
Investing in new projects
At the end of June 2025, the People's Committee of Da Nang City issued Decision No. 1942/QD-UBND approving the investment plan for a social housing project on land plot A2-4 located on Ngu Hanh Son Street and the access road to Tien Son Bridge (Ngu Hanh Son Ward).
Following the approval of the investment policy, on August 11th, the Department of Construction announced the acceptance of applications for the project's investor to build social housing for sale according to regulations, and to provide supporting services to meet the needs of residents.
According to the Department of Construction, the project has a total investment of over 1.225 billion VND, implemented on a land area of 7,060.4 m² , with a construction density of approximately 39.6%. The type of building constructed is a social housing apartment building with a maximum height of 31 floors. The total floor area is approximately 70,230 m² , of which about 63,940 m² is residential housing with 831 apartments, each with an area of 25-70 m² . The estimated population size of the project is approximately 1,299 people. In addition to apartment construction, the project also includes a parking area of approximately 7,015 m² , green space of approximately 1,495 m² , and internal traffic areas of approximately 2,630.4 m² .
Earlier, in early July 2025, the Management Board of Investment Projects for Civil, Industrial and Technical Infrastructure Construction in Da Nang City also announced an invitation for interested investors to submit applications to implement a social housing project at land plot No. 10, Trinh Cong Son Street, Hoa Cuong Ward.
The project, spanning over 5,660 square meters , is planned to include one basement level and 20 above-ground floors with 649 apartments. Priority will be given to residents currently renting apartments in state-owned apartment buildings and dilapidated collective housing that are slated for relocation or demolition.
To expedite project progress, on March 27, 2025, the City People's Committee issued Document No. 1772 directing departments, agencies, and localities to be proactive and transparent in handling administrative procedures related to social housing projects.
Simultaneously, review and simplify investment and construction procedures to support and encourage businesses to invest in and build social housing; process applications in parallel or integrate procedures to shorten the administrative time for social housing construction by at least 30%.
Increase housing supply
According to the Department of Construction, in 2025, the city will expedite construction progress to complete four projects with 1,807 units; complete the selection of investors to start construction on four projects with 4,254 units; and carry out investment preparation for one project with 191 units using public investment funds.
In addition, the city approved investment policies and solicited investment for 5 projects with 3,487 units; and requested the Vietnam General Confederation of Labor to continue implementing a project with approximately 500 units using trade union funds for rental purposes.
Thus, in 2025, the city will implement 15 projects with 10,239 units, achieving 109.5% of the target set in the 2025-2030 plan; it is expected that 1,807 units will be completed and put into use, achieving 120.5% of the target set in the 2025 plan.
To further develop the housing supply, the city has added 54 land plots to its housing development program until 2030, located in districts and communes of the former Da Nang city. Specifically, there are 27 land plots in Hoa Vang district, 12 in Lien Chieu district, 7 in Cam Le district, 7 in Ngu Hanh Son district, and one in Son Tra district.
In particular, from the beginning of 2025 until now, the city has completed and put into use a social housing complex for revolutionary veterans on Vu Mong Nguyen Street (Ngu Hanh Son Ward) with 209 apartments; and arranged for rental to revolutionary veterans and policy beneficiary families facing housing difficulties.
Many social housing projects are being offered for sale, such as the An Trung 2 social housing project (An Hai ward), which has 3 blocks with 957 apartments. The investor is currently selling blocks A and B at prices ranging from 16.2 million VND/m2.
The social housing complex in Hoa Khanh Industrial Zone (Lien Chieu ward) has 8 apartment buildings, expected to provide nearly 2,000 apartments to the market with selling prices ranging from 16.4 million VND to 30.9 million VND/m2, depending on the size and location of the apartment.
This creates opportunities for low-income workers and industrial zone workers to settle down and stabilize their lives.
According to the project "Investing in the construction of at least one million social housing units for low-income earners and industrial zone workers in the period 2021 - 2030", the Prime Minister assigned the city a target of developing 12,800 social housing units. Of these, 3,445 units are to be completed in the period 2021 - 2024, and 9,355 units in the period 2025 - 2030, with 1,500 units specifically for 2025.
As a result, during the period 2021-2024, the city implemented 11 projects with 8,771 units, achieving 68.5% of the target of the plan. Of these, four projects with 3,445 units have been completed and put into use; four projects with 1,807 units are under construction and are expected to be completed in 2025; one project with 1,564 units has undergone investment procedures; and two projects with 1,955 units are currently undergoing bidding to select investors.
