
New project investment
At the end of June 2025, the City People's Committee issued Decision No. 1942/QD-UBND approving the investment policy of the social housing project at land plot A2-4 located on Ngu Hanh Son Street and the road leading to Tien Son Bridge (Ngu Hanh Son Ward).
After the decision to approve the investment policy, on August 11, the Department of Construction announced the receipt of the dossier to hand over the project investor to the social housing project at land plot A2-4 to invest in building social housing for sale according to regulations, and providing ancillary services to meet the needs of residents.
According to the Department of Construction, the project has a total investment of more than 1,225 billion VND, implemented on a land area of 7,060.4m2 , with a construction density of about 39.6%. The type of house built is a social apartment building with a maximum height of 31 floors. The total floor area is about 70,230m2, of which the housing is about 63,940m2 with 831 apartments, each with an area of 25-70m2 . The population size of the project is estimated at about 1,299 people. In addition to building apartments, the project also has a parking lot of about 7,015m2 , trees of about 1,495m2 , and internal traffic of about 2,630.4m2 .
Previously, in early July 2025, the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works of Da Nang City also announced an invitation for interested investors to submit applications to implement a social housing project at land plot No. 10 Trinh Cong Son Street, Hoa Cuong Ward.
The project is deployed on an area of over 5,660m2 , with a planned construction of one basement, 20 floors above ground with 649 apartments. This project prioritizes housing for people who are renting houses in state-owned apartment buildings, old, degraded collective houses, and those subject to relocation and demolition.
To speed up the progress of projects, on March 27, 2025, the City People's Committee issued Official Dispatch No. 1772 directing departments, branches, and localities to be proactive and transparent in the process of handling administrative procedures related to social housing projects.
At the same time, review and simplify construction investment procedures to support and encourage businesses to invest in social housing construction; process documents in parallel or integrate processes and procedures to shorten at least 30% of the time to carry out administrative procedures on social housing construction.
Increase housing supply
According to the Department of Construction, in 2025, the city will speed up construction progress to complete four projects with 1,807 apartments; complete the selection of investors to start construction of four projects with 4,254 apartments; and carry out investment preparation for a project with 191 apartments from public investment capital.
In addition, the city approved investment policies and called for investment in 5 projects with 3,487 apartments; requested the Vietnam General Confederation of Labor to continue implementing a project with about 500 apartments from trade union financial resources for rental arrangement.
Thus, in 2025, the city will implement 15 projects with 10,239 units, reaching 109.5% of the project target for the 2025 - 2030 period; it is expected to complete and put into use 1,807 units, reaching 120.5% of the project target in 2025.
To continue developing the housing supply, the city has added 54 land plots to the housing development program until 2030 located in the districts of the old Da Nang city. Specifically, there are 27 land plots in Hoa Vang district, 12 land plots in Lien Chieu district, 7 land plots in Cam Le district, 7 land plots in Ngu Hanh Son district and one land plot in Son Tra district.
In particular, from the beginning of 2025 until now, the city has completed and put into use a social housing building for people with revolutionary contributions on Vu Mong Nguyen Street (Ngu Hanh Son Ward) with 209 apartments; arranged for rent for people with revolutionary contributions and policy families with housing difficulties.
Many social housing projects are open for sale, such as: An Trung 2 social housing project (An Hai ward) has 3 blocks with 957 apartments. The investor is opening for sale blocks A and B with prices ranging from 16.2 million VND/m2.
The social housing apartment complex in Hoa Khanh Industrial Park (Lien Chieu Ward) has 8 apartment buildings, expected to provide the market with nearly 2,000 apartments with prices ranging from 16.4 million VND to 30.9 million VND/m2, depending on the area and location of the apartment.
Thereby, creating opportunities for low-income workers and industrial park workers to have conditions to settle down and stabilize their lives.
According to the project "Investing in the construction of at least one million social housing units for low-income people and industrial park workers in the period of 2021 - 2030", the Prime Minister assigned the city a target of 12,800 social housing units. Of which, 3,445 units will be completed in the period of 2021 - 2024, 9,355 units will be completed in the period of 2025 - 2030, and 1,500 units in 2025 alone.
As a result, in the 2021 - 2024 period, the city implemented 11 projects with 8,771 units, reaching 68.5% of the project's target. Of which, four projects with 3,445 units have been completed and put into use; four projects with 1,807 units are under construction, expected to be completed in 2025; investment procedures for one project with 1,564 units have been implemented, and bidding for investors for two projects with 1,955 units is underway.
