Da Nang tightens management of 147 fishing boats that do not meet operating conditions

(Chinhphu.vn) - Da Nang City has reviewed and compiled a list of 147 fishing vessels that do not meet operating conditions, assigned localities to strengthen supervision, and required ship owners not to take their vessels out to fish without complete documents.

According to the report of the Department of Agriculture and Environment of Da Nang City, recently, the city has focused on implementing key tasks to combat IUU fishing, preparing to work with the 5th EC Inspection Delegation.

Specifically, from the beginning of 2024 to now, the city has organized 33 propaganda sessions for more than 1,900 fishermen and related units; worked directly with more than 2,600 ship owners and captains to guide procedures for issuing documents and tracing the origin of exploited aquatic products.

As of June 1, the total number of fishing vessels 6 meters or longer in the city was 1,548. Of these, 731 were inshore fishing vessels, 203 were offshore fishing vessels, and 614 were offshore fishing vessels (accounting for 40%). To date, 100% of eligible vessels have been painted and marked with registration numbers according to regulations. The city has completed updating data on 1,548 vessels in the National Fisheries Database.

Da Nang City currently has 147 fishing vessels that do not meet operating conditions, including 93 vessels from 6-12 m in length and 54 vessels over 12 m in length (including 48 vessels without fishing licenses, 6 vessels with expired inspections). There are no more "3 no" vessels (no registration, no inspection, no fishing license) in the area.

The city has assigned localities to direct cadres and grassroots party members to monitor and supervise the activities and anchorage locations of these 147 fishing boats; requesting boat owners not to let fishing boats go to sea without complete documents, and not to leave fishing gear and equipment on board. All suspicious cases are immediately reported to the Border Guard for strict handling.

To date, Da Nang has 611 fishing vessels that have installed VMS; 2 vessels are still inactive and have not yet been installed. Authorities are coordinating to monitor fishing vessel activities 24/7, promptly detecting vessels that have lost VMS connection or exceeded permitted boundaries. The city has recorded a decrease in the number of fishing vessels that have lost VMS connection.

Regarding control of vessels entering and leaving the port, monitoring output and traceability, 100% of fishing vessels arriving at Tho Quang port submit full fishing logs, purchasing logs and have their output monitored.

From October 2023 to June 1, 2025, the city organized 21 inspections and patrols at sea and at Tho Quang port. Thereby, 588 vessels with signs of violations were detected, and 44 vessels were fined with a total amount of more than 1 billion VND. To date, Da Nang City has not detected fishing vessels violating foreign waters or engaging in illegal brokerage or collusion.

The city's Department of Agriculture and Environment said that in the coming time, Da Nang will continue to strictly implement Directive No. 32 of the Secretariat and Resolution No. 52 of the Government . In particular, focusing on preventing the emergence of "3 no" ships, raising public awareness, early detection and prevention of ships deliberately exploiting without sufficient conditions, violating foreign waters.

The city will complete the issuance of documents for 147 unqualified ships and update data into the management software. Continue to control 100% of ships entering and leaving ports at border posts and stations; ensure compliance with regulations on journey monitoring; strictly punish violations, especially repeat violations or serious violations according to Resolution No. 04 of the Supreme People's Court's Judicial Council.

The authorities continue to strengthen the monitoring of output at Tho Quang fishing port, ensuring strictness, having data comparison, avoiding the legalization of documents of export shipments to Europe. Ensuring that 100% of the output of ships arriving at the port is monitored, compared with VMS and export confirmation and certification records. In addition, patrolling, checking, and monitoring at sea and at Tho Quang fishing port will be maintained regularly, strictly punishing 100% of IUU violations.

Vice Chairman of the People's Committee of Da Nang City Tran Chi Cuong requested localities, agencies and units to maintain drastic solutions for sustainable fisheries economic development. The city's leaders assigned the Department of Agriculture and Environment to study solutions for effective management of fishing vessels; urgently issue documents and update vessel data into the management system. At the same time, continue to promote propaganda, grasp the situation, detect and prevent fishing vessels from deliberately violating early.
