Da Nang creates momentum to strongly develop artificial intelligence applications

Within the framework of the Artificial Intelligence - New driving force for Da Nang's development workshop organized by the City People's Committee on May 9 with 2 discussion sessions on the topics "Da Nang - Potential destination for AI startups" and "Investment orientation, infrastructure sharing and support policies to develop the AI ​​- Blockchain - innovation ecosystem in Da Nang". Representatives of management agencies, experts and businesses have many proposals to develop artificial intelligence (AI) in Da Nang.

Ready resources for AI development

Dr. Le Quang Dam, General Director of Marvell Vietnam Co., Ltd., commented that Da Nang has great potential to become a leading locality in AI and semiconductors in Vietnam. Specifically, the attention, commitment, attraction, and investment of the Government, city authorities, and accompanying businesses.

Da Nang has good infrastructure along with a young, increasingly high-quality workforce. That is why Marvell opened an office in Da Nang in May 2024 with 50 initial engineers and is continuing to increase. Recently, Marvell was recognized as a strategic partner of the city in the field of semiconductors and artificial intelligence. In the coming time, Marvell will support software, hardware, human resource training and content for long-term development in the city.

According to Associate Professor Dr. Huynh Cong Phap, Principal of the Vietnam - Korea University of Information and Communications Technology (University of Danang), Danang has 3 schools that have enrolled 250 students to train semiconductor microchips. The school is recruiting 60 students in the first course of semiconductor microchip design engineers, this number is expected to increase to 600 - 1,000 engineers by 2028. The city is building many outstanding support policies, including policies on remuneration, income, and accommodation costs for experts and scientists working in the field of semiconductor microchips and artificial intelligence. The above information helps the semiconductor microchip industry to be of great interest.

Deputy Director of the Department of Science and Technology Le Son Phong informed that Da Nang determined to develop AI based on 25 years of software industry development, digital transformation with the advantage of experienced human resources. Accordingly, developing the AI ​​industry is not only in the technology field but also bringing AI into areas of social life to promote technology, shift economic structure, and apply high technology.

The city has identified a three-pronged approach: human resources, infrastructure and policy, in which, when developing policies or infrastructure, it is based on the principle of close cooperation with schools and businesses. In particular, after the National Assembly issued Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; the City People's Council issued many policies to concretize the resolution. Currently, the AI ​​human resource structure in Da Nang Software Park No. 2 has up to 30% of leading experts, affirming the city's potential in the field of semiconductor chips and AI.

Promoting AI infrastructure construction

Mr. Vladimir Kangin, Founder and CEO of IPTP Networks LLC, said that Da Nang was chosen to build a data center because of many favorable factors. Specifically, Da Nang is geographically located in the Central region of Vietnam, so placing a data center in the Central region will be convenient for connecting major cities at both ends of the country. Since the plan to build a data center from 2021 until now, Da Nang has had many significant changes, especially the National Assembly's permission to pilot a free trade zone and build an international financial center. It can be said that Da Nang is converging many factors to attract investors.

Mr. Le Hoang Phuc, Director of DSAC Information Center, in the long-term strategy, Da Nang aims to become a national center for innovation and high technology, where all factors converge from preferential policies, digital infrastructure, testing environment (sandbox) to startup ecosystem and human resource training. Developing AI infrastructure in Da Nang not only serves the technology sector, but is also the driving force to promote many key industries such as smart cities, digital health, education, logistics, tourism and especially the semiconductor industry, which is a strategic priority of the city.

Concluding the workshop, Permanent Vice Chairman of the City People's Committee Ho Ky Minh said that artificial intelligence is not only a trend but a strategic component in the development architecture of the 21st century. Da Nang does not follow the beaten path but is proactively building its own position - a city with a technological identity, deeply integrated, knowing how to listen, experiment, create new values ​​from internal strength and global connections, a place where every idea is nurtured, every talent is developed and every business can start and reach far from the foundation of Da Nang.

From a “livable city”, we are making steady progress to continue the Han River miracle in Vietnam in socio-economic development with the “5 highs” model: high knowledge, high culture, high income, high governance and high living standards under the direction of General Secretary To Lam at the 95th Anniversary of the founding of the City Party Committee and the 50th anniversary of the liberation of Da Nang.

Standing Vice Chairman of the City People's Committee Ho Ky Minh assigned the Department of Science and Technology to preside over and coordinate with relevant departments, branches and units to build and operate a coordination mechanism for developing the city's AI ecosystem in the direction of "inter-sectoral - interconnected - interconnected", ensuring effective connection between the pillars: technical infrastructure, human resources, innovation and investment attraction.

At the same time, build an implementation roadmap to 2030 associated with a specific evaluation criteria system. The Management Board of Da Nang High-Tech Park and Industrial Zones is in charge of reviewing infrastructure, land, and planning to proactively anticipate and be ready to receive investment projects in data centers, supercomputers, and AI computing infrastructure. The DSAC Center plays a leading role in connecting the "3 houses": the state - schools - investors, while continuing to implement innovative cooperation models such as open AI labs, AI talent development centers, and shared AI infrastructure and data platforms serving the startup and research community.

For the business community and related units, the city wishes to accompany in implementing public-private partnership programs, training, research and technology transfer in the field of AI. The city is committed to creating the most favorable conditions in terms of policies, infrastructure and testing environment so that all innovative ideas have the opportunity to be incubated, developed and spread.

Signing 3 cooperation agreements
Within the framework of the workshop “Artificial Intelligence - New driving force for Da Nang’s development”, 3 cooperation signing ceremonies took place between Da Nang city and its partners. Specifically: Department of Science and Technology and VinGroup Corporation signed a cooperation agreement on promoting green transformation and sustainable development; DSAC Center and Mobifone Corporation, DSAC Center and Sky-Line Education System to promote training programs, deploy AI solutions in education and provide digital infrastructure for research and technology application.
