According to Ta Van Ha, Deputy Chairman of the National Assembly's Committee on Culture and Education , streamlining the administrative apparatus is a revolution for the country to develop and enter a new era.


To gain a clearer understanding of this issue, on the occasion of the Lunar New Year of the Snake, a reporter from the Industry and Trade Newspaper had an interview with Mr. Ta Van Ha, Deputy Chairman of the National Assembly 's Committee on Culture and Education.

- Sir, the policy of continuing to innovate and streamline the organizational structure of the political system to ensure efficient and effective operation, and the message about streamlining the apparatus delivered by General Secretary To Lam, is considered a revolution. So, what is the significance of this revolution in the current context?

Representative Ta Van Ha: First of all, it must be affirmed that this is a major and correct policy of the Party on improving the effectiveness and efficiency of the state apparatus. Streamlining the apparatus is an important policy set forth in Resolution No. 18-NQ/TW of the Central Committee of the Party in 2017. Although there have been initial changes, the arrangement and organization of the apparatus is still not synchronized and lacks a comprehensive approach. Along with that, the work of reducing the number of personnel and improving the quality of cadres, civil servants, and public employees still has many limitations.

Currently, recurrent expenditures account for 70% of the budget, so how much is left for development investment? Certainly very little, and with such a system, the country cannot develop and thrive. The burden of a cumbersome bureaucracy will hinder development, preventing us from concentrating resources on growth. Streamlining the bureaucracy will bring about changes in management, administration, personnel selection, infrastructure investment, and more – that is the real breakthrough.

Entering a new era with a streamlined administrative apparatus, we are in a position to allocate resources for development investment; at the same time, we can move towards a professional, modern, effective, and efficient governance system; and a more open and favorable business and investment environment… I believe this is a crucial foundation for the country to thrive.

- How do you assess this streamlining process and its impact on the governance model at the central and local levels?

Representative Ta Van Ha: First of all, a streamlined administrative apparatus must have a team of truly effective officials, and only then can it meet the demands of integration. Based on this understanding, we must always uphold a spirit of responsibility, even courage and sacrifice, to place the interests of the country and the people above all else.

When national and ethnic interests are prioritized, personal or organizational problems will no longer be major obstacles. With dedication, perseverance, and courage, this forms the basis for unleashing the momentum to lead the country into a new era. Streamlining and reorganizing the administrative apparatus is a difficult, sensitive, and complex task, but no matter how difficult it is, we must do it. In the face of this urgent task, supporting the Party's policies is the responsibility of every cadre and Party member, especially the heads of units.

This streamlining process is linked to decentralization and delegation of power, clearly defining the roles of each ministry, sector, and field, as well as those of the heads of departments and localities; increasing the authority of localities to know, discuss, act, and take responsibility. It creates a proactive role for management agencies. When the administrative apparatus is streamlined and administrative procedures are reduced, then state management agencies become agencies that serve the people.

- One of the issues of public concern is the need to streamline political and social organizations and associations. What are your views on this matter?

Delegate Ta Van Ha: To pave the way for a new era of national progress, the Central Committee and the Politburo are determined to summarize Resolution 18 as soon as possible. This is an important step, a revolution in organization, aimed at improving the effectiveness and efficiency of the political apparatus.

Throughout the history of the Vietnamese revolution, the role and contributions of socio-political organizations have been immense and crucial, determining the success or failure of the Vietnamese revolution. However, each historical period requires appropriate methods and models of operation. This is a revolution, therefore, socio-political forces are also the key factor for its success.

Streamlining is not about mechanical cuts, but about eliminating inefficient positions and jobs, and focusing resources on key areas. To optimize, each agency will take on multiple tasks, with one task assigned to a single agency responsible for it. For example, the tasks of some functional departments, such as offices, are duplicated by many agencies; consolidating them will make the system more streamlined. Many organizations serve the same target; consolidating them will create strength.

So, in your opinion, what should we do to ensure that we don't downsize by "the wrong people, the wrong targets"?

Representative Ta Van Ha: There must be a revolution in personnel work, because people determine the success of the revolution. To select people who can do the job, there must be a mechanism for leaders to be responsible when selecting personnel, and a mechanism for the head of an organization to be able to choose their own staff.

In policy-making and legal reform, there must also be innovation, with the state playing only a guiding role. Public services should be left to the private sector; only what the private sector cannot do, such as national defense and security, and social welfare, should the state undertake. The state must have a strategy to develop disadvantaged regions. Not every region needs investment resources; some regions need specific mechanisms.

In the long term, to ensure the quality of personnel working for the political system, the entire personnel management process needs to be carefully reviewed and thoroughly reformed in all steps: identification - recruitment - appointment - evaluation - promotion. Adherence to the principle of "finding the right person for the job" is essential.

In other words, it's a personnel management process based on competition and competency. We shouldn't manage people, but rather manage by objectives. Therefore, an administrative revolution, a revolution in personnel management, and a revolution in institutions and thinking are necessary.
