Boosting Vietnam-Cambodia border trade to reach US$20 billion.

On September 13th, in Tay Ninh, the Vietnamese Ministry of Industry and Trade, the Tay Ninh Provincial People's Committee, and the Cambodian Ministry of Commerce jointly organized the "Vietnam - Cambodia Business Networking Conference for Manufacturing, Distribution, and Logistics".

The conference was co-chaired by: Vietnam's Deputy Minister of Industry and Trade Phan Thi Thang; Cambodia's Deputy Secretary of State for Commerce Tith Rithipol; and the Vice Chairman of the Tay Ninh Provincial People's Committee Nguyen Hong Thanh.

The conference took place against the backdrop of rapidly expanding border trade between Vietnam and Cambodia; the need to improve infrastructure, enhance logistics capacity, and connect supply chains to take advantage of market opportunities is urgent; and it affirmed the determination to promote cooperation between Vietnam and Cambodia in implementing practical solutions, from macro policies to specific activities.

According to Vietnam's Deputy Minister of Industry and Trade, Phan Thi Thang, Vietnam and Cambodia are maintaining stable trade cooperation with a high growth rate.

Numerous bilateral agreements have been signed, creating a legal framework and favorable conditions for border trade.

In 2024, bilateral trade reached US$10.1 billion (according to Vietnamese data), an increase of 17.5%. By July 2025, bilateral trade exceeded US$7 billion, an increase of 16.3% compared to the same period; of which, Vietnam exported US$3.2 billion (an increase of 5.1%), and imported US$3.8 billion (an increase of 28.1%), reflecting a clear trade deficit trend.

At the conference, representatives from the Vietnamese Ministry of Agriculture and Environment , the Border Guard Command, the Customs Department, several units under the Vietnamese Ministry of Industry and Trade, and leaders from the Tbong Khmum Provincial Department of Commerce (Cambodia), along with a number of representative associations and businesses from both countries, presented reports, discussed best practices, and proposed solutions to promote the development of Vietnam-Cambodia border trade infrastructure, aiming to build a chain of production, distribution, and logistics businesses.

The discussions covered a wide range of topics, from macroeconomic policies to specific local and business issues. Many delegates emphasized that the market potential between Vietnam and Cambodia is enormous but is being hampered by inadequate logistics infrastructure, limited distribution services, and differences in technical standards.

To address this, specific solutions have been proposed; notably, strengthening the synchronization of technical standards; investing in the development of cold chains and warehousing systems; expanding the electronic customs clearance mechanism; and establishing cross-border economic cooperation zones at the Moc Bai-Bavet (Tay Ninh-Svay Rieng), Le Thanh-Oyadav (Gia Lai-Rattanakiri), and Ha Tien-Prek Chak (An Giang-Kampot) border gates.

These cooperation zones will focus on developing processing industries, trade, services, and logistics, thereby contributing to the formation of common growth poles and creating momentum to promote sustainable development of bilateral trade.

According to the delegates, connecting manufacturing businesses, distribution systems, and logistics services is a decisive factor in transforming the potential of border trade into real economic value.

Notably, in order to create a breakthrough in Vietnam-Cambodia trade cooperation, the Ministry of Industry and Trade issued Decision No. 2162/QD-BCT dated July 25, 2025, setting a target of achieving US$20 billion in bilateral trade by 2030.

Looking ahead, by 2027, the goal is to ensure that 100% of warehouses at border gates meet the needs for goods storage; of which, at least 80% of warehouses will provide comprehensive logistics services, effectively connecting with regional and international supply chains.

According to Vietnam's Deputy Minister of Industry and Trade, Phan Thi Thang, Vietnam and Cambodia are strategically located neighboring countries with a land border approximately 1,137 km long, passing through 8 provinces of Vietnam and 9 provinces of Cambodia, with 50 border gates of various types (11 international, 11 main, 28 secondary, and 11 open crossings).

Over the past period, Vietnam and Cambodia have signed bilateral cooperation agreements, creating a legal framework and favorable conditions for border trade between the two countries.

The implementation of these agreements has contributed to promoting the development of border gate infrastructure, border markets, warehouses, and logistics services in border provinces, shortening customs clearance times and enhancing supply chain connectivity.

“In order to promote Vietnam-Cambodia border trade to achieve the set growth target and contribute to bringing bilateral trade turnover to 20 billion USD by 2030, we need to act more decisively. We believe that with the wisdom, dedication, and valuable contributions from the delegates, what we discuss at this conference and many initiatives and projects to be implemented in the coming time will contribute to bringing practical benefits to businesses and people of both countries, affirming the friendly neighborly relations and sustainable cooperation between Vietnam and Cambodia,” emphasized Vietnam's Deputy Minister of Industry and Trade, Phan Thi Thang.
