On the morning of March 20th, in Hanoi, the Ministry of Information and Communications, in collaboration with the Vietnam Association of Photographic Artists, held the launch ceremony for the photo and video contest “Happy Vietnam”. The program was connected online to 63 locations in provinces and cities nationwide. In Binh Thuan, representatives from relevant departments, agencies, and media outlets participated.

At the launching ceremony, Deputy Minister of Information and Communications Nguyen Thanh Lam emphasized: Vietnam is one of 193 member states of the United Nations committed to supporting actions for social welfare, building a sustainable development nation, and honoring the happiness of humanity worldwide . The photo and video contest "Happy Vietnam 2024" is one of the key activities to promote human rights, contributing to the strong dissemination of noble humanitarian values, aiming to build an image of a happy Vietnam through new, objective perspectives of professional and amateur authors both domestically and internationally.

In 2024, the competition was held for the second time, launched on a nationwide scale to attract the participation of a large number of professional and amateur authors, both Vietnamese and foreign.

The "Happy Vietnam 2024" photo and video contest consists of two categories: photos and videos. The contest aims to discover and celebrate meaningful moments and stories in all aspects of Vietnam's political , economic, cultural, and social life through photo and video works submitted by domestic and international authors, vividly showcasing Vietnam's achievements in the field of human rights. Simultaneously, it seeks to mobilize the combined strength of all segments of the population, the Vietnamese community abroad, and international friends in communicating and promoting the image of Vietnam and its people to the world, affirming that Vietnam is a peaceful, beautiful, dynamically developing, and happy nation. The contest particularly encourages the application of modern information and communication technology to create a positive media impact on the public.

The submitted works should introduce and promote the image of Vietnam, its people, cultural values, and natural beauty throughout the country; inspire national pride and aspirations for development among all segments of the population to collectively build a more prosperous, thriving, and happy Vietnam. They should truthfully and vividly reflect the achievements in all aspects of Vietnam's political, economic, cultural, and social life, especially in the process of reform, development, and international integration. They should convey valuable knowledge, attract strong public interest, and have a wide reach both domestically and internationally.

For digital photo entries, image files must be in JPG format. The shortest dimension must be at least 3,000 pixels. Images must not have borders and must not display information such as names, watermarks, or place names.

For the video category, each author may submit a maximum of 10 entries. Authors' names should be as they appear on their citizen identification cards or passports. Entries must be created using realistic methods; manipulated or altered images that distort reality are not accepted (except for panorama photos).

Submitted videos must be in digital format, specifically MP4 files. Video quality must be at least Full HD. Each video must be no longer than 5 minutes and the file size must not exceed 200MB. Submitted videos can be in the following genres: news reports, documentaries, short films, skits, etc. Videos must be original media products, copyrighted by the author, and must not be copied from any source without permission regarding image, sound, and dialogue copyright. The consent of the individuals or their guardians is required for any appearance in the video.

The artwork must have been created between January 1, 2022, and the date of submission. The submitted artwork must not have been previously submitted to or won any awards at any other competitions or exhibitions.

In addition, authors who win gold, silver, bronze, or honorable mention medals in the photography category will have points awarded for titles and will be considered for the annual Outstanding Photography Award; winning and exhibited works will be considered for creative support according to the regulations of the Vietnam Association of Photographic Artists. For authors who are not yet members of the Vietnam Association of Photographic Artists, each winning or exhibited work will have points awarded when considering membership according to the Association's regulations.

BOX: The prize values ​​include 1 gold medal worth 70 million VND, 2 silver medals worth 20 million VND, 3 bronze medals worth 10 million VND, 10 consolation prizes worth 5 million VND each, and 1 entry with the most votes worth 5 million VND.
