Da Bac is the most difficult district of Hoa Binh province, the proportion of ethnic minorities accounts for nearly 90%. The terrain here is mostly high and rugged mountains, often suffering from natural disasters, storms, floods, and landslides. To take care of the lives of ethnic minorities and mountainous areas here, the district identifies ethnic work as one of the important political tasks, so the Party Committee and authorities at all levels have paid attention to and effectively implemented many programs and policies to improve the lives of ethnic minorities. Specifically, since the beginning of the year, the district's Ethnic Affairs Department has strengthened consultation with the People's Committee of Da Bac district to effectively carry out ethnic work, care for and look after the lives of people in ethnic minority areas.
Ms. Dinh Thi Nam - Head of the Ethnic Affairs Department of Da Bac district said that in order to effectively implement ethnic affairs and ethnic policies, the Ethnic Affairs Department continues to advise the leaders of the district People's Committee to direct, urge, accelerate the implementation progress and disbursement of capital for the National Target Program on socio -economic development of ethnic minority and mountainous areas (National Target Program 1719) in the area.
Accordingly, Da Bac district focuses on supporting the resolution of the shortage of residential land, housing, production land, and domestic water; developing agricultural and forestry production; investing in essential infrastructure to serve the production and daily life of ethnic minorities; developing education and training... Thereby, improving the quality of life, increasing income, and promoting local socio-economic development.
In Yen Thuy district, by the end of 2023, the whole district had 17,310 households, of which 798 were poor households, accounting for 4.26%. Of which, 85.84% were poor ethnic minority households. In order to care for ethnic minorities, especially poor households, in recent years, Yen Thuy district has focused on integrating resources to effectively implement ethnic policies. In the context of many difficulties, the top priority is to support production and create sustainable livelihoods for ethnic minorities.
Therefore, according to the statistics of the District People's Committee, implementing Sub-Project 1 "Developing sustainable agricultural and forestry economy associated with forest protection and increasing people's income", the district has been assigned more than 1.7 billion VND from the career capital source, and has so far disbursed 100%. The capital is used to support forest protection in 5 communes in areas with particularly difficult socio-economic conditions with a protected forest area of 2,127.5 hectares. For Sub-Project 2 "Supporting the development of production according to the value chain, precious medicinal herb growing areas, promoting business start-ups, startups and attracting investment in ethnic minority and mountainous areas", the total capital plan is more than 7 billion VND from the career capital source. The disbursement result to date has reached 50.81% of the plan. According to Ms. Dinh Thi Thao - Head of the Ethnic Minorities Committee of Hoa Binh province, the National Target Program 1719 is a major policy of the Party and the State. To implement it, Hoa Binh province has focused on implementing sub-projects in ethnic minority areas. In particular, it has paid attention to supporting livelihoods and career conversion among ethnic minorities in the right cases and according to regulations. From 2021 to present, Hoa Binh has supported career conversion for more than 2,300 households with an amount of 23 billion VND.
“To promote socio-economic development in extremely disadvantaged areas and ethnic minority areas. In the coming time, Hoa Binh province will continue to implement policies on housing support for people; organize reviews and recalculations to speed up the implementation of policies. In addition, localities should pay attention to creating sustainable livelihoods for people, developing transport infrastructure, health care, education; focus on disbursing central and local capital sources to ensure compliance with regulations, efficiency, avoiding waste or incompatibility with reality” - Ms. Thao said.
