On May 23, the Da Nang City People's Committee announced the list of 350 projects and land plots that will apply special policies and mechanisms under Resolution 170/2024 and Resolution 29/2026 of the National Assembly (Phase 1) to continue resolving difficulties and obstacles.
Of these, 206 projects and land parcels are subject to the regulations in Article 3 of Resolution 170 (all located in Son Tra ward). Of these 206 projects, 204 are invested in by Son Tra Joint Stock Company, and these projects are included in Conclusion 2852/2012 of the Government Inspectorate .

The Trung Ky - Viem Dong tourist area, invested in by Trung Ky Viem Dong Real Estate Management Joint Stock Company, is eligible for a special mechanism to address difficulties.

The legal situation is that the land use right certificate was issued for the purpose of land use for production and business facilities, with a long-term term. Due to a violation of the land use term, it needs to be adjusted from long-term to 50 years.
There are two projects subject to the regulations in Articles 4 and 5 of Resolution 170, including: the land plot designated L09 - Suoi Da villa area (Son Tra ward); and the land plot on 2nd September Street (Hoa Cuong ward) belonging to General Corporation 319 (Ministry of National Defense).
Eight projects applying the regulations in Article 7 of Resolution 170 include: the coastal tourism area of Hanoi Non Nuoc Tourism Investment Joint Stock Company; the high-end coastal resort and villa area of Da Nang of Song Viet Urban Tourism Development Joint Stock Company; and the Hoang Cuong high-end resort of Hoang Cuong Tourism Joint Stock Company.
In addition, there is the 5-star Olalani Resort & Condominiums of My Phat Joint Stock Company; the Ariyana International Tourism and Urban Complex of Thien Thai Hotel and Tourism Joint Stock Company; the Silver Shore International Special Tourism and Entertainment Area of Silver Shore Investment and Development Company Limited; the coastal ecological tourism area of De Nhat Investment and Development Company Limited; and the Vinpearl Da Nang hotel and villa complex of Vinpearl Joint Stock Company.
The aforementioned projects are also included in Conclusion 2852/2012 of the Government Inspectorate, which states that the land prices issued by the Da Nang City People's Committee were lower than those in the land price list.
There are 11 projects that apply the regulations in Article 11 of Resolution 29, while the remaining 123 projects apply Article 12 of Resolution 29/2026.
According to a decision by the Da Nang City People's Committee, while resolving obstacles for the projects on the aforementioned list, if departments and localities discover projects with similar obstacles, they may apply the provisions of Resolution 170 and Resolution 29 respectively to resolve them.
Simultaneously, a report must be submitted to the standing agency to update the list and the 751 system. The reviewing agency is responsible for the review results and the application of regulations to resolve the issues.
