The Da Nang City Department of Construction has just issued a document regarding the review of applications for purchasing social housing in blocks A and B of the low-income housing project in An Trung 2 residential area, following numerous complaints from residents about the prolonged review process.
The project, developed by a joint venture between Duc Manh JSC and 579 Investment and Construction JSC, is located in An Hai Ward, Da Nang City. It comprises three apartment blocks with a total of 957 units, along with various infrastructure facilities, parks, and community areas.

According to the sales announcement issued by the Department of Construction in May 2025, blocks A and B have 633 social housing units for sale. The application period lasted from the end of May to July 22, 2025. After this period, the investor received approximately 3,987 applications, many times higher than the number of apartments offered for sale.
The Department of Construction stated that due to the large volume of applications and many cases involving complex information requiring review and verification, the approval process faced numerous difficulties. Some aspects related to eligibility for social housing policies also required further guidance from the Ministry of Construction to serve as a basis for implementation.
Currently, the 2023 Housing Law and Decree 100 do not specify a deadline for developers to complete the review of social housing purchase applications. This is also one of the reasons for the prolonged process.
According to the Department of Construction, the investor has now completed the review of applications and submitted a report requesting the Department's cooperation in verifying eligibility for social housing purchases.
The Department of Construction has also sent documents to relevant agencies to review and verify whether the applicants have previously purchased, leased, or received state-supported housing in Da Nang.
The inspection, review, and feedback of the results to the investor are expected to be completed in June 2026.
Regarding public complaints about delays in providing application review results, the Da Nang City Department of Construction affirms that the responsibility for publicly disclosing information and responding to requests rests with the project's investor. The Department has also requested the investor to fully comply with current regulations regarding the public disclosure of application review results.
